Abstract

This study gives an overview of present situation of aviation in the Barents Region and gives some proposals for further studies.

Work was conducted by collecting and listing of development needs, plans and information of recent reports and studies concerning aviation in the Barents region.

According to these results a description of earlier aims for aviation was gathered separately for freight, business and tourism.

Interviews were carried out in all four countries (Norway, Sweden, Finland and Russia) by sending a questionnaire in advance and making personal interviews with major operators and actors.

The work also included a literature survey in order to chart out recent existing studies and data on the subject.

After analysing the data, a list of conclusions and suggestions was prepared and divided into three categories;

1) Priority projects/routes for further investigation,

2) Other reasonable projects/routes for further investigation and 3) Far future projects.

FOREWORD

The Sustainable Transport in the Barents Region (STBR) project aims at strengthening the cooperation and sustainable development so that the whole Barents region is positively affected. The project is carried out under the auspices of the Barents Euro-Arctic Region (BEAR) Communications Group and the Steering Committee of the Barents Euro-Arctic Transport Area. The project works in a close cooperation with the authorities and local industries of Norway, Sweden, Finland and Russia, so that the multinational needs of transport service improvements and developments are taken into account in the transport process.

General objectives for the STBR project are to

- Strengthen the cooperation in transport planning throughout the Barents region;

- Increase the common understanding of the transport problems in the region;

- Help the decision makers, planners, authorities and companies to see the region as a single transport area;

- Promote sustainable development in the region.

These goals are achieved by improving the region-wide transport services and infrastructure by eliminating the effects of the borders and lacking infrastructure and by encouraging the authorities to plan the regions transport infrastructure and services jointly.

The STBR sub-project described in this report is a pre-study that aims to give an overview of present situation of aviation in the Barents Region and give some tentative proposals and ideas for further studies.

1. INTRODUCTION

1.1. Background and target of the pre study

Each country in the Barents Sea Region has well-developed national aviation network.

This network is based on existing airport network and control services, which cover the area densely.

However, today there are only few cross-border flight connections in the region. The lack of cross-border flights in the region force the travellers, both tourists and business travellers as well as air freight, to take long and costly travel routs via St Petersburg, Oslo, Stockholm or Helsinki and to change planes several times before arriving back to the Barents Sea Region or to choose other ways of transportation.

The lack of aviation network between countries in the Barents Sea Region probably has a consequence on the number of trips between the countries. People avoid travelling within the region because of the difficulties in finding comfortable and economically feasible transportation. On the other hand this also gives a signal to airline companies not to open new routes on thin markets.

The existing aviation route between Luleå, Rovaniemi, Murmansk and Arkangel and the route between Tromsø and Murmansk are important factors in different kinds of cross- country co-operation. The continuation of the operation on these routes is in priority importance. Also opening of possible new flight corridors, which would be needed in the North to facilitate business and tourism, should be discovered.

Because there are no infrastructure obstacles to open straight cross-border airline connections in the Barents region, the main scope of this pre-study is to gather and evaluate operational development possibilities.

This pre-study is a preparatory stage aiming at feeding following STBR aviation studies or other activities.

1.2. Organisation

This pre-study for STBR Sustainable Transport in the Barents Region –project was conducted by a consortium of two consultant firms; Projektitkonsultit Infra Oy (Finland) and WSP Samhällsbyggnad (Sweden) by the team of Mr Ari Tuutti, Ms Charlotte Hagelback and Ms Carina Seppelin.

2. RESEARCH METHODOLOGY

Work is conducted by collecting and listing of development needs, plans and information of recent reports and studies concerning aviation in the Barents region. According to these results a description of earlier aims for aviation was gathered separately for freight, business and tourism. According to this, and keeping in mind, that the aim of the interviews was to find out all the potential development measures, consultant determined relevant questions for the interviews and also checked that interviews cover all necessary actors (e.g. authorities, airlines, industry, trade).

Interviews were carried out in all four countries by sending the questionnaire in advance and making personal interviews by phone with major operators and actors. The questionnaire which was available both in Finnish and in Swedish is presented in appendix 1.

Information was gathered and listed from national sources of Norway, Sweden, Finland and Russia.

