Home and Garden Show Xeriscape Exhibit

All members felt the exhibit was well received. A suggestion was made to use at least the static exhibit at the Weld County Fair in August. Marlo will meet with the Fairboard to see about educational booth space. If necessary, we could share time with another exhibit -two days each. Getting-people-to man-the-exhibit -if we used the VCR again was discussed.

September 15 Program:

Panel: A letter from the committee will be sent to the city council via the City Manager requesting a council member be part of the -panel. A group will meet with designated council

member in August or early September to brief him on possible questions. Similar letter to be sent to Water and ~ewer Department. Karen Scopel from Parks and Recreation will be part of the panel.

Questionnaire: Jerry Adamson will compile questionnaire to be given to those attending September meeting. It is to be simple enough so that people will complete it before leaving the meeting. People attending will be asked to list areas of interest for further seminar or meeting.

Refreshments: Jerry Adamson will take care of setting up the room, assembling slides, chairs, etc. Sundowners Extension Club will be hostesses and furnish coffee. Weld County clubs will furnish cookies. Marlo will check to see if Extension Service can furnish plates, napkins and cups.

A meeting on September 3 will be arranged to make final plans; 9:30 a.m., Room 201. may be called if needed.

The what Task Force?

Yes, Xeriscape is still alive!

On Thursday, May 8th a Xeriscape meeting will be held at 9:00 a.m. at Columbia Savings in Cherry Creek. The address is 2820 E. 1st Avenue and located at the east end of the Cherry Creek Shopping Center.

The purpose of this meeting will be to 'get back on track,' discuss what's new, and plan where Xeriscape is headed in the near future.

MEETING MINUTES of the

FRONT RANGE XERISCAPE TASK FORCE

May 8, 1986

This well attended meeting was a result of invitations prepared and mailed by Kim Bout of the Aurora Utilities Department, in conjunction with the XERISCAPE Task Force. The meeting was held at the Columbia Savings Building, a new location, free of charge, centrally located, and easily

accessible. If you know of a location that meets these same

criteria or better to suit the needs of a regular office/meeting place please let us know.

Jim Grabow initiated the meeting with a review of the activities of the National Xeriscape Council, while passing around samples (to be used) of the new membership forms, and a mock-up sample of the future "XERISCOOP" newsletter, over coffee

(Thank you Dorothy and Sally). Samples of Austin's educational and contest brochures were also passed around for comment, and given to Bonnie Ennis. The update included the following points of discussion:

-- The National Xeriscape Council became an incorporated organization on February 19, 1986.

-- Jim Grabow, Larry Watson, Gene Eyerly, and Larry Keesen all traveled to the first national XERISCAPE meeting that was

recently held in Orange, California.

-- Certain Cailifornia municipalities attending this meeting chose not to participate in the NXCI. There is, however, a

tremendous amount of support from neighboring states, indicated by the increase in their activities as well as their direct participation in the NXCI.

-- A telephone conference was held on May 6th between eight NXCI members calling from five states. Eight officers for 1986 were elected as follows:

An increase in the number if Board members, from nine to eleven, was passed to insure involvement from as many states as possible.

-- The Denver Water Department has elected to support the NXCI as the group's first charter sponsor, providing $5,000.00.

-- Two members each fill the "Supporting", "Individual",

"Municipal" and "Professional" classifications of membership. -- ·XERISCOOp· will be the title of the NXCI newsletter to be cooperatively published in Landscape' Irrigation, a magazine published nationally by Denne Goldstein, in California. Printing costs are being offered to NXCI free of charge by L , I, with the exception of materials printed beyond the needs of the magazine. L , I cuurently has a distribution of 25,000, with approximately 75,000 readers.

The XERISCOOP newsletter will provide the following headings to which NXCI associate organizations can submit articles:

Jim Grabow initiated discussion of the local Task Force with the introduction of Kim Bout as Chairman of the Committee and Anna Thurston as Secretary for the FRXTF.

acceptance of her positionin in conjunction with her position as Water Conservation Officer at Aurora Utilities. Discussion also

included an update of the existing FRXTF activities and the committee chairpersons in charge of them:

-- Bonnie Ennis will continue to work with the 1986 Xeriscape lawn/garden contest.

