Wednesday. Mr Wantland came over to say that he had, obtained a depth of 853 feet to the Brule formation at the Mullen site. He had correlations taken at the Hyannus and Monaghan walls which were logged. REG

Messrs Cowain Director of the Swiss Snow research lab and Pierce from Canada in this morning. Ice conditions were discussed with them by McHenry and Myself. They have made some flood tests on ice. They will send us some data on ice and snow. We gave them copies of F Taylor’s memo on temperature changes in ice. REG

Pierce says 24” to 36” ice in Canada pipes by Olaf Devik in Geographical Journal gives 1 degree Celsius for cooling in running water. No water temperature measurements in Canada.

Swain says he can get to the Delta cross-channel computation in a week. REG January 14

Simonds advised that the present Delta cross channel study and another study should be completed by the first of March. REG

Art Kidder was over yesterday to discuss the Delta Cross Channel problem. He says he tried to talk to John Parmakian about it but John claimed to know nothing about the problem. Swain was over to discuss the problem last week and took back my memo to Simonds dated Jan 12, 1949 on “Transfer of waters in the delta region . . .” A call to Simonds this morning brings out that Simonds has not yet seen the memo. The arrangements for Swain to visit the lab to discuss the problem were made with

Parmakian. REG

Talked to Swain about channel sections to use in cross channel studies. I suggested uniform with horizontal bed but left final decision to his discretion. REG

McHenry and Hosticka in to discuss [illegible] of [illegible] of Obert of Bureau of [illegible] where lab is at Univ of Maryland, Hosticka will write for data on strains in rock due to explosion. REG

Discussed possibility of snow removal from pavements by storing summer heat in ground for use in winter with Rhoade. REG

Conference with Kidder, Swain, Rouse and Thomas on the Delta problem. Swain gets about 700 ft3/sec transfer through the Mokelumne due to tidal action with flap gates. Kidder’s man get about 1800 ft3/sec gravity flow through a cut at Isleton.

Kidder’s men will adjust for a cut at Walnut grove next week. Swain will investigate tidal pumping at Isleton of tide delta comes. Present indications are that we can come to some definite conclusions by the middle of the month.

Mr McClellan questioned the propriety of my making an estimate of bank storage for the Glen Canyon reservoir. Was told it was done in connection with preparations for a testing program to be carried on at the site. He requested the job number to which the work was charged. REG 3/25/49

Mr McClellan told that the day at Feb 1 1949 was charged to 4-557-18-00-9001. “Preliminary design and estimates coordinating with design” It was further explained that the bank storage estimate was made to answer in part the questions of water tightness of the reservoir basin. In comparing the loss around the dam with the bank storage it was explained that the water stored in the bank is largely a permanent loss whereas the loss around the dam is recovered in Lake Mead. REG

Talked with McDonald of Project Planning about Mullen. I stated that I had requested a check of the permeability of the beds based on Wantland’s results but he had not obtained it. I also explained that I am not now in charge of the group and suggested that they take the matter of getting a check of the bank storage factor in the operation study up direct. He called back after talking with Kramer to say that the Mullen site is not now of interest because of recent data from the operations studies. REG 11/15/49

April 15

Val Jones stated that Parmakian had refused to handle the computations of stress from strain gage data for the Gorge tunnel readings made under the Seattle Contract. According to his account Parmakian went further to explain to Jones why the work was unnecessary.

In telephone conversation with Simonds this morning he recalled my earlier request for these computations and that it was to be urgent when the work arrived. (Jones says he took the work over there about a week ago) Simonds says this was handled when he was away. When asked whether the functions of the group had been changed he said they had not. REG

Monday: Bert Goodenaugh in to inquire about freezing process. Tech Club meeting in evening. Arthur talked on Faken, Rawhouser, on Protection against bombing. Simonds over about Gorge data analysis. REG 4/19/49 (told it was too late)

Note: Mr Goodenough commenting on the Shasta cooling says the layout too complicated and access galleries too small, too much difficulty to check loops for leaks although this is admittedly necessary. Says the Boulder system was simpler. REG 4/19/49