After analysing all the data, a list of conclusions and suggestions was prepared and divided into three categories;

1) Priority projects/routes for further investigation,

2) Other reasonable projects/routes for further investigation and 3) Far future projects.

Because it is often obvious that a single route is not profitable alone, it was also necessary to combine needs and route proposals into a wider form for further evaluation. This means that in addition some combinations of useful projects/routes could be investigated further.

3. EXISTING INFORMATION

The studies and plans concerning aviation in/from/to the Barents region which were found are presented in this chapter. These are presented country by country.

The development proposals were priorized and listed according to the importance, which was found in existing publications or reports.

3.1. Finland

References found are mainly reported by Regional councils and some similar development proposals are found in several studies.

-The need for Rovaniemi air cargo hub has had a higher value earlier, but now it is collapsed.

3.2. Norway

At Norwegian literature demand for further development of aviation is cautious and no high priority projects were considered.

3.3. Russia

The information from Russian side was gathered by a local partner. Also the letter from Archangelsk Avialinje to Oulu Airport 5/2003 was noted. Different to western neighbours, in Russia the needs for development of aviation concerns mainly infrastructure, not connections or services.

This can also be seen in the remarks of Norwegian, Swedish and Finnish literature, where the need for passenger infrastructure development in Russia is considered evident.

Anyhow, the only current cross-border connection relies on Russian airline, Archangelsk Avialinje. The cost structure of Russian airline is much less compared to western competitors and therefore with local marketing operators they have succeeded to fly routes Murmansk-Rovaniemi-Luleå and Murmansk-Tromsø for ten years now carrying about 5.000 passengers per year on both routes.

The airline itself is asking permission to fly route Murmansk-Oulu-Luleå.

The focus of development of aviation until 2015 in the Russian Barents Region is:

- Reconstruction of Petrozavodsk airport’s runway, navigation equipment and passenger terminal

- Feasibility study for Petrozavodsk and Arkangel airports

- Reconstruction of Arkangel airport’s runway, modernisation of passenger terminal and navigation equipment and increasement of capacity

- Development of passenger services at Petrozavodsk and Arkangel

- Upgrading Petrozavodsk airport to meet international (ICAO) standards 2015-2030.

3.4. Sweden

Also in Swedish literature an air cargo hub at Luleå is seen important. Transactional route Tromsø-Luleå-Oulu-Russia is mentioned.

3.5. Summary of literature

Few reports were thoroughly explaining the background of the needs. Most often development requirements were only as statements within texts. Proposals for air cargo hubs at Luleå and at Rovaniemi have most background information.

In all countries regular cross-border connection Tromsø-Luleå-Oulu-Russia was presented in priority.

Russian needs concerns most infrastructure development, but in the western Barents region infrastructure (airports, runways, navigations systems and surface connections) seems to be in high quality condition to meet requirements.

4. INTERVIEWS

The purpose of interviews was to a) gather further information on plans and objectives and b) check the status of existing aviation services and found new plans and aims

According to literature study, a cross-border route Norway-Sweden-Finland-Russia was presented as a challenge. Actors were asked to put development possibilities into the priority according to categorisation presented earlier.

Interviews were prepared by sending a written questionnaire (appendix 1) to organisations presented in table 4.1.

After sending the questionnaire (37 pieces), the actors were interviewed by telephone (28 persons). In addition to that some persons replied that they have no needs. Civil Aviation authorities were very active giving response, but airlines made few comments.

The results of interviews are presented in the tables 4.2-4.5.

4.2. Analyse of the literature and replies

In this chapter consultant has combined and analysed the development needs found in literature with those gained from interviews.

What was not found in any publications or in any interview, but could be important to take into consideration is a need for re-engineering of airports to meet the requirements of new generation large scale aircrafts (A380). This concerns especially airports which already have flights with large body aircraft.

4.2.1. Finland

The priority of Rovaniemi cargo hub project was lowered at the interviews. This is obvious, because it requires more existing value-adding industry, services or markets if a long haul cargo flight has economical reason to make an intermediate landing between continental major market areas.

Instead of that it might be reasonable to investigate economy of co-operation with fresh fish transport from Norway to EU-markets (Ivalo-case).

