Keynote address

Antonio Estache

Antonio Estache teaches economics at the Universite Libre de Bruxelles (ULB). He is also a member of two reserach networks:

ECARES (Eurcopean Center for Advanced Research in Economics and Statisctics) adn CEPR (Center for Economic Policy Research).

Prior to joining ULB, he spent 25 years at the World where he ended his career as Chief Economst for the Sustainable Development Vice Presidency. He has published extensively on public economics, infrastructure regulation, public-private partnerships, environmental policy and development economics. Erik Berglöf

Erik Berglof is Chief Economist and Special Adviser to the President at the European Bank for Reconstruction and Development since 2006. He has previously held the position of Professor and Director of SITE at the Stockholm School of Economics. He has also taught at the Université Libre de Bruxelles and held visiting positions at Harvard, Stanford and MIT.

He has published widely on financial development, corporate governance and transition economics. His interests have been particularly oriented towards policy issues in emerging economies, but he has also contributed extensively to the debate on regional and global institutional architecture. He has regularly provided advice to national governments and international institutions including the IMF and the World Bank.

Erik Berglof was the founder and President of the Centre for Economic and Financial Research (CEFIR) in Moscow and a Programme Director at the Centre for Economic Policy Research (CEPR) in London. He is a non-resident Senior Fellow at The Brookings Institution in Washington, D.C.

Niclas Damsgaard

Niclas Damsgaard holds a PhD in Economics from the Stockholm School of Economics. For the last 8 years he has worked as a consultant focusing on energy markets in Sweden/Nordics and internationally and is currently at the Sweco. Sweco provides

international consulting services with ongoing assignments in more than 90 countries, and offices in 11 countries, including many eastern European countries. In a previous position Niclas was also part of the project management team for a World Bank funded project developing a wholesale electricity market design for South East Europe.

Kristina Ekengren

Deputy director, Division for State-Owned Enterprises (since 2000), Ministry of Finance Responsible for the Swedish state's holding in TeliaSonera as well as in Nordea Bank.

Roger Kearsley

Roger Kearsley is an electrical engineer with a degree (BSc Elec Eng) from Nottingham University in England (1968) and some post graduate studies at Chalmers Technical University in Gothenburg, Sweden (1971).

His employment in electricity supply began in England in the regional distribution company Norweb (1964 - 1970). After moving to Sweden in 1970 chief employers have been Vattenfall (1971 - 1991) and Svenska Kraftnät (1992 - ). Since April 2011 he is semi-retired but continues to work part time for Svenska Kratnät.

Within Vattenfall he worked in different technical spheres (development and maintenance of power-system components, planning and operation of the national power system). This included participation in various national and international working groups (within Cigré, UNIPEDE, IEEE, Nordel, Eurelectric).

Since 1992, when Svenska Kraftnät was created as the independent transmission system operator in Sweden, Roger Kearsley has worked with various aspects of the Swedish, Nordic and European electricity market reforms. A first tasks was an investigation for the Swedish Government into how a Swedish and subsequently Nordic power exchange for electricity (spot markets for day-ahead and intraday

trading) could be realized. This subsequently led to membership of the boards of the Finnish - Swedish power exchange EL-EX (1998 - 99) and Nord Pool (1999 - 2002). Other work has included establishing a balancing market in Sweden and work on national grid tariff.

From 2000 - 2011 Roger Kearsley has been active in several Nordic and European working groups, mainly within the TSO-organisations Nordel and ETSO (subsequently merged into ENTSO-E). Work has focussed on the development of the common Nordic and European electricity market in coordination with ministries, regulators and the European Commission. Areas of work have included grid tariffs, compensation for transit, network access and congestion management and the role of the spot markets.

Recent work has focussed on electricity market development in the Baltic Sea area. This includes the work led by the EU commission (the BEMIP project), ENTSO-E regional group, and Nord Pool Spot's BEMIP project. The aim is to create a common Nordic-Baltic power market with a common spot-market. So far Estonia is incorporated in the Nordic electricity market via the cable Estlink and the power exchange Nord Pool Spot, but work is well under way to connect also Lithuania and Latvia.

Milko Kovachev

Milko Kovachev is Regional Director Power for Asia and Middle East at Worley Parsons. He graduated at the Technical University, Sofia, with a degree in Power and Nuclear Engineering. He started his career as a Senior Reactor Operator in Kozloduy Nuclear Power Plant. From 1986 to 1992 he was Assistant, Senior Assistant and Chief Assistant in the Technical University, Sofia - Power and Nuclear Engineering Chair. He became a Deputy Manager of the Training Centre at Kozloduy NPP in 1992. Two years later he became a Head of Nuclear Power Department and a Head of the European Integration and International Relations Division of the Committee of Energy.