-- The Plant Identifcation committee headed by Carl Wilson reviewed the draft form of a proposal to be submitted to the Metro Water Conservation, Inc. meeting to be held on May 20th. The objective of this program is to provide a plant labeling and identification system to be used in regional nurseries. This would coincide with the development of a "How-To" XERISCAPE brochure. The proposal includes a request for $22,115.00 for production and distribution of the first set of six plant labels. The seed money would provide funding for the development and

distribution/advertising of the plant labels and information, which would ultimately affect the demand/use of these plants within the landscape industry.

-- Larry Perotti was elected to chair the XERISCAPE Awards committee, and Ken Ball offered to Co-chair the committee with Larry. Both have been requested to create an outline of the criteria for the selection of winners, speakers, as well as categories included in XERISCAPE contests.

-- Kathy Faatz and Jim Feucht were elected to organize the Speakers committee (separate from the Seminars committee). Discussion centered around the need for a bureau or contact source for knowledgable and "certified" XERISCAPE speakers.

Questions were asked about payment for speakers, with values offered from $0 to $50.00 as an "honoraria fee". Ken Ball then made a motion that a request for honorarium and its amount should depend upon whether or not any money is available from the

organization involved. The motion was seconded and passed unanimously.

Finally, all agreed that honoraria received should be

offered to the XERISCAPE kitty, after travel expenses have been reimbursed to the speaker involved.

-- Bill Cassel and Bonnie Ennis volunteered to chair a Seminars committee. The focus of this committee would be to market and coordinate XERISCAPE seminars.

-- A Technical Advisory committee was created. The committee will be chaired by Jim Feucht, who will have assistance from Larry Watson, Don Godi, Dorothy Borland, and Sally White. The committee will be in charge of providing approval for project proposals and

-3-submittals (ie. demo garden plans, written articles) as well as brochures, slide shows, photographs and any other high visibility items regarding XERISCAPE.

Dorothy Borland suggested that all reviews be paid for by the person or organization submitting something for review. This was agreed to, and a fee will be established by the committee.

The committee will also be in charge of the dispersal of photo/written materials pertaining to XERISCAPE.

Dorothy also suggested the review of the "Seven Steps" involved in XERISCAPE, as well as existing slide shows.

National standards have been formulated and are available from Ken Ballor Jim Grabow.

-- A Membership committee was organized and Bill Cassel and Bonnie Ennis were elected to chair it. This committee will be responsible for the promotion of the National organization, NXCI. -- A P.R./Public Education committee was formed and will be

facilitated by Ken Ball, Anna Thurston and Mark Tabor. The committee will prepare and distribute magazine and newspaper editorials, and be responsible for answering XERISCAPE questions on a local level. This committee will also provide references of NXCI & FRXTF members to people requesting assistance in design and/or installation. This group will need to stay in close communication with the Technical Advisory committee.

Kim Hout suggested that this same committee could also investigate the possibility of advertising XERISCAPE via local utilities in their "bill stuffing" programs.

-- A Brochure Development committee was formed and will be

chaired by Anna Thurston with assistance from Mark Tabor and Carl Wilson. A mock-up sample and cost estimate of the "How-To"

brochure is already under preparation; the sample will be

available for the Metro Water Conservation meeting on May 20th. MWCI will be asked to fund the brochure development either

directly or through their own involvement in the printing of the brochure.

Copies of the sample will be sent out to all FRXTF committee members, as well as to local Green Industry associations for

input and request for development funding and/or endorsements. The brochure will be oriented to the public and will provide facts and information on how to implement XERISCAPE.

-- A sample of the "Alternative Grass" brochure that is being prepared by Kim Hout/City of Aurora and Gary Fenstead/Soil

Conservation Service was passed around for review. Still needed are good turf photographs, (one verticle to fit the front cover), and other technical suggestions from the Brochure and Technical Advisory committees.

Funding for the development of this brochure has been

provided by the City of Aurora and the Soil Conservation Service. -- Bill Cassel brought up the subject of a Plant List Data Base program that he has developed. Dr. Klett was chosen to join in the formation of a committee to investigate the possibilities of a publicly available system. The committee will work in

conjunction with the Plant Identification committee, and will examine systems already being developed or used by Jan Caniglia, Denver Botanic Gardens, and Colorado State University.

-- Discussion was held about how often meetings would be held. It was jointly decided that the FRXTF would meet on a monthly basis,

on neutral turf, in a consistent and central location, on a regular and consistent date and time.

The next meeting will be held Thursday, June/~ at 9:00 am, in the same location - Columbia Savings at 2820 E. 1st Ave in the Cheery Creek Shopping Center.

*All committee members are requested to have progress reports sent to Kim Hout prior to the next meeting for the preparation of agenda.

