Analysen har lyckats bryta ner information som finns i databasen, men trots det är det svårt att avgöra till vilken grad projektet lyckas uppnå millenniemålen och hur stor förbättring som åstadkommits för människor som lever i länderna. Utan att lägga ner resurser på att ta fram statistik är det knappast relevant för projektet att använda millenniemålen som ett mål att försöka uppnå.
Däremot har studien kunnat skapa en bild av GoAL WaSH:s prestation genom att istället titta på var arbetet utförs i relation till processen för förbättring som beskrivs i rapporten. Det visar hur väl projektet lyckas med sin ambition att genomföra reformer. Genom att veta hur stor andel av arbetet som innebär implementering av förändringar i ländernas sätt att bedriva verksamheten går det åtminstone att veta vilka förväntningar det går att ha för framtiden.
Analysen visar att den största delen av arbetet involverar förarbete av policy- och lagförslag och att skapa förutsättningar för länderna att bedriva en mer hållbar ledning i vattenfrågor. Det är också i Steg 2 som GoAL WaSH gör sitt största bidrag. Om detta förarbete sedan leder till att vatten- och sanitetsfrågan införlivas i nationella strategier och myndigheternas styrning återstår att se. Därför går det endast att vara försiktigt optimistisk över vad som har åstadkommits.
