He suggests a report to be signed by one person and referring to the individual reports and memoranda on the various items. The report to be made to the chief engineer. Electric analog of water hammer vibrations and vibration absorber used today. REG May 18

Friday Mr Strange over to see the analog representing water hammer vibrations in a pipe line and the arrangements which cover be made to model the Grand Coulee situation. REG

Monday: Mr Strange called to say that they had a telephone conversation with John Parmakian at Grand Coulee this morning. He talked to the chief. They have cut the big vane out of the pump and trimmed some of the others. (This means the contractors responsibility for the performance of the pump is ended and we must accept the pump as it now is) The report is that the vibration has been cut down about ¾ and the prospect is that they will be able to operate this summer. There are 5 more pumps to be furnished. REG

Mr Weathers of the Austin Texas office was in today to discuss a wave problem below a water power plant to be built near Corpus-Christi was given rough figure for analytical study $1000. Analog study $200 (including overhead) with coat of a possible model study to be estimated later if necessary. Studies discussed with Blanks. REG

Kidder and Swain came over to discuss details of the report being prepared on “Compilation of Technical Data on the Delta Cross Channel Central Valley Project.” Mr Swain has appended notes and prepared a memo relating to certain suggested changes. Mr Kidder believes there will not be use for the data before about Sept 1 1951. Mr Swain will look into the matter of getting about 50 copies reproduced. The tentative completion data is about August 1 1951 REG (Bill Evans will be asked to write something on the graphical methods)

Mr SC Carney in today. John Gilliland and I met Mr Carney in Mr McClellan’s office in the morning. Mr Blombren was also present. Mr Carney, John and I came back to 1B and discussed details of purification of sea water by freezing. In the afternoon Mr Carney brought his wife out to see the relief map and the big testing machine. REG

Mr H McDonald of Project planning was over several days ago to discuss the depletion of river flow below Cedar Bluff dam by pumping on lands adjacent to the river. He had with him a chart by Thies and Conorer USGS 1947 which he wished to have checked. I told him I would look into it to see how long it would take. I called McDonald this morning to say it would take about one day of my time to prepare new formulas plus some additional for writing a report etc. He called later saying he had talked with Honnold (of Reg 7) was suggested that since the among of work was small, it be done with funds now available to the Chief Engineer. Dudgeon confirmed this with Production Control for $200 less to be expanded before the end of July. Charge to Cedar Bluff Dam No 7-372-01-01-01. REG

Henry Plumb over today to talk about wind turbines. My ideas on Cable drive with a generator mounted on a vertical shaft concentric with the vertical axis of rotation of the mill were explained. This scheme includes a speed increasing devise as an integral part. The use of cranks and connecting rods was also mentioned as one of my ideas for transmitting power to a generator on the ground. Saturday. Pete Terrell and I came out to the DFC to draft letters on control of surging in pipe lines. The purpose of these letters was to arrange a test of the analytical and experimental findings in the field and then to arrange to use the data obtained to save money on the Central Valley system through

substitution of overflow pipe stands for the Junction boxes now being used. REG 8/8/51 August 6

Meeting with the Chief Engineer on the surge problem as related to the Central Valley installations. Nalder, Curtis and Glover present. Drafts of letters to Hale and to the Central Valley people to arrange a test and demonstration of surge control by covers with the purpose of demonstrating the feasibility of replacing Junction boxes with pipe stands on the Central Valley system were shown to Mr McClellan. Savings of $1000 to $3000 per replacement with a possible total of around $100000 were gusted. He decided against the meetings. REG 8/8/51

Letter to Hale relating to technical aspects of surge control and asking for a field test to be made initiated today. REG

Tentative scheme for separating sweet water from salt water described to Gilliland. Salt water is spun in a magnetic field carrying charged ions along. Moving ions act as an electric current and are deflected by operation of the motor rule to leave intermediate zone sweet. REG

Mr Finch came in to talk about solar energy. His idea is to use the energy to synthesize some chemical compound to store the energy for future use. One possibility would be the production of Calcium Carbide. Another, the production of hydrogen. The original products might be converted to some product such as gasoline. John Gilliland was in too. Office Memorandum November 8

Conference with Mr McClellan and Mr Blomgren on the use of IBM equipment. I stated that I was pleased with the results obtained by Swain, Bruggeman and Cornwell as described in their memo on the subject. I next presented figures obtained from Mr Rankin. These are that there is now only a minor amount of free time on the IBM machines. We have not been charged for work done to date. The CPC unit suggested by Dr Petrie would require a rental of $1735.50 per month of $20826 per year. To this would be added the salary of a 7 [illegible] a 4 grade employee to bring the total to $28326 per year. Mr

Roukin thought this excessive and so do I. The 604 machine would tent for from 600 to $900 per month depending upon the amount of necessary equipment. No extra manpower would be needed. I

suggested consideration of a Northrup” Maddido.” This is a cheaper solution if it could be justified. Due to probable rapid obsolescence and price decreases in such machine I suggested that savings to recover the cost of the machine in one year should be in sight before purchase. REG

Mr Serafim of Portugal in today to talk about arch dams. They use 70 kg/cm2 which is about 1000 lb/in2 as an allowable stress in arch dams. He says that 100 kg/cm has been considered. He states that Oberti found a safety factor of 12 in tests of model dams and that this work is described in La Energia Electrica about 1949. Mr Serafim uses both models and trial loads. REG