I would like to first thank everyone for such a terrific turn out for the meeting on May 8th. As most of you now know, I have volunteered to chair the Task Force. With the new formation of National Xeriscape Council, Inc., the past chairman, Jim Grabow, has his hands full. If the May 8th meeting was any indication of the future, I foresee many good things to come from the Task Force. I will certainly do my best to facilitate all possibilities.

I. The minutes were approved with the following ammendments: Larry Keesen did not attend the National meeting in CA. Ken Ball & Kathy Faatz did attend the CA. meeting.

Honorarium for speakers holds as written. II. National Xerisacpe Council, Inc. (NXCI) News:

A. Denver has joined as a charter member with $5,000 contribution having been made.

B. Income stands at $7,037.00 and expenses are at $1,952.27. C. The "How-to" brochure is under development, despite

rejection of a proposal for funding made to the MWCI. Orders have been received for nearly 57,500 copies of the brochure (at the date of minutes preparation), which covers the cost of production and printing. Orders have been established from Denver, Aurora, Wheat Ridge, and Littleton. Interest has been expressed by the

cities of Longmont, Boulder, Thornton and Westminster. D. Denne Goldstein has agreed to the publication of the

"Xeriscoop" Newsletter in the Landsape & Irrigation magazine. The first sample might be placed in the August issue of L&I.

*ADDITIONAL NOTE: There is a seven week pre-placement deadline for material to be included in the newsletter. This means that copy must be ready (double spaced typed) seven weeks prior to the first day of the month of publication. The

newsletter is to be printed on a bi-monthly basis in January, March, May, July, September, and November. All copy and

photos/slides etc. are to be forwarded to Anna Thurston for preparation. Send newsletter items to:

Attn: Anna Thurston (303)425-4873 D. Pete Rios, of San Diego, wants to host the next Annual Meeting in January of 1987. NXCI will offer seminars on Xeriscape Guidelines and Training to municipalities that are

interested in Xeriscape, or who have alresdy developed programs. E. The next BOD telephone Conference Call will be June 10th. F. NXCI has made $900.00 on the sale of Rain Guages, with $2,000.00 pending form sales in Florida and Texas.

G. Clark Drifmier expressed an interest in the follow-up of international contacts made relative to Xeriscape (ie.

Phillipines, Israel, and Canada). Steve Smith with EDAW, Inc. in Ft. Collins, was suggested to be the best person to do this.

III. Presentation by Bob

Aurora Xeriscape Prototype

A. Bob Wiley/Industrial Realty had recently submitted a \

"Xeriscape" plan to the City of Aurora. The plan, however, was rejected because of municipal inconsistencies relative to

Xeriscape, (ie the plan submitted had specified no permanent irrigation system). Apparently, the plan was designed with

emphasis on water harvesting (collection and possible reuse) that would collect a projected 144" of water annually, in addition to the 14" of precipitation recieved naturally in the landscape.

Bob felt that there was a continued need to educate the developer about the long term value of Xeriscape, because

energy/water shortages were still a future problem. Request was made that the site be used as a demonstration to increase

recognition of Xersicape by influential institutions, and that codes be developed to support Xeriscape.

B. Kim Bout and Linda Strand made follow-up remarks that

Aurora has two ordinances in use; one for traditional bluegrass, the other for Xeriscape. The present Xeriscape guidelines as established by Aurora are not clear.

C. The question of "how much gravel?" was raised, with no final answer achieved, although this brought the discussion into the need for a review of the "Seven Steps" to Xeriscape.

D. Discussion followed: Jim Grabow mentioned that Austin has been involved in some design review. Larry Watson agreed with idea of doing similar with FRXTF, but noted that the

interpretation of city landscape ordinances is difficult because of variabilities from city to city. Jim Feucht noted that there are many liability and other legalities to overcome as well.

Educating the municipalities who regulate landscapes with permits and/or ordinances was an issue of consensus.

Anna Thurston shared that a standardized ordinance draft is already under process through the Associated Landscape

Contractors of Colorado under her guidance. It was suggested that the finished draft include recommendations to Xeriscape. Jim

Feucht has agreed to assist with this project. IV. Xeriscape Guidelines:

Relative to the above discussion, Larry Watson and Bill Cassel pointed to the urgent need to first develop basic

Xeriscape Guidelines; that without these FRXTF is "working with the cart before the horse". There was strong group consensus to this point. A statement is currently being prepared by the NXCI by Anna Thurston, Kim Hout and Jim Grabow. It will be brought to the board for their approval at the next meeting.

