It is hereby agreed:

That, for the sum of one dollar (1.00), the Experiment Station of Colorado State College of Agriculture and kechanic Art, is granted the right to drill a well on the property of 11. L. ;:inslow, described as East half (t) of the Southeast quarter (SE.:4) of Section 15,

Township 4 Aorth, Range 66 West, for the purpose of obtaining scientific data on the changes in the underlying water table at a point agreed upon by both parties. This agreement shall be in foroe and effect for a period of five year; from the date of the same hereof.

That, for the sum of twenty-four dollars (24.00) annually, said Mr. Winslow agrees to service the instruments with which the well will

be equi,ped, in a mtnner to be agreed upon; and that any employee of the 3eriment Station shall have the right to inspect the well and have access thereto; and, furtner, that in the event Mr. Winslow is unable to service the instrument, he shall permit a duly authorized representative of the Sxperiment Station to perform this service.

That, although at this time a record of five years' duration is con-templated, it subsequently may prove desirable to extend this another period of five years, at the end of which time the well shall be abandoned to the use of kr. ;Iinslow or subsequent owner.

INVITATION TO BID ON DRILLING OF liFT.T.

The Experiment Station of Colorado State College of Agriculture and Mechanic Arts proposes to have a well drilled for the purpose of observing the fluctuation of the groundwater table. Bids from well drillers will be received up to

P. M., October 24, 1941, in the office of the Irrigation Engineer of the Experiment Station. They shall be opened at 9:30 A. M., October 25, 1941, at the office of the Home Gas and Electric Company, Greeley. All envelopes containing bids shall be plainly marked, "Well Bid."

Specificationa Location:

The well is to be drilled in the southeast corner of Section 15, Township

North, Range

West, on the farm of M. S. Winslow, about 100 feet west of his dwelling. The site is easily accessible and permission to enter upon the property is guaranteed.

Drilling:

Any method of drilling will be acceptable. It is not required to apply gravel around the casing while drilling, but it may be desirable from the driller's standpoint to do so as the formations expected are alternately clay, sand and gravel. The materials removed from the drill hole must be reasonably cared for and not allowed to cover an excessive area.

It is expected that a thick stratum of clay will be encountered at between 30 and 40 feet, below which gravel again occurs. The drilling must penetrate this lower gravel not to exceed 10 feet, the exact distance to be determined by the conditions and the judgment of the

engineer-inspector. The reported log of the Winslow irrigation well 3/8 mile northwest is as follows:

A test hole may be drilled at the option of the driller. Casing:

The upper casing shsll be made of 16-gauge, galvanized, blank, copper-bearing steel sheets and 10 inches in diameter. The seams and joints are to be riveted in the manner usual in the trade for such con-struction. The length of this casing shall be such that it shall enter the thick clay stratum before mentioned not less than two feet and all

reasonable effort shall be made to produce a tight contact; and, further, the total length of the casing shall not be less than

feet from the ground surface. It shall extend above the ground surface between

inches and one foot upon completion. It is to be noted that there shell be no perforations in this casing, as a tight well is desired. The casing in the completed well shall be reasonably straight and shall not vary from the plumb by more than one and one-half inches in 10 feat.

The casing for the lower hole shall be 4-inch standard pipe, second-hand, Grade 2, and shall be perforated preferably by means of a welding torch for a distance of three feet fromthe bottom end. The perforations shall consist of 1/8 x 3-inch slots, 12 to the foot. This Pipe shall extend not less than one foot above the bottom of the 10-inch casing nor more than two feet. The bottom end of the pipe shall be plugged with a wood or concrete plug about

inches long. On completion, the casing must be cleared of sand.

Surging:

The engineer-inspector may require the driller to spend up to one-half hour surging the 10-inch casing with a satisfactory surge block.

Casing Substitution:

Substitution of the galvanized steel metal for black, with an asphalt enamel coating, other specifications remaining the same, w511 be permitted where it can be shown that, because of priorities, the former cannot be furnished. Bidders shall designate the kind of pro-tective coating to be furnished.

All bidders must quote on the casing for the lower hole as specified. Alternative casing may be offered for the lower hole pro-vided it is of about equal strength and durability and not less than

inches in diameter. Bidders shall specify any Proposed deviation from the specifications.

Beginning and Prosecution of the Work:

The successful bidder agrees to start work within ten (10) days after notification is received by him. He shall pursue the work dili-gently, without interruption, except for extreme weather conditions or strikes. He shall inform the Experiment Station in writing or by direct contact the day and time that he proposes to start drilling at least 48 hours in advance.

Bidding:

Bidding on the drilling shall be on the basis of net length of drilled hole of the two sizes specified and shall be expressed in price per foot.

Bidding on the well casing shall be on the net length of casing after assembly and shall be expressed in price per foot.

-2-Rejection of Bids:

The Experiment Station reserves the right to reject any or all bids.

Acceptance:

Acceptance of the well shall be made only upon the recommen-dation of the engineer-inspector of the Experiment Station as having been completed according to specifications. It is to be expected that reasonable judgment shall be exercised on unusual contingencies not herein contemplated. The functioning of the well for the purpose ex-plained shall be the major consideration. Should any disagreement arise that cannot be settled by the contracting parties, it is agreed that a board of three well drillers, two of whom shall be from outside Weld County, shall be chosen, one by each contracting party, and the third by these two, and the findings of such board shall be binding on both parties. Cost of such arbitration shall be borne equally by both parties.

Payment:

Payment shall be made by warrant from the State Treasurer upon submission of an itemized bill in triplicate to the Experiment Station for approval. Since such bills are sent in to the Trealsurer on about the 9th of the month, warrants are not returned until about the 15th of the following month.

MEMORANDUM REGARDING THE DRILLING OF AN OBSERVATION dELL ON THE FARM OF M.L. IIINSLOW, AT PECKHAM, COLORADO

The study of ground water requires knowledge of changes in the elevation of the water table and their attendant causes. Occasional or biannual observations as are now made do not yield a complete picture of the progressive changes occurring in the height of the water table. In some places, these changes are complicated and a continuous record

becomes very desirable.

For the purpose of obtaining better data, a recording instrument was placed in an abandoned well of the City of Ft. Morgan, in November, 1940. No cost was incurred in this instance. It is now proposed to obtain similar data in a heavily pumped area between La Salle and Platteville. No wells suitable for the purpose are available in this district. It is planned, therefore, to drill a well especially for this purpose at a point desirable as to location and where the equipment will be protected and cared for. Such a place has been found on the farm of M. L. Winslow, who will permit the drilling of a well in the yard con-taining his farm buildings and who further agrees to service the instru-ments.

In order to protect the Experiment Station in the matter of ob-taining a continuous record, it was thought wise to obtain an informal written agreement with Mr. Winslow that would not affect the possible transfer of the property. Such a statement has been prepared, and Mr. Winslow has agreed to sign it as written. As long as Mr. Winslow is alive (he is about 55 years of age), no difficulty is anticipated; how-ever, he would not want to enter into a formal lease of a portion of his property. We, of the Engineering Section, believe that the desired data can be obtained in the manner proposed and that, in event of a change in occupants of the property, a new arrangement can be worked out.

The Proposed well will cost about $2751 which will be borne by the Experiment Station. The instrument for recording the water table changes will be furnished by the Colorado VAter Conservation Board, which may also absorb the annual expense of servicing it. The super-vision of the well drilling and subsequent procurement of the data will be under the supervision of the Experiment Station Irrigation Engineer.,
