Executive Summary
The primary objective of the Lake Turingen Remedial Project is to isolate between 90 and 95% of the mercury-contaminated sediments found in the lake and in the river Turingeån from the aquatic environment. The most important activities and results from the reporting period ended June 30, 2003 are:
• Continuation of Stage 2 construction (placement of artificial sediment on lake bottoms)
• Additional data showing positive results from Stage 1 construction (capping with sand and gravel of lake bottoms near the mouth of the river)
• Preliminary data indicating positive effects from Stage 2 construction
• Complementary financing (7.85 MSEK) received from Swedish Environmental Protection Agency.
Project Management
General
The project management group – consisting of the project manager, project administrator, financial administrator, dissemination coordinator, and task managers – did not hold any meetings during the reporting period. Instead, project management was handled by a committee composed of the project manager, construction task manager and environmental monitoring task manager.
Legal Issues
The legal issues task has been terminated and no other legal issues are anticipated.

The investigation task has been terminated and no other investigations are anticipated.
Environmental monitoring
Environmental effects from Stage 2 construction are being monitored in accordance with planned activities. As previously reported, results continued to confirm a decrease in the flow of mercury-contaminated particles from the area that was capped at the south end of the lake during Stage 1.

Since Autumn 2002, there appear to have been both further reductions in absolute levels of mercury and a change in the seasonal trend of this data. These effects may be related to Stage 2 remediation, which started in October 2002, see Figure 1. Other monitoring activities continue as planned and adjustments will be made as dictated by progress in remedial
construction and results obtained through previous monitoring. The next monitoring report will be issued after completion of construction, i.e. at the end of 2003.

As mentioned in previous reports, the monitoring program has indicated continued inflow of small amounts of mercury from upstream areas via the river Turingeån. During the current reporting period, all relevant data from various investigations in and along the river were entered into a geographic information system (GIS) as part of an undergraduate thesis at Uppsala University School of Engineering, see Appendix 3.
Remedial Construction
During the reporting period, the remedial contractor made a number of small changes to improve its equipment for producing artificial sediment. As reported previously, the actual distribution of artificial sediment produced during 2002 was less uniform than expected. To investigate this matter, capping of four additional test areas was performed at the end of May 2003. Test results indicated that uniform capping could be performed, and full-scale capping of lake bottoms resumed a few days later.

By the end of June 2003, about 80% of the total mass of capping materials had been expended. Supplemental financing from the Swedish Environmental Protection Agency will enable production to proceed until 150% of the original amount of capping material has been used. Work is now planned to continue throughout the summer and early Autumn of 2003.
Project management expects therefore that the original goals concerning cap thickness will be met at that time, see Figure 2.

Problems encountered or foreseen
Work done during the reporting period has continued to indicate the ability of the contractor to produce artificial sediment and place it at a desired location. Results from the latest tests

showed that equipment and raw materials as well as procedures appear to function in relatively good accordance with design parameters. No further complications are expected.
Dissemination
Dissemination activities during the reporting period included:
• Updating of the project’s Internet web site (http://www.turingen.com)
• Several visits to the site by interested parties.
Expected progress up to 31/01/2004
During the next (and final) reporting period, significant progress is expected in the following areas:
• Completion of production capping with artificial sediment
• Issuance of sixth project newsletter
• Additional site visits.
No progress report will be issued for this period. Instead, the project’s final report will be published by April 2004, at the latest.
Financial situation
The financial status of the project per June 30, 2003 is shown in the expenditure report in Appendix 1. Approximately 93 % of budgeted funds have been expended, and all budget lines are in general accordance with the budget as approved by the European Commission. Data shown in Appendix 1 do not reflect supplemental financing in the amount of 7.85 MSEK that was received from the Swedish Environmental Protection Agency at the end of June 2003. All funds made available to date have been consumed; the municipality is currently financing all project activities until final resolution with the various financiers.
In accordance with a letter from the Commission dated June 12, 2003, the effect of the supplemental financing on the project budget is shown in Appendix 2. 79 % of the new funds (6.2 MSEK) will be used for additional remedial construction as described above, including decommissioning costs. Lesser amounts will be used to cover increased costs for project management, facilities rental, external assistance (environmental monitoring and construction monitoring) and dissemination. These latter costs are mainly due to the previously approved one-year extension of the project and/or the increased amount of remedial construction. At this late date in the project, it is also apparent that expenditures for equipment and other costs will be less than expected.