V. FRXTF and MWCI:

A. Proposals for MWCI funding for the "How-To" brochure and the Xeriscape Plant Identification program were rejected on terms that the MWCI had first requested a program proposal for all

activities to be coordinated by the FRXTF in conjunction with MWCI proposal format. This format includes a monograph/paper on the history of the FRXTF to date; savings derived and expected in the future; methods of monitoring program progress; and suggested

implementation.

B. Jim Grabow suggested that FRXTF seek financial support for the brochure directly from individual municipalities, rather than to rely on MWCI. There was a group consensus to this suggestion. Brochures orders, as discussed in section II-C. above, meet this need.

Suggestion was offered that the brochure be advertised in the Xeriscape newsletter. Distribution of the brochure could also be established through the CSU Extension, ALCC, CNA and other organizations, nurseries and other retail outlets, as well as at the Denver Botanic Gardens.

VI. Committee Reports:

A. Speakers Bureau - Kathy Faatz

Kathy passed around samples of a "Xeriscape Resource

Directory" (see enclosed), that includes a questionnaire to be filled out by FRXTF members and returned to her ASAP. If you have

-3-extra copies of this form, please give it to someone who would like to be involved in the program who is knowledgeable in

Xeriscape. Ken Ball mentioned that Austin has a similar program. B. Plant 1.0. - Carl Wilson

Funding for this program will not be available from MWCI until a formatted report (as described in section V-A.) is

supplied along with existing proposal. Other concerns voiced by MWCI included the verification of industry support, comparative cost of Xeriscaped and non-Xeriscaped installations, projected water savings, and statistics on actual plant-water use.

C. Awards - Larry Perotti No Report

D. Seminars - Bill Cassel

Bill reported that he is looking for assistance to ram-rod seminar development. Presently he is following the format of seminars produced by ISA/RMC, and is working to establish topics and target groups.

E. Yard Contest - Anna Thurston

The brochure for this year's contest is nearly complete, save for logos due in from the Hyatt and Channel-7 sponsors. Providing that these can be obtained, and a copy form can be established by Ken Ball, the brochure/ad will be supplied to the Rocky Mountain News for printing starting June 23rd. 15,000 of the brochures will be printed by RMN. They cannot, however, guarantee to run an ad for the contest in the paper. Mark Tabor has also offered a mailing to all ASLA members through that organization.

F. Technical Advisory - Jim Feucht

Jim is currently working on five new Fact Sheets to be

distributed through the CSU Extension. Printing them is a problem due to funding cutbacks.

Few responses have been received from Task Force members about the "Alternative Grasses" brochure submitted by Gary Finstead. Discussion about the brochure indicated that the wording needed development, and that certain photos and tables might be misleading.

VII. Denver Energy Resource Center:

Ken Ball gave a review of the status of the Dept. of Energy Conservation Exxon Restitution program and reported that the Denver Energy Resource Center was submitting a proposal. The proposal would include funding for xeriscape seminars and other xeriscape education activities. The Front Range Xeriscape Task Force will be notified should the Denver Energy Resource Center proposal be accepted.

The meeting was adjourned at 12:10 am. The next meetlng has been scheduled for Wednesday July 9, to be held at the same

location (Columbia Savings, 2820 E. 1st Ave). The meeting is

Included with the minutes of the last meeting is a reduced landscape plan for the Denver Center for the Performing Arts. The designer is Richard Uangytenbeek with Phillip Flores as instructor. Please allow time to review this plan as it would be recognized as a xeriscape. We will have a presentation at the July 9th meeting. Time will be given to comment.

On another note - YOUR HELP IS NEEDED!!

This year's Parade of 'Homes has the potential to be a prime viewing location for xeriscape landscapes. In order to help insure the

'buy-in' and proper implementation of the concept by each of the eight developers, your help is needed.

Please submit addresses of exemplary residential xeriscapes to me ASAP. We feel that these sights will help dispell the misconceptions such as .... "But we want grass in our landscape ... " and "rock and yucca don't suit our design tastes" and " ... but xeriscape is more expensive ... etc ... With these addresses available to offer the developers to view, we feel our task will be made a bit easier.

Jim Grabow, Gene Eyerly, Carl Wilson and ~Ga~hy-Co» attended the first National Xeriscape Council meeting. This note is an update for minutes of FRXTF meetings held on 6/12/86 and 5/8/86. II. National Xeriscape Council, Inc. (NXCI) news:

A. Jim Grabow made mention of the Xeriscape article published in Garden magazine, a subsidiary of the New York Botanic Gardens.

