Land Rights Council had a prosperous Santiago-Santa Anna celebration

By Arnold Valdez

The Lana Rights Council (LRC) reported a very ·receptive and prosperous outcome at this year's annual celebra-tion. Enduring two full days of staffing a booth, th~ activities began with entering a float in the parades, resulting in the Peoples Choice Award for 2004.

The San Luis ·Museum and Cultural Center also presented an award to the organization in recognition of the efforts and success of the LRC in obtaining his-torical use rights to La Sierra.

Beginning with a pancake breakfast on Saturday -morning the interest and activities began· to pick up after the parade. Besides disseminating informa-tion on the organizainforma-tion. and answering questions on the recent court ruling, the LRC's main focus was to launch a mem-.

bership drive. Conver-sation abounded on various topics, and memories of the

past surfaced from former residents mak-ing the annual yisit to San.L\}is and the Rio Culebr..a villages. · ·

The booth, constructed of ·weathered ; aspen .Poles and staffed by. '~. LRC volun: te·ers, offered various mem-bership options form individual to family .. A membership fee provides a T shirt,

inclu-ate area although a few new members are from out of town.

~ Another activity was. the circulation of a petition opposing the rezoning of properties recently ~---'.~'.. :.:·_:: acquired by <~--- Colorado Land

mailings and a and Ranches, real estate deve 1 op·e rs from Mancos, Colorado. The -developers seek to subdi-vide a large parcel of land bi-annual newsletter. Over _the two days

of soliciting members, LRC received 36 individual memebrships and ,25 family memberships, mostly from the

immedi-near the Sanchez Reservoir into 35 acre lots. LRC views the development in

,direct conflict with the restoration of

tra-_ 4iti~n~l _ land Ilse rights and _with_ policies

enacted in the Costilla County Comprehensive Plan and Zoning regula-tions. Over one hundred signatures were

secured and will be presented to the Costilla County Planning Commission and Board of County Commissioners at the August 17 meeting in San Luis.

The efforts and public participation in

the celebrations resulted in a positive ·

cash flow from the membership drive. The donated boat offered for bids was also sold io a local resident. More importantly, the awareness and support for La Sierra is overwhelming and con-tinues to grow. Many former residents have offered assistance and resources to

· LRC in future endeavors.

The. connection to the community was fortified and now· LRC moves forward with the implementation of the of the land use management plan and fund rais- ·

ing efforts to ultimately acquire La Sierra. ·
