Notice of Mr Florey’s promotion received today. REG (GS9 $5060 effective 1-4-53)

Spent much of day running down authority to proceed with salinity propagation studies for the Delta cross channel. Found them in the field trip report of Hebert, Ridinger and McKinney data July 17 1953 approved by acting Chief Engr Dexhermer July 29 1952. REG

Mr Keener says I should continue to look after the salinity propagation part of the Delta Cross Channel work. REG

Glover and Daum gave a talk on uses of mathematics before Euclidean club at East High School at 3:30 PM. Glover talked on mathematics and Daum demonstrated the operation of the Delano-Earlimart analog. The analog and equipment was returned to the Federal Center by about 6:00 PM the same day. Mr Rice is agreeable for me to prepare memo answering Van Der Lippe’s questions and making

Conference with Keener, Walker, and Hammond on the letter to Bon Der Lippe on the Belka dam. I objected to the letter because the recommended testing of the foundation would be very difficult to carry out, because the stated earthquake allowances of 20% g horiz. 10% g vert. is adequate with only certain types of construction and because the 20% g allowance for certain concrete structures is only valid when certain code provision are in effect. Dr Olin S Proctor (Dentist) of 349 E Third Street Long Beach 12 California, Phone 695-340 was in today to talk about an idea for demineralization of salt water. He proposes to take a mixture of air and water vapor from the Salt on sea in a conduct or tunnel to a higher elevation on Mt San Jacinto. Condense the report in the cooler air there available and feed the condensate through a penstock down the mountain to produce power and provide water. REG

Mr Kramer, from Region 7 over to discuss ways and means of estimating seepage losses from two reservoirs proposed for the Ainsworth Nebraska area. Moody says about 2 man months (men at $28 per day) would be required to make an electric analogy study and prepare a report ($1400). Irwin, Judd and Wantland say that there may be difficulty in finding the Brule formation in the Ainsworth area by seismic or electrical means. REG

Made arrangements among Keener, Price and Hebert to continue studies of salinity. Mr Florey will be transferred to the Lab and will continue studies until complete, with help of Mitchell. About 1 month more work is in prospect. Final results to be in the form of an informal memo. Mr Price requested approval from Keener for continuation of the salinity studies. This was conveyed verbally to Price through me. I will be available for consultation on this work if needed. REG

Moved to room 74 Bldg 53 this morning. Florey is to be transferred to the Laboratory but is to complete the salinity propagation studies. With the help of Mitchel about one month’s more work is estimated to remain. The results will be incorporated in an informal memo. Studies for 1949 historical and for 1931 based on releases as given in the 65F (modified) operation study are yet to be made. REG 7-20-53 Tuesday, July 28, 1953

Mr Florey’s Mar 31, 1952 efficiency rating report (outstanding) was received today and delivered to Mr Florey. Mr Price says that he had received word concerning the transfer of Mr Florey to the Lab. He also indicated that it will be satisfactory to leave the integrator where it now is in the lab. REG

Mr Bennet of the USGS came over with Mr Lohman. Mr Bennet was interested in electrical analogs and was shown the delta, Delano-Earlimart and other analogs in the lab and in the photoelastic lab. REG 8-5-53

Conference on Eklutna tunnel reinforcement in Mr McClellan’s office at 8:30 this morning. Blomgren, Rice, Glover, Keener, Reeves, Wiley, Rypon present. I contended that a knowledge of the “pressure” in the rock was important. Reinforcement at the portals was decided upon by Reeves and the remainder of the employees was to be decided by a board. I suggested a test on a drift to determine the ability of the rock to take pressure REG

Reported to Keener on status of tunnels. Adaminaby tunnel is short due to need for diversion Tabor recommends make design here. Eucumbeue-Tumut and T-1 will have steel design by Australians unless we are called in.

Tecolote, Cal; Gateway, Utah and Ply Park Cal. tunnels are flow line tunnels under construction. Eklutna has recently had steel determined on a visual basis. Fremont is still in the planning stage. There are now no tunnels which the steel requirements must be made in the near future. REG

Conference with Bloodgood, Trenham, Ryland and Allen in Bloodgood’s office on the Tecolote tunnel problem. A sketch was given Mr Bloodgood illustrating a possible lining method which I had thought of to simplify the contractor’s work if it becomes necessary to carry the lining along with the tunneling to exclude hot water. The scheme involves the use of present ring segments held in alignment by

Discussed with Trenham the availability of sending a note to Bloodgood revising some preliminary figures presented during the conference yesterday. He suggested to send the letter air mail and to take the letter to the mail out desk so it could be addressed and mailed on time to catch the 7:00 PM plane. Frank Allen read the letter and he and I went to the mail out desk with it. They said they could and would send it airmail. REG

Discussed the possibility of using a cantilevered form lining with Fred Lippold for use in the Tecolote tunnel. The form would be made of about ¼” thick aluminum plate. Section would be about 5 ft long and the circumference divided into about 5 segments so that it could be installed by hand. The advantage would be that it would [illegible] lining forward. REG