He was also Head of PHARE Nuclear Safety Program.

From November 1997 to February 2000 he was Head of Safety and Operation of NPP Division of the National Electric Company. He became Head of the European Integration Division of the European Integration and Relations with International Financial Institutions, Department of the Council of Ministers in 2000. In 2001 he was appointed as Chairman of the State Agency for Energy and Energy and later the same year he became Bulgaria’s Minister of Energy and Energy Resources, a position he held for four years.

Simon Ollus

Simon-Erik Ollus is the Chief Economist at Fortum Corporation, where he works with economics and power market design issues. Prior joining Fortum he worked as an advisor at the East Office of Finnish Industries, a consultancy owned by the Finnish largest corporations invested to Russia. Before East Office he worked for several years as an economist at the Bank of Finland. Mr. Ollus has also published several articles and four books on the Russian Economy and Russian Energy sector.

Andrei Smelkov

Andrei Smelkov was born on 25 June 1976. In 1998 he graduated from the Novgorod State University majoring in "Enterprise economy and management". In 1996 through 1997 he studied in "Norman", Norway-Russia Business School. In 2000 he successfully graduated from the University college in Telemark (Norway) majoring in such subjects as "Economy and management", "International market ing"

and "Business English".

Andrei's telecommunication career started from the working in Novgorod Telecommunications in 2002, where within two years he managed to grow from a marketing manager up to the first Deputy Director General of the company. In 2004 he moved to Vympelcom Group to take the position of the Novgorod regional representative, where Andrei's scope of duties included: planning and business development of the branch, budget control, enhancing the performance of the branch etc.

In 2006 Vympelcom Group acquired Unitel (Uzbekistan), a company providing GSM-services, where Andrei was invited to take the position of the Deputy Director General on regional development. At this office he was responsible for launch of a regional branch network throughout Uzbekistan, integration of the cellular operator with Vympelcom Group's business processes, establishing business- to-business processes inside the group and startup of Beeline branded operations in Uzbekistan.

In 2008 Andrei accepted an offer from the management to head Skymobile (Kyrgyzstan), a new acquired business. For two years of holding CEO's office Andrei successfully implemented rebranding process, ensured the company's coming out of recession and taking leadership positions in the Kyrgyz cellular market.

Taking into account Andrei's sound experience in telecommunication industry, the management of European Holding Tele2 in 2010 offered him to head Mobile Telecom-Service. Nicklas Sonkin, Executive Vice-President and Director of the Central European and Eurasian region, elected as the NEO Chairman of Board, while introducing the new CEO, noted, "I am very delighted to announce the assignment of Andrei Smelkov as CEO. Andrei's successful career in telecommunications and his invaluable skills of working with developing markets in the best way possible fit to head the company and in common with our Kazakhstani partners to contribute in enhancing of its positions and further successful development!."

Ian Streule

Ian Streule joined Analysys Mason in 1997, and has executed, managed and directed a wide range of costing and regulation projects. He has assisted leading regulators and operators with cost modelling, including Ofcom (UK), PTS (Sweden), NPT (Norway), NITA (Denmark) and the ACCC (Australia), and advised industry stakeholders across the European region. He has led many of our projects developing 2G and 3G LRIC models for mobile operators in various regions of the world, including Europe, Africa, Asia, South Korea and South America. His experience extends to related issues such as fixed network costing, network externalities and (inter)national roaming, and unrelated topics such as postal costing and regulation, embedded mobile solutions and mobile technology forecasting.

Ian has an MPhys(Hons) in Physics from the University of Oxford.

Claes-Göran Sundelius

Mr Claes-Göran Sundelius is in charge of Regulatory Affairs within Group Legal Affairs at the TeliaSonera Head Office in Stockholm.

Before holding this position he was head of regulatory affairs within TeliaSonera Sweden.

In the 90-ies he was Vice President of Swedish Telecom International AB - a company engaged in international business development.

He has also dealt with international strategy matters at Telia headquarters.

In the 80-ies he served for several years as head of department within the Swedish Government Office and was responsible for national and international telecommunications policy issues.

Mr Sundelius was born in 1947. He holds a Degree of Master of Science in Business and Economics from the Stockholm School of Economics and has also gone through the Executive Management Program at IFL Executive Education.