B. There have been enough orders collected from various cities to pay for the production and first printing of the National Xeriscape How-To Brochure. Confirmed orders have been received from the Denver Water Department, and Aurora Water & Utilities. Tentative commitments have been received from the City of Longmont, Littleton, Westminster, Thornton, Wheat Ridge,

Boulder and Arvada.

The brochure is intended to be generic and oriented to a nation-wide public audience, specifically home owners. It will use information and ideas from many Xeriscape brochures already out. Text'will include discussions of the seven Xeriscape

principles, Xeriscape microclimates and their respective installations. A separate insert will be included in each

brochure that provides a plant list and Xeriscape references for the Rocky Mountain Region.

Bonnie Ennis had a question about the weight and size of the brochure, because she had had troubles mailing the Denver samples without a large envelope and additional postage. These questions

Dorothy Borland rasied questions about the timing of the project, and whether or not enough time had been allocated to doing the job properly.

The brochure is slated for completion by August 15, 1986. This would make the brochure available for use at the upcoming Parade of Homes show, as well as the September show at Currigan. A meeting of the brochure and advisory committees was scheduled for the 14th of July in order to meet production deadlines. On the committee are Carl Wilson, Ken Ball, Kim Hout, Julie Duncan, Jim Feucht, Jim Grabow, Marvin Courtnage and Anna Thurston

(Chairperson).

III. DCPA Presentation:

A breif discussion was held about the plans provided by Flores and Associates for proposed landscape developments at the Denver Center for Performing Arts. The plans provided were to be examined for their use of Xeriscape principles, and endorsed, if possible by FRXTF. Most people in attendance felt that the plans lacked consistent Xeriscape principles because the plantings were inappropriate (placement and plant choice). The discussion was tabled because there was no representative from Flores &

Associates in attendance.

IV. Xeriscape Display at Adams County Fair:

Phil Love, who works with the Adams County School District #5 presentated a Xeriscape Educational program and proposal for a Display being developed for use in conjunction with the Career Enrichment Park and the Adams County Fair (Aug 1-10). He was seeking input from the FRXTF; feedback was posative about the program and display. Suggestions were made to review all seven steps in the booth signage (design and planting guidelines were absent), and replace certain high water plants in "the booth. V. Rocky Kountain Home Decorating & Remodling Show:

Ken Ball extended the invitation received from the Home Decorating and Remodeling Group for a Xeriscape booth at this year's show, (Sept. 4th, 5th, & 6th at Currigan Hall). Last

year's show got exposure from some 30,000 individuals. The booth donated for this year's program is four times larger (10x30) and has a value of $1,000 + dollars. Everyone agreed that this was a great opportunity.

Suggestions were made that plants be sold at the show. Jim Grabow volunteered to prepare the necessary tax liscence and

wanted to be involved in the plant sale. Julie Duncan volunteered

-2-to organize the logistics of the booth itself. Dorothy Borland provided the following turf sources in support of a plant list that will be provided at the program. A letter of thanks was to be mailed out to the Home Decorating & Remodeling Group.

VI. Staffing of Demo-garden tours for AAN Participants:

The American Association of Nurserymen will be holding their annual meeting in Denver (Aug 19th-22nd). Extensive write-ups were also printed in the AAN publication. The following people volunteered to give tours on Sunday, August 22nd: Kim Knox, Julie Duncan, Jim Skiera, Marvin Courtnage, Gary Finstead, and Anna Thurston. Ken Ball will prepare materials for tour participants. A pre-tour meeting was scheduled for 12:00 on the 22nd. All

guides were asked to wear their Xeriscape T-shirts. VII. Parade of Homes Show Update:

Ken Ball updated the status of Xeriscape as a portion of the Parade of Homes Show to occur throughout the month of September. The program was meant to include Xeriscapes at each of the eight homes on show. Ralph Sherman, the main organizer of the program, received Xeriscape guidelines but did not require 'each builder to comply. Negotiations to educate the builders have been slow

because many of the landscapes nave already been designed and/or installed.

Jim Grabow expressed that good exposure could still be obtained if we could supply meters to show water use in the yards, or if there-were ways to provide the builders with plan

revisions. Sunset. magazine may also have an interest in providing a review later t~is fall. A booth is also available for exposure

and slid~s were in request. A suggestion was made to have a

judging of the gardens, and to award the best Xeriscape. An advisory committee meeting was scheduled to meet at the DWD at 4:00 on the 23rd of July in order to review slides and plans available for revision.

