This PhD thesis analyzes how institutions and policies relate to landfills as

mines. Based on this analysis, institutional challenges are identified and

suggestions are made for how the institutional capacity for unconventional operations for resource recovery can increase. This thesis calls for a resource transition towards predominant use of secondary resources.
