American Dairy Association of Colorado

Ken Bowman, General Manager, ADA of Colorado

The American Dairy Association of Colorado is being criticized because v;e are not operating in strict accordance with our bylaws. Some plants to whom our officers and directors are shipping milk are not willing to handle year around set aside funds for the American Dairy Association of Colorado. This means that some producers cannot qualify as voting members and under the bylaws

should not be an officer or director.

Article IV, Section 2,

provides--"

directors (30)> twenty of whom shall be elected from the

voting membership

Article II, Section 1, a,

provides--"

Voting membership shall consist of producers of dairy products

or their agents who shall qualify by the payment of dues

From the above it is clear

that--1. Officers and Directors MUST be Voting Members, 2, Voting Members MUST pay dues.

To correct this situation—we may 1. Change the bylaws, or

2. Ask unqualified directors and/or officers to resign.

Article IV, Section makes provision for filling vacancies.

Please reply at your earliest possible convenience using the enclosed form. We will appreciate your comments and suggestions as to the proper handling of this natter.

Dear Ken;

We have your special bulletin of July 28 and rather to

attempt to fill out the questionnaire, will write you this

letter as to our position.

I do not know whether we are considered an associate

member or authorized agent by reason of our collection of

funds or what our status is. However, if the fact that we

are cooperating from the standpoint of the check-off, does not make us members, then I feel very definately we should

not be represented on the Board of Directors or the Exec utive Council.

Further, I do feel that any plant who is not contributing by reason of collection and forwarding of the funds or any farmer who is not selling to a plant who is contributing, should certainly not be represented on the Board of Directors and certainly should not be a voting member of the American Dairy Association of Colorado.

It would seem very natural that a person would have to have

some active relationship to the Association in order to be

a part of it. I am very definately of that opinion and would go along on following our by-laws if they so state that at the present time. If they do not state that, then

I think they ought to be amended so that people do not take

part in American Dairy Association activities unless they do lend whatever degree of cooperation that is necessary to give

them the status of membership.

Our primary concern in issuing this particular bulletin '.ms to

In th© past, Colorado has only had

could be spent on local promotion. Under the year arc nd set aside

progresi, ColorBdo will have from #15*000.00 to $20,000.00 which may

be used in state promotion within Colorado. We feel that Colcredo

will have sow |15*000.00 available in 1954 and certainly feel that

expenditures of this sum of money should be determined by producers

who have had a part in creating tho funds rather than having this

money spent by officers or directors who make no contribution to

Colorado.

Reference is made to your bulletin of July 2ath,

So far as my own status Is concerned, you are

advised that I

am secretary of the Holstein Friesian

Association of Colorado; that I

ovm and breed registered

Holstein Friesian cattle and that my cattle are kept at the

Golden Eagle Dairy at Golden, Colorado, which firm is, I

think,

affiliated with the Denver Milk Producers* Association. I

am

not financially interested in the Golden Eagle Dairy, per se,

but I

own nearly half the herd there and settlement with me is

made monthly by Mr. Bernard H. Waldman, the owner and proprietor

of the Golden Eagle Dairy. What arrangements he has for making

contributions to the ADA program I

am not sufficiently informed

on to properly answer the inquiry you ehclosed.

As to the proposed change in the bylaws that you

mention, I

am not sufficiently acquainted, with the constitution

and bylaws to make an intelligent answer. So far as I

am

concerned personally, I

have, for years, had the feeling that

as a director I

have been given very little opportunity to

participate very much in any program relating to the ADA.

This might be my fault, I

do not know, but whether I

am a

director or not would, I

think, make not one iota of difference

in the operations of the organization. I

say this because I

have attended so very few meetings of the directors and

therefore have had very little opportunity to contribute anything,

To the best of my knowledge I

have attended all called meetings

but they have been very few.

If, in the opinion of those who are criticizing the

organization, my name, as a director, is abhorrent to any of

them, please do not hesitate to accept my resignation as such

and r^lace me in accordance with the requirements of the

bylaws to which you make reference.

Bob VZatts and I both sell our milk in Cheyenne I believe

we are much more interested in dairying and milk products 5^ in Colorado than 90^ of the producers in Northern Colorado. Also if you want members

who take no intrest you had better leave us out.

AS we are the ones affected in this I do not feel I should vote on the ■

suggestion.

I feel that ADA should, as their slogan says, be the

"Voice of the Dairyman." I also am of the opinion that there

should be a board of directore made up of people contribute

to ADA directly.

COLORADO FARM BUREAU DAIRX COMMimE MEETING

Tuesday, April 17, 1956

The meeting was called to order by Chairman A. P. Balser at 10:30 A. M. in the Colorado Farm Bureau board room, 1525 Arapahoe, Denver, with the following present:

Mr. Schaefer moved and Mr. Biddle seconded and carried that the minutes of

the October 3, 1955 meeting be approved as read.

A general discussion was then held on dairy problems about the state, including

the lack of coordination found in sanitation regulations in different parts of the state. It was generally felt that some work should be done to make regula

tions all over the state, at least similar, for production of similar grades

of milk.

