The third paragraph on page 122 should read:
If benefits and earnings together exceed the cap level, benefits will be phased out one-to-one with additional income, further lowering the price of leisure. Within such a segment, an even more negative substitution effect would supplement the negative income effect, and decrease labor supply. This would be the case in segment CD in panel A in Figure 2. The case re-cipient in panel B does not have an income path high enough to ever hit the cap since benefits are fully phased out before the cap level.