VIII. Committee Updates:

Kim Hout restated the need for each committee to prepare a written statement of purpose or a proposal of work to be done. A good example of this is the materials provided by Kathy Faatz for the Xeriscape Resource Directory. Included in this should be a statement of purpose, methods and alternatives, as well as a review of work already completed (in the past or recently). Anna Thurston will provide folders for each committee at the next meeting. Two copies of the report/proposal should be made available for filing purposes.

A.Yard Contest: Bonnie Ennis reported the the Xeriscape Yard contest was underway despite a slow start with the Rocky Mountain News. 10,000 copies of the brochure were ultimately printed by RMN (compared to 15,000 last year), and news releases have been sent out to radio and TV stations in cities from Colorado Springs to Fort Collins. Brochures are being distributed via Extension offices, garden centers, ASLA, and more. The deadline for entry in the contest is August 15th and judging will take place on August 25th. Completed entry forms are to be sent to Anna Thurston, who is also in charge of selecting judges. Input on people for this role is appreciated. Thank You Bonnie for a tremendous amount of work!)

B. Plant Identification Program: Carl Wilson reported that letters of endorsement had been received or committed to by the CNA, ASLA, and ALCC, as requested by the Metro Water Conser-vation, Inc. A comprehensive Xeriscape program report and data are still needed, however, which includes comparative install-ation costs for traditional and Xeric landscapes, and comparative water savings data of specific turfs and plants. Suggestions were made to obtain the 4-C report provided by the Corps of Engineers, and to follow-up on data that would corne out of the Parade of Homes gardens. Further suggestion was made that FRXTF needs funding for the program, but that alternatives other than the Metro Water Conservation, Inc. could be found. Mention was made of the endorsement being sought from the nursery" industry

(national).

The comprehensive Xeriscape program proposal that was requested by MWCI is being prepared by Kim Hout and Ken Ball.

C. Plant List Committee: Julie Duncan and Carl Wilson will be working together to create a listing of available plants for Xeriscape use. A" survey is to be prepared so that the current plant list may be updated. So far approximately 10,000 copies of the current list have been requested by citizens or have been sent out with Xeriscape inquiries.

D. Awards Program: Larry Perotti gave an update about the awards program, and said that its progress continues.

(from earlier in the meeting sequence), Ken Ball made a breif presentation about a proposal provided by James Bowers & Associates for the facilitation of Metropolitan Xeriscape

Contests. The proposal was originally submitted to the Metro Water Conservation, Inc. for the preparation of a how-to manual

on Xeriscape cont~sts, and also proposed to conduct a Metro-wide contest when the work products have been completed in 1987.

Concern was expressed by committee members that certain of the products described in the proposal were repetitive to work

already under process by FRXTF committees, (ie. reference listing of experienced Xeriscapers). The discussion was tabled.

Relative to the proposal discussed above, Kim Bout gave insight to a Xeriscape Contest being held by the Arapahoe Action Council and Landscape Beautification Task Force. They will be offering four categories of awards and are looking for possible locations to include in the judging. Anna will be looking into more of the details and will forward them onto Bonnie Ennis, who

is the contact person for the Yard Contest Committee. Anna Thurston is preparing a slide bank to reference

~eriscape concepts and plant materials. If you have slides of

grasses, plants or active Xeriscape processes please bring originals or copies to FRXTF meetings or mail them to her at: 3895 Upham, Suite 150; Wheat Ridge, CO 80033. We will make sure that all materials are returned in good order.

Kim Knox volunteered to serve on the P.R. Committee, and Jim Skiera volunteered to serve on the Technical Advisory Committee.

With no new business the meeting was adjourned at 11:48 am. The next meeting has been scheduled for August 14, at 9:30 am. Kim Bout has been able to reserve this meeting place for two

months following the up-coming meeting. The Front Range Xeriscape Task Force will therefore be meeting regularly on the third

This committee is interested in making available

pro-fessional rosters similar to those distributed at the Xeriscape seminars held from 1981-1984. These rosters would be utilized by persons giving references to individuals making contact with the FRXTF who are looking for professional assistance with the

development and/or implementation of Xeriscape concepts in their landscapes. Rosters could also be made available to the public through such outlets as retail nurseries, professional

organizations, and through municipalities.