The market analysis of connecting Oulu to Luleå, Tromsø and to Murmansk is considered reasonable. This can best be organised through local agent-activity as presented in the summary, chapter 5.

4.2.2. Norway

Major obstacle with air cargo was noticed to be with fresh fish transportation. Northern airports are too short for large body cargo planes. A surface connection to another airport should be studied as a part of total logistical network.

Tromsø – Murmansk-route is considered very important for Norwegian industry and for Russian settlement at Svalbard. This is justified, because it takes years before an airline route grows above break/even-level at low-density markets. 5.000 annual passengers is still on the level of uncertainty. The same concerns Murmask-Rovaniemi-Luelå-route.

Development to circle route Murmansk -Tromsø-Luleå-Rovaniemi/Oulu-Murmansk was proposed in order to develop time schedules and frequency of weekly flights. This could be investigated further on keeping in mind a risk that the level of service reduces through longer flight times and because of increased number of landings.

Also requirements for modern western aircrafts might cause closing of low-density routes like this one. On the other hand it could be useful to clarify later, how many passengers there are, who are not using airline connections due to pre-judgement of Russian technology and different operational manners.

Existing charter flights were described to and from Barents region, so there are no current cross-border examples. Anyhow combining services at the region could be gained more concentrated passenger flows and through that some cross-border traffic in the North.

Today majority of passengers travel via South to other parts of the area.

The Finnish Commuter Airlines (Finncomm) announced 25th of May that it will not continue charter flight series from Helsinki to Lakselv due to a low amount of passengers.

This caused numerous comments on charter flight development and it could be re- organised with the local agent that combines all three airline services (cargo, charter, scheduled) together.

4.2.3. Russia

The need for development of aviation infrastructure is evident, but realism to finance this is low.

The Archangelsk Airline has made a long period development with scheduled routes from Murmansk to Tromsø and to Rovaniemi and Luleå. It could be worth of try to check if connecting Oulu to this route can provide added value for the airline. As a market potential for an airline, Oulu and its surroundings can provide the biggest markets in the area.

Other needs can best be covered by local agents at Murmansk, at Arkangel and at

Petrozavodsk, like at all other major airport cities within Barents region (Tromsø, Luleå, Lakselv, Umeå, Oulu and Rovaniemi)

4.2.4. Sweden

Due to similar reasons like Rovaniemi, the Kallax Cargo needs some new or local economical background for further development. Capacity exists giving an opportunity to create logistical spoke, and perhaps later a hub. This requires commitment of regional industry and trade, which can best be clarified through local agent..

Concerning scheduled flights it is seen that connecting Oulu as a potential passenger market for the Luleå-Murmansk line is important. Luleå-Tromsø should also be evaluated as a part of total cross-sectional chain Tromsø-Luleå-Oulu-Russia.

The creation of common market for leisure travelling and for charter flights in all four countries could provide more international interest to the region and through that might enable development of charter series to one place in the Barents region to be continued to another location in another country.

5. SUMMARY AND CONCLUSIONS

There are dozens of different ideas on how to develop air transport in the Barents region.

Anyhow resources allocated for development are limited and therefore should be concentrated. Also many of the proposals can support the general development of the air transport in the region, but not directly cross-border lines. Some major conclusions are:

1. The network of airports covers area densely enough.

2. Infrastructure is ready for higher level of use for years, capacity exists (few lengthenings of runways may be needed).

3. One route rises up when concerns development in all four countries: Tromsø-Luleå- Oulu-Russia (Murmansk/Arkangel/Petrozavodsk)

4. At the low density areas like Barents region all marketing analyses and development plans should be done together with surface connections networks in order to create alternatives and services. When a client valuates a goodness of airline connections, the most important factors are frequency and reliability (punctual and long term service).

5. An organisation/company which combines all air transport services into one is needed as a realistic tool to create airline connections by organising demand for airlines.

Nowadays airlines consider themselves as carriers, not developers.

Recommendations for proceeding:

On the point of view of opening a new airline route is based on profitability. This profitability can be gained either straight from passenger and cargo flows or partly from markets and partly by subsidized services financed by public organisations.

