reference in this document, making them required rather than optional.
EDITOR'S NOTE - TO DO: move them completely to this document
We understand, from these sentences, that there are some decisions
yet to be made. Namely, the current document is not mature enough
to check its technical soundness, thus we cannot accept it in its
current form.
The document under ballot was a CD, where it is allowed to have Editor's Comments.
The Comments will be removed by the FCD ballot.