Mr. Scha-efer moved, Mr. Rockey seconded and carried/ recommendation be made to

the Colorado Farm Bureau Board of Directors to make a concerted effort to imple ment the Colorado Farm Bureau resolution favoring milk inspection to be put under the jurisdiction of the Colorado Department of Agriculture.

The secretary was instructed by the chairman to assemble and prepare information on reasons for desiring this and to send such information to proper persons in

all Farm Bureau districts.

ACTION Mr. Schaefer moved, Mr. Rockey seconded and carried that a recommendation be

NO. 3 made to the board of directors of Colorado Farm Bureau to make an effort to implement the Farm Bureau milk labeling resolution. It was suggested that wording similar to the following might be used in legislation which would implement the labeling resolutions

"Be it enacted by the General Assembly of Colorado that the retail sale or

offering for sale at retail of ice cream, milk solids, fluid milk, or fluid milk drinks in bottles, cartons, or other packaged form shall be unlawful unless such bottles, cartons, or other containers shall be clearly and

conspicuoxisly labeled to show the minimum butterfat content of such ice cream, milk, solids, fluid milk or fluid sailk driiik. Wherever the name of the food appears conspicuously on the label, the statement of minimum butterfat content shall immediately and conspicuously precede or follow such name."

Mr. Schaefer and Mr. Rockey of the San Luis Valley reported that they are attempting-to organize a milk producers association in that area and asked for helpful information from anyone who had such information available. There was considerable infoimal discussion on the topic with different ideas

coming from nearly every member of the group. No officiEil action vas taken. Kenneth Bowman discxissed with the committee a movement now on foot -vrtiich

will attempt to bring about legislation making it mandatory to date all

fluid milk and other fresh milk products placed on the retail market in Colorado. The discussion brought out the fact that it would be very

difficult to oppose such legislation since it would place us in the position of favoring the selling of old milk products. It is well known that with to

day's refrigeration good milk can be perfectly fresh up to a week after it has been packaged. However, this fact would probably be overlooked by the house wives if they saw a milk bottle dated yesterday or the day before.

Such regulation would add to the expense of retailing milk and thus result in greater spread between the consumer and the producer. The group agreed that the

only way to defeat such a proposal was to get 100 per cent cooperation from milk processors on a voluntary coding program. The code need be known only by the processor and health department inspector. Mr. Bowman said he would send infor mation to the committee naming the plants which are not now coding the milk.

The group highly recommends to any county dairy committee which has one of

these plants in their area, that they call on the manager of such plant, explain

the situation to him and attempt to get such plants to cooperate. County committees

are to be notified by the secretary as soon as the information is available.

A discussion was held on the American Dairy Association's^-cent per pound

butterfat year around set-aside. The committee recommends that county committees develop a program within the counties contacting all cream bviying stations in an attempt to get these cream stations to withhold the set-aside from each producer unless specifically requested not to. It was generally felt that producers were willing to let the deduction be made, but the cream stations didn't want to be

bothered. Since 28 per cent of the advertising budget of the American Daiiy

Association is spent in advertising butter it was felt that cream producers should be carrying their portion of the program.

Mr. Hertzke moved, Mr. Hockey seconded and carried that the following be adopted: In any case where there is evidence that milk is being moved from a lower grade to a higher grade by processors, thereby being on the market as fluid milk which was prodxiced then purchased by the processor as grade C milk, the secretary shaJ.1 write Dr. Roy Clere of the Colorado State Department of Health stating such evidence and requesting their cooperation in an investigation.

The group discussed the dairy promotion program for the year. Committee members accepted the responsibility of making personal, contacts with county dairy

The American Dairy Association promotion program was presented "by Ken Bowman and the committee decided to operate the American Farm Bureau Federation pro motion and the American Dairy Association as nearly as possible as one program. Any county promotional activities will receive notice by the state and other coiinties will "be notified of such activities and be informed as to where they can get detailed information.

The secretary was instructed to write the counties represented on the state committee explaining to them the value of having a member on the state

committee and suggesting the possibility that the county pay expenses of the committeemen for state maetings.

ACTION Mr. Schaefer moved, Mr. Rockey seconded and carried that the next state dairy NO. 5 committee meeting be held at the Colorado Farm Bureau Office, 1525 Arapahoe,

Denver, June l8, 1956 at 10:00 A. M, At. that time reports on the promotion

programs and developments of other programs as outlined in these minutes will "be given.

The meeting was cal led to order by President, Walter Moore at 10:15 A.M. The

Secretary-Manager read the minutes of the 195^ meeting held in Ft, Col l ins. These

minutes were approved as read.

The Treasurer's report was cal led for and given by Norman Moe. His report showed

that 186,065.92 was the set aside income for 195^. 20^ of this amount is retained

by our Colorado office for local advertising - newspaper, bi l lboards and publ ic

relations. The report was approved as read,

Mr. Moore gave a brief summary of the organization on a National basis, reviewing

research and advertising.