Mr Proctor in in the morning. Conference on the Delta Cross Channel in the Chief Engineers office in the afternoon. Those present were McClellan, Nalder, Warnock, Kidder, Glover, Swain, Reidinger. It was decided that Warnock, Kidder and Glover should go to Sacramento to confer with the region on selection of cross channel site. REG 4/20/49

Conference with Warnock and Kidder on trip to Sacramento. Transportation requests to be typed here. Glover to start writing report to Chief Designing Engineer. REG 4/21/49

Staff meeting - collection of material for preparation of a paper on requirements for concrete for dams was discussed. REG 6/1/49

Last week McConaughy called in regard to steel requirements in concrete around openings with penstocks at Falcon. The writer suggested completion of the memo on steel stresses near openings. Rhoads says go ahead and complete it. REG 6/1/49

Received note from Simonds that the request for the Gorge Stress compilation must be approved by Nalder. I obtained Nalder’s OK and [illegible] to Hunt. Two weeks lost. REG 6/1/49

Winter says they are bending steel for the Gorge tunnel work now. Completion of stress computation from strains obtained from the Gorge readings is current. (Balmer got his first results yesterday) REG Strain gage and stress-strain data for Gorge tunnel given to Simonds this morning. Status of work as stated by Winter explained. REG

Conference with Curtis, Tulhill, Price, White, and Wilder of PCA on splitting of concrete pipe. Mr Wiegand commented in the afternoon. Trouble is general. Seems to be due mostly to expansion on wetting. REG

MacMillan says Gorge funds overrun. REG June 6

Conference with Dr JL Savage and DE McHenry on the Gorge situation - City of Seattle Contract - Question is as to how much money is needed to complete the report. If a complete analysis to fund stress in rock is made, more funds will be required then if only the results of strain gaging are used in the report. Mr Savage says he will let Winter decide. On annual leave in the morning for trip to Boulder. REG (See page 162)

Conference with Winter and D McHenry in afternoon on Gorge tunnel stress determination. Winter advised of conference with Savage. He has decided to use the stresses obtained from strain gages as basis of report since the pressures are satisfactorily high. They will eliminate the need for analysis to obtain the stress in the rock which would be needed if it were a close case. Simonds advised. REG 6/7/49

Crawford and Swain over with tide records at Isleton. These are so poor as to be unusable. REG 6/7/49 June 10

Conference with Blanks and McHenry on arrangements for doing needed mathematical work in the Laboratory. Best arrangement would be to get two P1 men with a background in differential - equations to work with Hebert and two do work with McHenry. The mathematical direction of their work would largely fall to the writer. REG 6/28/49

Mr Whitcomb of PBA in to get data on patent procedure. Mr Gates requested the appointment yesterday. REG

Conference with Rider, Warnock, Swain, Kidder, Hebert on the Delta requirements. I argued that correlation of salinity data can not be obtained if a depletion other than zero is assumed at the critical period around September 1. Correlations for later years are to be sent to Riter. REG 7/1/49

Conference with Swain on computation of tidal action in the Delta. Computed waves are increasing in amplitude. This should not be the case. (No error discovered up to quilting time) REG 7/1/49

George Duvall started on computations and checking on Delta cross channel salinity control chapter. REG 7/19/49

Conference with Hale, Curtis, Parmakian, Crawford, Arlt, Terrell and Rice on concrete pipe splitting. Field evidence is that longitudinal pressure is a primary factor in pipe splitting. I have suggested that the law of failure may be a function of elongation strain as well as of tensity stress and that this is the reason for the destructive nature of longitudinal stress. Parmakian points out the possibility of high pressures due to air entrapment. Mr Rice appointed Cortes as Sponsor and also approved of two men from the technical group and one man from Canals to go to Coachella to make field tests. REG

Conference in Curtis office on Coachella pipe. Those present were Curtis, Parmakian, Cornwell,

Crawford, Rouse, Glover, and McHenry. Test program was considered. McHenry to write letter pointing out difficulties of field testing. McHenry objected to the proposed field strain measurements as being afflicted with so many unconcluded factors as to be useless. Glover head out for tests to evaluate effect of longitudinal pressure and for tests of coatings. REG 7/26/49

Copies of draft of chapter on salinity control sent to Warnock, Riter today. Note attached to Riter’s copy says that table 4 had not yet been checked. REG

