How to comply

Content of Technical Documentation to provide to market surveillance authorities

Non-directional household lamps are covered by ecodesign requirements according to Regulation (EC) No 244/2009 and Regulation (EC) No 859/20091. Be aware that non-directional LEDs are exempted from functionality requirements in Regulation (EC) No 244/2009. Instead functionality requirements for non-directional LEDs are included in Regulation (EU) No1194/2012. The requirements only apply to non-directional household lamps as described in Article 1 and 2 of Regulation (EC) No 244/2009 (and with regard to LED Article 1 and 2 of Regulation (EU) No1194/2012). The documentation shall be produced before the lamp is placed on the market. The technical documentation shall be sufficient to enable assessment of the conformity of the non-directional household lamps with the requirements. In this respect it is important that test reports are included in the technical documentation. Be aware that non-directional household lamps also are covered by the energy labelling Regulation (EU) No 874/2012.*

Description of the model so that it is easily identified (model name and number, size etc.). Applied measurement standards (harmonised standards and/or other standards). Name and signature of the person responsible for the product.

• Rated wattage (0.1 W precision). • Rated luminous flux.

• Rated lamp life time. • Lamp power factor.

• Lumen maintenance factor at the end of the nominal life. • Starting time (as X.X seconds).

• Colour rendering.

• Nominal life time of the lamp in hours (not higher than the rated life time). • Nominal lamp power and nominal luminous flux of the lamp.

• Number of switching cycles before premature lamp failure. • Colour temperature (expressed in Kelvin).

• Warm-up time up to 60% of the full light output (may be indicated as “instant full light” if less than 1 second).

• A warning if the lamp cannot be dimmed or can be dimmed only on specific dimmers.

• If designed for optimal use in non-standard conditions (e.g. if ambient temperature ≠ 25°C), information on those conditions should be stated. • Lamp dimensions in mm (length and diameter).

• If equivalence with an incandescent lamp is claimed, the claimed equivalent incandes- cent lamp power (rounded to 1 W) shall be the value in Annex II, Table 6 of Regulation (EC) No 244/2009 that corresponds to the luminous flux of the actual product. fa ct s ab ou t t he n ordi c co-op era tio n

This guide presents the technical documentation that you have to

pro-vide if the market surveillance authorities ask for it. There are however

other information requirements and requirements on web-information

that you always need to fulfil according to the regulations.

The lamps shall comply with the efficacy requirements in Annex II point 1 of Regulation 244/2009/ EU (except LED). The lamps shall comply with the

functionality requirements in Annex II point 2.

placed on the market with the same technical and performance characteristics, as another product placed on the market under a different commercial name by the same manufacturer.

How to comply

This guide presents the contents of the Regulations and is addressed to manufacturers, importers and others interested. The guide is not a substitution for the Regulations, and in any case of doubt, the Regulations are applicable. This guide is not legally binding as a binding interpretation can only be made by the EU court.

• The term “energy saving lamp” or similar promotional statement about lamp efficacy may only be used if the lamp complies with the efficacy requirements applicable to non- clear lamps in Stage 1 according to Annex II, Tables 1, 2 and 3 of Regulation 244/2009/EC.

• Lamp mercury content expressed as X.X mg.

• Instruction on how to clean up the lamp debris in case of lamp breakage and indication of website to consult for information.

• Recommendations on how to dispose of the lamp at its end of life.

• A list of the technical parameters that make the lamp design specific for the special purpose indicated on the packaging.

• Colour consistency.

• Indication if it is intended for use in outdoor or industrial applications. • Spectral power distribution in the range 180–800 nm.

For special purpose products:

• The chromaticity coordinates if the coordinates fall within the range mentioned in Regulation 1194/2012/EU Annex I point 1.

• Copy of product information that must be provided on free-access websites (according to Regulation 244/2009/ EC Annex II point 3).