In most cases opening is based on certain knowledge of potential load factor. This information can be obtained from market analyses or from straight requirement of organiser or industry.

When the need is evident the new route has to fight one more round. It must provide added value for the airline which can already connect destinations through some other indirect ways.

With this pre-study is shown, that need for deeper market analyse for cross-border airline route Tromsø-Luleå-Oulu/Rovaniemi-Murmansk/Arkangel is evident. Base for this route is given by figures of passenger and cargo flows between Murmansk-Rovaniemi-Luleå- route (5.000/year).

This type of market study should contain not only passenger and freight potential counted by destination to destination, but also connecting surroundings of each link of route net to air transport. Similar type of study was made in Oulu 1999, when all the needs of high- tech-engineering was gathered together and air cargo route was established to the continental Europe.

Because the market potential in the Barents region is not attractive as a whole for the airlines, the development should start on “locomotives” surrounded by strong economy, industry and services - like Oulu, Luleå, Tromsø and Murmansk are in their respective regions.

Traditionally services for air transport are divided into many actors and operators. Charter flights are organised by travel agencies, business flights are market and runned by airlines themselves and cargo is handled through different freight haulers like DHL. All these needs can in many cases be combined into one flight.

Therefore it is more cost efficient to use public resources on establishing organisations/companies, which gather together all previously mentioned air transport needs and organises airline connections appropriate for those, than to use financial resources on straight airline subsidies or market analyses. This type of aid is also more sustainable because it creates local organisations, which have interest to sell airline services.

Another benefit for this type of action is that it doesn’t require straight and expensive airline connections immediately. For example airfreight can be transported through existing via-routes when profitable. Also in many cases in the beginning of a new route thin flows can be carried on the roads, like for example Finnair has done between Oulu- and Helsinki.

Benefits of this type of “Barents Air Logistics Ltd” compared to other methods of development are also

a) This type of organisation is free of location i.e. it can be established exactly to those airport surroundings, where it is expected to gain results.

b) Costs of testing a new route like this are moderate compared to subsidized costs of opening of a route.

c) This type of organisation opens indoor-logistic services of companies and industry and can through that gain more freight flow which today is not on markets.

d) Through opening, the organisation shall be beneficial soon after the start. It can even be value-added part of logistical chain in the Barents region.

e) It helps sustainable regional development by creating organisational know-how data base which is locally more useful compared to data banks of airlines The risk exists when an airline collects know-how and if switch their operations away, take all know-how (passenger preferences, amounts, connecting directions etc) with them.

Next steps:

1. Create a work plan and tender documents according to suitable finance guidelines in order to organise ”Barents Air Logistics Ltd” at major Barents hubs (candidates: Tromsø, Luleå, Umeå, Oulu). Further development according to demand.

2. Start negotiations about the terms and conditions required in order to connect Oulu and Tromsø to cross-sectional inter-Barents route Murmansk-Rovaniemi-Luleå.

3. List the official prices for airline fees (passenger, overflight, landing and parking) on Russian side.

4. Commence studies which combine surface cargo transport to air connections at Northern Norway, Sweden and Finland. Instead of general studies, start up with raw fish transport.

25 Barentsin alueen viranomaista ovat käynnistäneet STBR-projektin kehittääkseen yhteistyössä rajat ylittävää liikennettä. Hanketta rahoittavat alueelliset ja kansalliset viranomaiset Suomesta, Ruotsista ja Norjasta yhdessä EU:n aluekehitysrahaston Interreg III B-ohjelman kanssa.

Tarkastelukohteena tässä työssä on selvittää Norjan, Ruotsin, Suomen ja Venäjän valtakunnan (kuntien) rajat ylittävän itä-länsi-suuntaisen rahti-, tilaus- ja säännöllisen reittilentoliikenteen kehittämistarpeet ja liikenteelliset ongelmat Barentsin alueella.

25 myndigheter i Barents region har startat STBR-projektet för att i samarbete utveckla den gränsöverskridande trafiken. Projektet finansieras av regionala och nationella myndigheter i Finland, Sverige och Norge tillsammans med EU:s regionala utvecklingsfond Interreg III B-program.
