Went to Buckley field in Bureau car with Vonderlippe, McHenry, Price, and Allen to see floor heating in hangars. Day was warm, floors were warm and buildings were comfortable. Slabs were cracked and pipes were rested where exposed. Floor heating was supplemented by aunt heaters. Slabs were 6” thick with [illegible] rock hole. REG

Talked with Campbell and Wolfe. Captain Wider was not there. REG 1-3-46

Talked to Mr See this morning about Burk’s case and threats to take case to Asot Commissioner. He says let them take case there. Also about possible transfer of routine part of Kern’s trial lead work and about conflict of rose work with that of Rectangular section. He agree that it may be proper policy to honor regards made on the technical section for transfer of routine phases of work. A part of the trial loss work would be retained to permit need development. The organizational setup would not be changed. Talked to Keener with Mr sees permission to state above policy. REG

Note: Mr See says welfare of Bureau is at paramount importance Conference with Kirk, Roul, and John on Burk situation.

Conference with DeMarcus about Moody. Explained what loss of this man will mean to photoelastic section. Zanger will not be back until next summer. Previous experience indicated too it will be too heavy a load for one man to [illegible] and regularly trained assistants. Pointed out that work could reasonably warrant a P5 rating if Moody demonstrated ability to put the lab on a going basis. If Moody is still desirous of going with Keener after being advised of possibilities I will offer no further objection to release. REG. 1-18-46

Mr Hines (safely Engineer) over to look at safety features in photoelastic lab at my request. He will buy safety cans for storage at volatile liquids and get sand buckets. REG 1-22-46

F Taylor talked to Building Engr about long attachment cord to bring AC power from room 209 to room 204 for use with lights and integrator. Bldg engr says try it and sec of fuse glows. WH told load would be 1 KW or 10 amps. REG

Mrs Lee in today. Has math up to and including ordinary and partial differential equations. REG

Discussed Ross dam case with Friedman, Cavender and Words. Friedman suggests asking for more funds to carry work to Mar 1 and arranging new contract. Will see Cavender in the morning.

Mr Field in to visit this morning. Told about cherry creek and pathfinder. REG

Talked with Cavender, Earl, Garver about new contract for Ross dam work. They are to prepare a letter tomorrow giving status of funds at present and asking for money to carry the work on until March 21st. Then prepare one new contract. REG

Mr Kirn and I talked with Mr Young and Mr Huber of the international engineering as about data

required for the trial load analysis. They will get Mr Sarage to give us the technical data. Mr Young asked about costs. Mr Kern stated that for a symmetrical dam about two months and $5000 worked be involved and that more work is required for an asymmetrical dam which this will probably be. He also commented about cost of charges. They were also told that the Bureau would have to decide priority. REG

Mr Crane in today. Just back from navy. Has diff eq, adv calc, Math for engrs, least squarer. Has been offered P5 for navy. REG

Electronics lab. Mr DeMarcus confirmed the P4 in technical section. Swain was told that the plan is for 60 as of June 30 1946. His group waved be small, about four. REG

Attended meeting in 409 NCH in the morning. Mr Young spoked about results of his trip to Washington. Must encumber $116000000 by end of fiscal year.

Talked to Mr See and Mr McClelland about extra work. Talked to Mr Hestman and Mr See about keeping track of funds. Mr See will make allotment at our request.

Saw Messrs Earl and Cavender about Ross master. Lester has not gone yet. Mr Earl says Mr Nalder says go ahead with work on Ross.

Talked with McClellan about getting work for an 8 man crew in the technical section and with Bartsch about help in writing specifications.

Friday, February 8, 1946

Talked with Simon H on Ross dam. He says Shindler called yesterday. He will be at Ross dam on Feb 17 and Huston and Campbell from Shasta and will report at the dam on Feb 18 1946 to prepare for granting. Letter to Seattle asking for more funds went Feb 7 1946 as confirmed by Ray Newcomer. It went air mail. Mr Savage says contractor has been held up by cold weather so is behind. If present study is done Feb 15 1946 as promised and next study consumed one month it will be Mar 15 before the study for normal conductions WS at 1610 can be completed. Work on design of spillway and then begin. Mr Savage thought this procedure waved not interfere unduly became of time lost by contractor. REG Gumeson says Lawrence Young will be in probably by Feb 15, 1946. REG