Qualifications:

Qualification for being listed on the roster needs to be established and could be based upon a professionalsl

(1) basic commitment to the Xeriscape concept and the extended education of

it, (2) payment for roster listing ($15.00 - $50.00 annual fee), and/or (3) verification of experience or knowledge. Verification of experience or knowledge of Xeriscape could be requested in the form of a portfolio/resume review and/or in the form of mandatory attendance at one Xeriscape seminar. It is hoped that the task force will examine these issues, and make a vote.

In return for "membership" or subscription to the FRXTF reference roster, listees could be offered the following:

It is planned that the roster (and possible membership with the FRXTF) be advertised in Green Industry organization

newsletters and magazines throughout the state of Colorado. It is also possible that the same advertisement could be placed in

public media outlets as well. A standardized press release (see sample), could be mailed to the above and might include:

Overview of Xeriscape and the FRXTF' goals.

Listing of educational programs and their dates offered by FRXTF.

Invitation to attend a (free) Xeriscape training session.

Present & Future:

Rosters presently available through the Xeriscape early 80s' programs could be used in the preparation of a basic list.

Secondarily, however, there is an opportunity to establish a membership in the Front Range Xeriscape Task Force, based upon

the development and continued updating of this list and the programs that would be needed to implement it.

Kathy Faatz should have been listed instead of Cathy Cox as an attendant at the first National Xeriscape Council meeting. This note is an update for minutes of FRXTF meetings held on

6/12/86, 5/8/86, and 7/9/86.

Julie Duncan did not "volunteer" to organize the logistics of the booth at the Rocky Mountain Horne Decorating & Remodeling Show, however she has been involved with the project. Also

relative to the show, Dorothy Borland wanted to update the turf source list provided in the last minutes for use at the show.

Ken Ball made note of action that had been taken to respond to the plans for a landscape the Denver Center for Performing Arts, (in reference to "tabled" discussion, page 2, Section 3). A letter, which was passed out to committee members, was sent to Flores & Associates offering suggestions that would bring the design into agreement with the committee, thus endorsing the design.

II. National Xeriscape Council, Inc. (NXCI) news:

Jim Grabow reviewed the most recent NXCI activities as follows: The council now includes the participation of five western states - Texas, California, Nevada, Arizona, and Colorado. The most current project is the How-To brochure. A meeting ahs been scheduled for all National Board of Directors for September 14th. Topics of discussion will include the

reinstatement of the Xeriscape Newsletter, structure of NXCI relative to local chapters, response letters for all of the mail that has been pouring in from southern and northeast USA, and membership - which is at 25 members.

Anna Thurston gave a breif review of the brochure. The art boards are nearly complete, and a printer has been selected. Comments and suggestions were requested. Dorothy Borland

questioned the use of the words "Seven Steps", suggesting that "Seven Elements" might be more appropriate. She also mentioned concern about the section on "Zoned Irrigation". This section has been retitled "Efficient Irrigation". Other questions were asked by visitors, Larry Kline and Dick Scott. For a review of the

progress of the How-To brochure, please see past meeting minutes. IV. Presentation of Ft. Collins Xeriscape:

Anna Thurston showed slides and gave a review of the Fort Collins Xeriscape Demonstration Garden. The garden was initiated after EDAW, Inc., a Landscape Architectural firm in Ft. Collins, gave a student workshop on the design of demonstration gardens in 1984. Members of the northern chapter of the Associated Landscape Contractors then organized a committee that prepared a proposal and plans for the installation of a garden using one of the designs developed by EDAW students.

The Ft. Collins City Council offered $80,000.00 of funding for the installation of the plan (70% of the total cost). This funding was conditional, and included estimated cost for one year of education and promotion expenses. The remainder of the cost was derived from contributions made by the City of Ft. Collins and ALCC members in the form of volunteer labor, equipment and materials. These same individuals were involved with the

installation of the garden, which was initiated in May of this year. At present, the majority of the garden had been installed with the exception of lighting, signage and wood benches.

The garden is to be maintained by ALCC members on a rotating basis. The Education/Promotion position, however, has been put on hold by newly elected city council members. A request was made for input from the Denver chapter in order to prompt the renewal of this program. All in all, the garden looks very professional, and should give Xeriscape good exposure to professionals and home-owners alike, who will see the garden as they enter the Ft. Collins City Building at Meldrum and Howes Streets in Ft.

