Department of Peace and Conflict Research This study on EU targeted sanctions against the Zimbabwe elite
is based on interviews and observations from a research mission in Harare. It examines the local dynamics of sanctions impact, with regards to the elite’s perception and reaction towards EU and the international community. Of particular concern is the effect of travel bans and assets freeze measures implemented at particular individuals. Interviews were conducted with members of the civil society (both national and international);
key representatives of the government of Zimbabwe and of political parties (ZANU-PF and MDC factions); foreign embassy representatives, as well as researchers. Additional information has been drawn from public reports, news articles, monthly bulletins and state owed newspapers in order to include government perceptions.