Chuck Dunlap, State Manager, gave a report on his work since August I5 at which

time he took over the state organization. His report included the breakdown of

how money was spent on a National level -

for Advertising (magazine and TV)

and Merchandising,

for research and education,

for membership, 2% for

public relations and only 2% for administration. American Dairy Association

members are real ly getting good returns for money spent.

A discussion fol lowed on radio, TV and bi l lboard advertising as to the merits of

each type.

The Disneyland TV show was discussed as to its Listening audience.

A committee consisting of George Kai l, Chet Enstrom and John Race'^submitted

nominations for officers and directors. There being no further nominations from

the floor, the chairman of the Nominating Committee moved that the nominations be

accepted and the secretary be instructed to cast a unanimous bal lot. This motion was seconded and carried by unanimous consent.

The Colorado State Fair awards up to |l50,00 tor the Grand Champion of the 6 breeds was left to Mr, Moore and Mr, Dunlap to choose excluding the cowbel ls.

At 12:00 noon the meeting adjourned for a buffet lunch, after which Martin J, Framberqer gave a talk on future plans of the American Dairy Association, At the conclusion of Mr, Framberger's talk, the directors gathered for a short meeting.

Bob Betts presented an advertising program of $79U5»00 which is to be used in

l6 newspapers in American Dairy Association participating areas. This passed unanimously, Mr, Dunlap presented a bi l lboard program. These boards - six in number - four on highways leading to Denver and two around Colorado Springs at

a cost of $150,00 each per year on a 3 year contract. The signs are to be maintained

(painted and surroundings) and insured during this period. This passed unanimously.

The meeting of the Executive Committee of the American Dairy Association

of Colorado was held at the Albany Hotel in Denver on February 8, I96O. The

meeting was cal led to order by President, Stu Cochran, with the fol lowing

members present: Stu Cochran, Chas. Reid, Jr., Walter Moore, Paul Ehrl ick,

Chet Enstrom and AAarty Framberger, General Mgr. of the American Dairy Associa

tion in Chicago.

The Secretary was asked to present new business. The question of signing

checks by the Secretary-Treasurer and President of the American Dairy Association

of Colorado was presented - considering that the Secretary-Treasurer and his

secretary were both bonded. It was moved by BiJ I Reid and seconded by Paul

Ehrl ick that the proper resolutions be signed for the Secretary Treasurer and/or

President to sign checks. The motion passed unanimously.

Last year it was presented to the Executive Committee that the manager's

time spent on ADA was at least I/3 of his time spent doing business of both

the Colorado Dairy Products Assn. and ADA. It was voted last year to increase

our payments $500«00 and to take a look this year at the problem. Mr. Moore

moved and Bi l l Reid seconded that the amount paid to the Colorado Dairy Products

Association be increased #500.00 for the year I960 to a total of #5500.00.

This passed unanimous lly.

It was suggested t|iat the Executive Committee hold quarterly meetings.

This motion was made by Chas. Reid, Jr. and seconded by Paul Ehrl ick and

passed unanimously.

There being no further business, the meeting was adjourned.

Executive Committee Meeting

American Dairy Association of Colorado

A meeting of the Executive Committee of the American Dairy Association of

Colorado was held October 5, 19^0 at the office of the Statjg Manager at 955-'H'h

Street, in Denver. Those present were Norman Moe, Stu Cochranf'Bi I I Re id

(Vice-President), True Adams, Loren Gafke (Regional Representative of National ADA)

and C. E, Dunlap, State Manager.

The State Manager gave a report of the annual meeting held in San Antonio.

At this meeting the advertising and merchandising program for I96I was shown to

the Board of Directors and aonroved. A new look and theme was given to the

advertising program - protein - our ads to have seme type of format but the word

"protein" used to the greatest advantage. We are also using the magazine "Today's

Health" to carry our nutrition story to the doctors and dentists. This magazine

is circulated to Q0% of the medical profession in the country. We wi I I have a

bigger June Dairy Month than ever, a big promotion on "More Mi lk for the Weekend",

"Cheese Festival" and "Dol lar Dinners" and others to round out a ful l year's

promot ion.

The potential for additional money was explained. At the present we have a

^9*h% potential of al l mi lk and cream produced in Colorado. If we could sel l the

Grand Junction producers, Eckert (Surface Creek Creamery) cream producers, we could

pick up another 109^ approximately. Meetings have been held with these organizations

and help has been promised from their management. Our proposal is to be made at

their annual meetings.

The plan of the Colorado Dairy Products Association for furnishing a car to

the secretary, Mr. Dunlap, was discussed. They offered to share 50-50 the rental

plan of $90.00 per month plus gas and oi I on ADA business. It was moved by Stu

Cochran and seconded by Bi l l Reid that ADA of Colorado go along with the Colorado

Dairy Products Association on the car rental deal. This motion passed unanimously.

A short discussion was held on having a Dairy Princess Contest. It was

decided that we could not get value received from a contest or having a Princess

to represent the dairy producers,

A few remarks were made by Mr, Gafke concerning the restaurants serving milk

with meals at an extra charge. A suggestion was made that we bring our By-Laws

up to date.

There being no further business, the meeting adjourned.
