1. ANNUAL GRANTS

To a Water Resources Research Institute at a State University

in Each of the 50 States and in Puerto Rico.

PURPOSE OF ANNUAL GRANTS:

To Provide Financial Support to Each State for

the Operation of an Institute to Conduct Water Research and to Train Scientists

and Engineers by Student Participation in Approved Research Proiects.

Each State and Puerto Rico is Granted$ 100,000 Annually, Subject to the Appropriation of Such Funds.

Although Matching Non-Federal Funds are not Required,

THE STATES ARE CONTRIBUTING OVER$ 3,000,000 ANNUALLY.

428 RESEARCH PROJECTS are in Progress this Year.

2. MATCHING GRANTS to the State Water Resources Research Institutes.

PURPOSE OF MATCHING GRANT PROGRAM: to Assist the State Institutes in Meeting

Expenses of Specific Water Resources Research which could not Otherwise be

Undertaken, and to Train Water Scientists and Engineers.

For Approved Projects, NOT LESS THAN 50% of Project Costs Must be Supported from

NON-FEDERAL FUNDS.

STATES COMPETE for Fecieral Funds Appropriated for this Activity by Submitting Research

Proposals to OWRR.

In FY 1969 the States Submitted REQUESTS FOR$ 8,700,000 in Federal Matching Funds. ONLY

$3,000,000 were Appropriated.

Research Proposals are Funded BASED ON OVERALL MERIT. Advisory Proposal Assistance is

Often Obtained from Other Federal Agencies and Others to Supplement Reviews Made by

Small OWRR Staff.

Since 1965, OWRR has Supported 350 MATCHING GRANT PROJECTS IN 45 STATES. In FY 1969,

90 NEW PROJECTS FROM 36 STATES were Approved.

Approximately 700 STUDENTS are Receiving Training as Scientists and Engineers by

Participating as Research Assistants to Project Leaders.

Outstanding Researcher3,in Addition to the State Institutes,

to Conduct Research Concerning Aspects of Water Problems Related to the Department's

Mission and which are Deemed Desirable and not Otherwise being Adequately Studied.

OWRR is now Reviewing Title II Research Proposals for FY-1970 FUNDING. 360 PROPOSALS,

INVOLVING$ 35,000,000+ have been Received. President's

FY-1970 BUDGET REQUEST IS$ 2,000,000.

Of the 62 Approved FY-68 and FY69 Projects, 35 are to UNIVERSITIES, 20 to PRIVATE INDUSTRY,