Conference with Kirn, McHenry, Olsen and Glover on stress measurements for Diablo dam. City of Seattle. Kirn expects measurements to be erratic due to ungranted condition of dam. Water can now only be lowered about 100 feet to permit granting. Granting is to be done. Water temperatures and concrete surface temperatures to be measured. REG 8/12/49

August 16

Herman Bertling School of Engineering Chilean State University Santiago Chile in today to discuss earthquake phenomenon. Their building codes permit brick to 3 stories if strengthened with reinforced concrete, adobe to 1 story. Higher bldgs of reinforced concrete. Their earthquakes very severe. Designs for 0.1 gravity. He claims to have predicted the time of occurrences of 78 earthquakes by noting the increase of traffic vibrations just prior to the quake. REG

Talked to Morgan about using the Board to solve the Delta tidal problem. They work at 480 cycles per 50 volts 50 mils. They are booked solid through October. Otherwise the application might be feasible although the limitation to 1 mil imposed by the square law tube wired be a difficult limitation. REG Final draft of the work on salinity coarse sent to [illegible] today. REG

Conference in Nalder’s office on the Delta problem. Kidder, Warnock, Barnes, Parmakian, Simonds and Glover present. Methods of evaluation of flow through the Isleton out were discussed. The electronic Analogue discussed the electronic analogue computing board, and graphical analytic methods were described and discussed. Parmakian admitted that they have no result up to now. He claims they can now do the job in two days. Mr Nalder says to go ahead with all methods. Letter setting date for meeting with state men to be deferred for about a week. REG

Mr Meletic of Region 7 in today to discuss soil permeability determination in the field. Will write letter to Chief Engineer suggesting cooperation. REG

Kidder, Warnock, White, Ritchie, Reidinger, Evans, Swain, Hebert, Glover, Dugan, Thomas on the Delta Cross Channel Problem. Meeting in Kidder’s office with Ritchie, Swain, Carter, Glover and Hebert described tide gravity flow and wave studies by analytical and analogy procedures. The network analyzer was visited and Goodrich gave a description. REG 10-4-49

Idea of using sound waves of proper frequency in a pseudo optical system for image formation for underground exploration discussed with Dart Wantland today. REG

Meeting of Panel. Measurements of stress distribution in dams discussed. Dams built with joints transverse to the axis only and not artificially cooled concentrate the stresses at the upstream and downstream [illegible]. Dam built with joints both ways, cooled, and grouted after the concrete is well up concentrate the vertical load near the center. Glover asked Raphael if he would correlate the stress pattern at Shasta with the dead load due to height of floods at first grouting. REG 11/9/49

Meeting of Dams panel today. Present Hammond, Scrivner, Hansen, Glover, Parmakian, Zangar, Simonds, Raphael, Dexter. I stated that it should not be necessary to consider earthquake forces when testing gravity sections for overturning on no ground motion are enough to overturn a dam safe for 100% uplift anyway. (If this factor is to be omitted the section should be safe if cracked so that 100% uplift could be present temporarily) Earthquake effects would be pertinent for consideration in regard to spillway on the sheer friction factor. REG 11/9/49

Kirn stated that he does not get data on foundation modules until he’s [illegible] are complete. REG He also asked about the tests previously requested bearing on the sheer friction factor. REG November 23

Wednesday:

Meeting of Panel on Dams. Present Hammond, Puls, McHenry, Kirn, Scrivner, Parmakian, Zangar, Raphael, Glover. Raphael talked on the effect of temperature control on stresses in the interior of dams. Zangar discussed the sheer friction factor. Glover commented that the sheer friction factor must always be less than the safety factor obtained by comparing the max principal stress at the face with the breaking strengths. Tests on rock concrete interface needed to give pertinent data. REG

Glover presented the stress model for the load of failure of concrete. McHenry commented on Kalen’s data. Kirn and Scrivner presented on analysis if Shasta dam taking account of the stress redistribution due to column construction. Modes of testing to evaluate the sheer friction factor were discussed. Glover suggested a tentative scheme for defining roughness in terms of the average depth and sand which could be held in the depressions after screeding with a long screed. REG