Mr Kirn talked with Mr Young of International Engineering Corp and offered to begin work on Bhakra with Young’s approval. Mr Young requested we hold up work on it until They can get data on elevations. REG

Conference in Mr Young’s office Messrs Nalder, Blanks, McHenry, Keener, Dexter and Glover present General questions of allowable levels camera core texting dug analysis were discussed. I agree states on [illegible] drilling hole in Horse Mesa dam when it is under load except for one hole in a lightly stressed area near secondary at the last abutment. McHenry says cores have not arrived. Question 2 accuracy of stress computation was discussed. Pictures taken at dam were shown and extent of cracking discussed. REG

McHenry phoned to say that Ryland has the 10” dia. Hole on top of the Stewart Mtn dam down 20 ft and wants to go 10 ft more. Water is rising at rate of 6 ft per day and operating personnel expect water level to be raised to elev 1522 by about May first.

Conferenced with Nalder and Banks McHenry Keener Dexter and Kirn in the conference room at 9:00 AM about Stewart Mtn and Horse Mesa dams. Mr Raymond Hill came in at about 10:00 AM to present water user’s considerations at 1:00 PM Mr Kirn and I met with Mr Nalder in his office and talked with Mr Young. Mr Nalder read a proposed telegram on revised levels which Mr Young said sounded all right. Record was made of conversation. In afternoon Mr Hill visited me in my office and he and I and Kirn discussed method of stress analysis but gave no data from recent computations. REG

Mr Holt in this afternoon. Mr Zanger in this afternoon to say he [illegible] probably be back to work with us about the tenth of May. REG

Conference with Mr Savage on Ross dam. Mr Savage called Seattle but could not reach Mr Wolfendale. Report promising to leave Denver by May 6 1946. Letter is to be sent with list of stresses for approval on study for high dam. Horse Mesa dam was mentioned in connection with question of stresses for Ross final development. Mr Savage agreed to shoot for 800 in strew. Would have preferred 700 in. he was told that the recommended reservoir levels were to be on the salt river dams. Kern was present. Conference with Mr Nalder later. Was shown results of mail land study with 1900 lb/[square] in at base of [illegible] levels on Stewart mtn. This figure will be reduced by application of westers [illegible] data. Was given copy of memo with back of recommended salt river reservoir levels. Was told that gorge had been told what these level were to be. When asked about Angostera was told to contact Kenner. REG

Washington and one to FPC San Francisco. Requests confirmation of 0000045 per degrees Fahrenheit as efficient of thermal expansion was told that this is correct as obtained from lab tests and no stress cylinders in present dam. Mr Knutson pays to go ahead on Canyon Ferry. Kirn notified. REG

Conference with Nalder, Swage, McClellan, Blanks, Ruetgers, McHenry, Keener, Dexter and Kirn in the chief Engineer’s office heed this morning at 8:30 to consider the recommended water levels to be used at the Stewart Mtn and Harre Mesa dams. The revised recommendations was read to Mr Savage and be indicated that they were agreeable to him. He had previously been shown dare from results of care testing on Stewart mtn. Mr Dexter was authorized to make an estimate of costs of stander for repairs to these dams. Mr Glover suggested correcting the Stewart Mtn into an earth and nook fill structure. It was decided that funds moved be asked to carry out these studies to obey an order from the commander. No reply to a wire to Washington asking whether salt river water uses had been advised of new recommendations had been received.

After this conference Mr Savage reviewed results of stress studies on Stewart Mtn in his office as presented by Glover and Kirn. REG

Talked with winter about Estes Park and Colo. Big Thompson power plants. Estes Park to govern with 10% voltage through relief valve. Other plants to take run of canal. There will be pondage in Mary’s Lake and at discharge side of Estes Park power plant. (May 20 1946 REG 5-21-46)

Conference with Brown and Kirn. Brown says seminar is down P.4 work P.A.R for P4 for him made out and sent for typing in Brown’s office. Brown suggested that Birk might find better opportunities with Barlach. Mr See says to send Burk over to talk to him if he is interested.

Wes Holtz says he will make moisture equivalent tests of cereal cure sampler. Data will be available in about a month.

Hammett’s telegram of May 17 1946 stating that he can not accept P4 rating in this section because of employment seen today.

