About sixteen years ago when your company received bids for the constructioh of the original Halligan Dam we submitted a bid for its construction but were not low enough to meet other comretition as your record will no doubt show.
If after getting your plans and specifications we decide to bid on the work we expect to go up and look over the site, and would be pleased' to have you give us information about the road, can the dam be reached by automobile, if not state how near the automobile road approaches the dam site. How log a haul is it from Ingleside to the site, and is it a good road fof hauling materiil.

Sir:-Your engineer Mr. Barnes,present-d the plans of the pro-posed enlargement of the Halligan Rexervoir Dam on the 8th inst. After spending some time upon them I advised him that I saw no reason why you should not proceed with the preliminary arrangements for letting the contract.
I am making this statement mainly on the confidence I have in your consulting enginPer, Mr.A.J.Wiley, and with the understanding th-t he will approve these plans. The problem is a more intricate one than I had first thought atter getting into the study of it, and I prefer to take the judgment of a man of his ex-perience and standing in such work, than my awn, and I cannot consent to aF -rove the plans until he has signed them himself.
The matter of inspection of the work during construction can be taken up later.
Please communicate with Mr. Wiley and have him arrange to come down and sign these plans on his next visit here.

North Poudre Irrigation Company in Fort Collins, Colorado,
until 12 o'clock M., on
for the enlargement of the Halligan dam on the Borth Fork
of the Cache La Poudre River about 35 miles northwest of
Fort Collins, Colorado, requiring about 5,000 cubic yards
of foundation excavation and the placing of about 22,000
cubic yards of mass concrete in an arched concrete dam,
together with other related work.
Full plans and specifications will be furnished upon
application accompanied by a deposit of 45.00 to be repaid
to the successful bidder and to all other bidders upon the
return by them of the plans and specifications in good and
acceptable condition.
The Board of Directors reserves the
right to reject any or all bids as the interests of the
Company may require.
Each proposal must be accompahied by a certified
check for 5 per cent of the amount bid payable to the
order of the Treasurer of the North Poudre Irrigation
Company for the benefit of said company as a guaranty
that the bidder will, if successful, execute a
Board of Directors of the Company in the sum of not less
than 25 per cent of the amount of his bid for the
faith-ful performance of the work in accordance with the plans
and specifications.
Proposals may be made for a completed structure
according to the plans and specifications, the contractor to
furnish all material therefor at his own expense, or may be
made on the basis that the company furnish cement and all
steel or iron used in the construction f.o.b. cars at

North Fork of the Caohe L budre River about 35 miles northwest of
Fort Collins, Colorado, requiring about 5, 000 cubic yards of
found-ation excavfound-ation and the placing of about 22,000 cubic yards of
mass concrete in an arched concrete dam, together with other related
work.

Your name has been supplied us by the Secretary of State's office as being a mutual ditch company actively en-gaged in developing the irrigation resources of your locality.
We are in the market at this time for a limited amount of good irrigation loans on established projects, and
we beg to inquire if your Company contemplates any new fi-nancing during this year, or will likely be in need of funds for paying off current debts or other refinancing, or for reconstruction, extensions, repairs, purchase of additional water rights, etc.
