Procurement through competitive tendering has become an important requirement in the public sector. However, the use of procurement is not trouble-free. It is possible to, on a daily basis, find newspaper articles concerning different problems: sometimes involving civil servants’ misuse of public procurement regulation, other times flaws in tender agreements are highlighted. Surveys have shown that many local officials find that procurement regulations limit their ability to implement political decisions in accordance with local interest. This book focuses on how the Swedish local government level is affected by the demand of using public procurement through competitive tendering. More specifically it attempts to understand the actions taken by local government actors in the implementation of public transport goals when public procurement is required.
Lisa Hansson is a researcher at the Swedish National Road and Transport Research Institute. She is also affiliated to the Department of Thematic Studies - Technology and Social Change, Linköping University. This is her doctoral thesis.