Collins. Hose cutting ceremonies are to be held in September. V. Front Range Task Force Structure:

Kim Hout initiated discussion about the structure of the Task Force, giving a review of members' longstanding commitment to the group as well as its contribution to the growth of

~ Of interest was the idea of formalizing the FRXTF in order

to increase the organization's accessibility, credability, and money making potential. Funding would allow for compensation of secretarial services, as well as involvement in more community activities. Disadvantages include the need for dues, and a more structured organization.

Discussion and questions examined the necessity and availability of By-Laws, and whether any funding could be obtained from the national orgainization. Membership would be paid to the National Xeriscape Council and then distributed to the various chapters. Jim Grabow, who is President of the NXCI offered to work with attorneys to determine how NXCI By-Laws could be reworded to fit a local chapter. There was group

consensus to the initiation of a formalized chapter.

VI. Committee Updates:

PLANT SALE - Julie Duncan gave a review of the plant sale to be taking place at the Rocky Mountain Home Decorating and

Remodeling show. She had received permission from Little Valley

Nursery to sell about 100 plants (half 2~", half 1 gal). In

review of the sale, a 10x30 space was donated to FRXTF to be set-up on Sept 2, and used until the 8th. Placcards have been

created by Joan Schwartz and Larry Watson in order to identify plant material, fresh flowers will also be available. A layout design is needed yet, and should compensate for the carpeting. Bonnie Ennis suggested the use of the display from the Adams County Fair. Julie also made requests of Task Force members to sign-up to sit at the booth during the show. Jim Grabow

volunteered cash registers and receipt books that would be needed. Lastly, a plant list is under preparation, and should help with the sale. It is hoped that $500.00 can be made from the plant sale during the show.

YARD CONTEST - Anna Thurston made note that five entries had

been received, and that Jud~es had been selected. Judges include:

Kim Hout, Larry Watson, Jim Feucht, Gary McKee, Tim Buchanan, Barbara Pitner, Bonnie Ennis, and Anna. PSA's and other mailings were sent out by Bonnie Ennis. The judging will take place at the Denver Water Department on August 25th, 10:00, in the Castle

Room. Coffee and doghnuts have been organized by Ken Ball through the Water Dept.

ROSTER - Mark Tabor presented a Professional Roster proposal for the committee's review. The roster would be a compilation of professionals and suppliers committed to the concept of

Xeriscape, and who would be refered to should inquiries be made

of the Task Force. Discussion and questions centered around how listings could be developed and if there should be any qualifi-cations, other than a possible fee required. Mark said that he

would develop a press release/advertisement to promote the

project.

SPEAKERS BUREAU - Kathy Faatz passed out copies of the questionnaire indicating people's interest in being listed on a Xeriscape Speaker's Bureau. Included in the primary listing are Gary Finstad, Clark Driftmier, Dorothy Borland, Greg Hurst, Jim

Skiera, and Bonnie Ennis. The committee's attention was then brought to examine the overlap between this committee and the roster committee.

FACT SHEETS - Jim Feucht breifly reviewed the progress of the five Fact Sheets being prepared by himself in coordination with the Technical Advisory Committee. The work is almost

complete, and printing will hopefully be done by the CSU Extension. He expressed the need, yet to place a note of cooperation and endorsement on each form, along with the Xeriscape logo.

GRASS BROCHURE - Gary Finstad and Kim Hout have been working on a brochure via the Soil Conservation Service. The brochure needs final review for changes made by the FRXTF and endorsement. Jim Feucht questioned the need to re-review this and similar

materials, suggesting that a proceedural format be developed. The format would be as follows: I)Initial review for primary

objections, 2)Once changes have been made endorsement would be obtained.

AWARDS - Ken Ball said that information would be coming.

VII. New Business:

DCPA GARDEN - Ken Ball gave a review of the letter returned to Flores & Assoc. with comments relative to their design of a garden at the Denver Center for Performing Arts. Response had also been received from Flores and Associates asking for

endorsement if all recommendations were not met. In specific, was their request to use Aspen trees in a dryland setting. The

discussion was tabled because it was felt that this was an item for the Technical Advisory Committee to discuss.

Bill Cassel expressed concerns that basic information was still not available to individuals who need it, and that the Task Force's credibility is in question without it. The committee felt these needs were being met as quickly as possible.

Sally White offered a review about Xeriscape articles that had been published by the Colorado Environmental Coalition. She suggested that the group was interested in other Xeriscape

articles, and that they be allowed to use the FRXTF reference list of city contacts.

Bill Cassel announced the upcoming National Urban Tree Symposium II, coming up in October. He requested permission to

include Xeriscape information in the notebooks that would be made available to each participant. There was a posative consensus to this request.
