Content of Technical Documentation to provide to market surveillance authorities
Solid fuel local space heaters with a nominal heat output ≤ 50 kW are covered by ecodesign requirements according to Regulation (EU) No 2015/1185 and energy labelling requirements according to Regulation (EU) No 2015/1186 . The requirements apply to solid fuel local space heaters as described in Article 1 and 2 of the above mentioned Regulations.
The documentation shall be produced before the product is placed on the market or put into service. The technical documentation shall be sufficient to enable assessment of the conformity of the product with the requirements. In this respect it is important that test reports are included in the technical documentation.

Company name and complete address.
Description of the model so that it is easily identified (model name and number, size etc.) Applied measurement standards (harmonised standards and/or other standards). Name and signature of the person responsible for the product.
Where the information for a model has been obtained by calculation on the basis of design or extrapolation from other equivalent appliances, supply the details of such calculations or extrapolations or both, and of any tests undertaken to verify the accuracy of the calculations.
Furthermore a list of all other equivalent models where the information was obtained on the same basis.
Where the preferred fuel is woody biomass, non-woody biomass, other fossil fuel or other blends of biomass and fossil fuel, provide a description of the fuel sufficient for its unambiguous identification and the technical standard or specification of the fuel. Include also the measured moisture content and the measured ash content, and for other fossil fuel also the measured volatile content of the fuel.
Technical parameters set out in ecodesign Regulation Annex II Table 1 or energy labelling Regulation Annex V Table 2, measured and calculated accordance with ecodesign Regulation Annex III or energy labelling Regulation Annex VIII. Information relevant for recycling or disposal at end-of-life

Equivalent product means a product model
placed on the market with the same technical and performance characteristics, as another product placed on the market under a different commercial name by the same manufacturer.

The guide is not a substitution for the Regulations, and in any case of doubt, the Regulations are applicable. This guide is not legally binding as a binding interpretation can only be made by the EU court.