Conference with McHenry says he will probably make our measurements next winter. Friday, May 24, 1946

Messrs Wolfendale and Shewling and Houk were in the office this morning to connect with Kirn and I about Ross dam studies. It was brought out that there is to be a 15 foot allowance for flood storage so that the normal water surface for the ultimate stage will be 1710 instead of 1725. We are to work for clarification of the level to be used with entegrade in the flood study. They are to send in progress charts every month for our information. Vibration studies are not progressing at present. Rawhauser said about $200 will be needed for the temperature study and test it is not now accurate.

Conference with Messrs Young Reynolds and Hagg of Ontario on crack control in concrete hold in McHenry’s office. McHenry and Messiner and Rawhouser also present. They poured in 50 feet lifts in small gravity dams. They get ice thickness of 3 to perhaps 4 feet and allow up to 40000 1h/ft for ice pressure. Concrete work is protected in winter with [illegible] and heat is provided by steam cab.

Luncheon with Messrs Ekton Baron V Pappu and BS Murti attended at Parklane hotel. Mr and Mrs L Moran Mr and Mrs Stokes and Mr and Mrs Baker also present. Mr Wing could not be present due to sickness.

Mr Hogg of Ontario Hydro said integrator today took lunch with Messrs Hogg and Reynolds in evening. REG 6-5-46

Conference with Messrs Holmquist Brown and Spath in Mar Holmquist’s office room 404 N.C.H. Mr Holmquist commented that the organization sheet submitted seemed illogical. I agreed and stated the personnel difficulties ahead lead to the choices as shown. They suggested changes to bring the

organization into line and these were incorporated at once. Lab sheets were requested to accompany the P.A.R.S. REG 6-5-46

Mr Harder of the commission office in this morning to talk about Boulder reports and Seismological investigations. He is going to write a letter on reducing the time required to get the reports out and is Cermak to making written records of all large construction work. He was given a copy of Larson’s schedule. He reviewed the Denver office and region 3 letters on containment of seismological investigations at Boulder and Shasta and Grand Coulee.

Direct Solution of flood routing problem obtained with reflex integraph for the first time today. Applied to Jemez dam problems. REG

Conference with Rawhouser on water temp for manual. I urged that the writing explain why the trial load adjustments were made. Messrs C. G. Crawford of Pelton and Andrew Liston of Baldwin’s Locomotive worked in the morning to talk about Davis turbines. Welding details were discussed. Conference with McHenry by phone on drilling in Stewart Mtn and Horse Mesa. I consented to drilling 15 ft depth near each end of top of ditch within 25 feet of spillway wall on both ends and for a depth of 12 feet at a point on the left abutment at roadway level within 20 feet of the rocks but did not consent to gaining deeper than water on Stewart mountain. Conference with Jim Richardson in the morning. He asked that I talk to McClellan about the allowance for water-hammer in the Estes Park penstocks. In the afternoon John Parmakian and I talked to

McClellan in his office. He stated that he did not wish to spend the extra $250000 to 311000 to increase the strength to withstand pressure due to 5 [illegible] governor without relief valve. This [illegible] was relayed to Richardson who asked me to relay it out to Winter since he wished to get the whale matter settled as soon as possible. This was done. Winter expressed the belief that when rapid governor action is to be provided the penstock should be designed accordingly. The general problem of speed control was discussed with McClellan and Stone data worked out by Frank Taylor was presented that showed that Estes Park would be a better regulator than Green Mountain of operated at 5 see with a

DeMarcus explained some personnel rules especially one regarding a month interval between promotions. Holmquist says letters are not being answered promptly and promises to trim some ears if the situation does not improve. The Yangtze work was discussed. Young says that bureau personnel should be used for suspension only with all design work being carried out by Chinese. Principle is test [illegible] work must not interfere with the domestic program. Conference this morning with R Herdman, H Knutson, McKee, McMillen on funds for outside agencies such as City of Seattle and Int Eng Co. I requested that each division head be made responsible for keeping expenditures within an allotment constant with their estimated costs for the work. Mr Herdman did not wish to instruct the division heads to keep the necessary accounts but was willing to modify their production of the records so that checks on funds could be made down to the division levels. A later call from Knutson indicated that Mr Cavender had talked them out of these changes. I advised Mr See of this outcome. Mr Cavender called about job numbers on Ross dam gates and we discussed the m after of keeping the funds under control (by telephone). He was confident they could be kept from being overrun.
