Björn Sund grew up in Holmsund, a village outside Umeå. After living four years in Karlskoga, Björn left for studies in economics, mathematics and statistics at Karlstad University. Then, he moved on to work for the Swedish Civil Contingencies Agency (MSB) with cost-benefit analyses, cost-of-illness analysis and project evaluation. In 2006, he was enrolled as a PhD student in Economics at Örebro University.

The dissertation concerns economic evaluation of early defibrillation, value of life for out-of-hospital cardiac arrest victims, stated preference methodology (hypothetical bias and insensitivity to scope/embedding) and determinants of eight different risks.
