ÖSTBERGA RECYCLING CENTER TUCKED IS BEHIND A HILL AND ONLY ACCESSABLE BY CAR. IT IS A NO SPACE WITH A ONE WAY WASTE FLOW. AND IT IS SMALL AND DANGEROUS.

MOVE ÖSTBERGA TO A MORE VISABLE LOCATION IN THE NEAR VICINITY.

DIVERSIFY THE PROGRAM TO INCLUDE A RE-USE CENTER FOR UPCY- CLING AND RESELLING, AS WELL AS A NEW PUBLIC SPACE OF URBAN FARMING AND EXHIBITIONS ABOUT WASTE.

Currently Östberga Recycling Center; one of five recycling centers in the Municipality of Stock- holm, is too small. There are constant complaints of safty and car accidents which has restricted opening times due to the logistic overloads.

A referral in Stockholm municipality has been published calling for a plan of action for either the expansion or move of Östeberga Recycling center within the next two years. Due to bad political lobbying in the errand, the recycling center will most likely stay its current location.

I believe this is a great oppo rtunity for the Municipality of Stockholm to invest in a larger project that can become a positive example of progressive waste managment in Sweden and that hope- fully could stimulate new markets of waste.

Firstly I propose moving Östberga Recycling center to a more visable location along a major high- way, between a large public park and a cluster of shopping/offices boxes. In doing so, the building will also be more accessable for those travelling by foot, bicycle and public transport. Secondly I propose expanding the program to include a Re-Use center, bio-café, exhibition spaces and urban farming. The program wishes to create a new public space dedicated to discussions and meetings on waste today.

The Culturehouse of Waste is composed of three program components; a Re-Use Center, a Recycling Center and a large Urban farm containing a bio café and exhibitions relating to waste managment. Together they form a holistic approach to waste managment in the municipality of Stockholm today.

The Re-Use Center is dedicated to sorting, fixing, storing and exhibiting bulky waste that has a second-hand value for re- selling. The central part of the center can be opened up and programmed with activities relating to upcycling. This can for example be weekly flee-markets, workshops, meetings/confrences on waste managment, as well as space for fixing and rebuilding old furniture.

The Recycling center is a development from the existing typology where bulky waste is thouroughly sorted and material with a second-hand value is taken into the Re-Use Center rather than being sent straight to incineration.

The urban farm works as a connector on the site. It is a large enclosed greenhouse space that is primarily filled with urban farming for the bio café and for selling. The space can also be used for exhibitions relating to waste managment that the Municipality of Stockholm can curate to increase awareness on the subject of waste managment.

Similarily to Alelycke Eco-Cycle park in Göteborg, the building will work as a destination. Instead of simply driving your car to a container park, the building gives the possibility of parking and taking a walk through the exhibition and residing in the bio café´. The municipality can also closely collaborate with schools to organise daily visits at the center and work as an education platform on waste managment. All in all, the building will be a demonstration artifact, a much needed push to improve the status-quo.
