A BILL

To rev1se the boundaries of Dinosaur National Monument and provide an entrance road or roads thereto, and fm other purposes.

1 Be it enacted by the Senate and Fl ouse of Rep1'esenta-2 tives of the United States of America in Congress assembled, 3 That the boundaries of Dinosaur National Monument, estab-4 lished in pursuance of the Act of June 8, 1906 ( 34 Stat. 5 225; 16 U.S.C., 1952 edition, sec. 431), and administered 6 in accordance with the Act of August 25, 1916 (39 Stat. 7 535; 16 U.S.C., 195,2 edition, see. 1, et seq.) , and Acts 8 supplementary thereto and amendatory thereof, are hereby 9 revised so that the monument shall include, subject to valid 10 existing rights, those lands in the States of Colora,do and

2. (a) In order to provide suitable access to

1 Dinosaur National Monument and facilities and services

2 required in the operation and administration of the

monu-3 ment, the Secretary of the Interior is authorized to select

4 the location of an entrance road or roads to the monument 5 and to points of interest therein, from U.S. Route 40,

includ-6 ing an entrance and related administrative headquarters site

7 of not more than four hundred acres, and he may provide, 8 upon lands donated outside of the nwnument, connections

be-g tween Dinosaur National Monument park roads. To

10 carry out the purposes of this Act the Secretary of the

In-11 terior may acquire non-Federal lands or interests in lands

12 by donation, purchase, or exchange: Provided, Lands and

13 interests acquired for said entrance roads and connections

14 shall consist of the fee title to a right-of-wa.y of not more

15 than an average of twenty-five acres per mile and of scenic

16 easements on lands adjoining the right-of-way, said

ease-17 ments not to exceed an average of one hundred acres per

18 mile. Said roads and administrative site shall constitute a

19 part of Dinosaur National Monument and be administered

20 pursuant to such special regulations as the Secretary of the

21 Interior shall promulgate in furtherance of the purposes of

22 this section.

23 (b) The Secretary of the Interior is hereby authorized

24 to construct, reconstruct, improve, and maintain upon the

1 entrance road or roads and connections of parkway standards,

2 including necessary bridges and other structures and utih'ties

3 as necessary, and funds appropriated for the National Park

4 Service shall be available for these purposes.

5 SEc. 3. Where any Federal lands included within the

6 boundaries of Dinosaur National Monument as revised

pur-7 suant to this Act were legally occupied or utilized on the

8 date of approval of this Ac_t for grazing purposes pursuant

9 to a lease, permit, or license issued or authorized by any

10 department, establishment, or agency of the United States

11 the person so occupying or utilizing such lands, and the heirs,

12 successors, or assigns of such person, shall upon the

termina-13 tion of such lease, permit, or license be entitled to have the

14 privilege so possessed or enjoyed by him renewed from time

15 to time, subject to such terms and conditions as the

Secre-16 tary of the Interior shall prescribe, for a period of

twenty-17 five years from the date of approval of this Act, ttnd

there-IS after during the lifetime of such person and the lifetime of

19 his heirs, successors, or assigns, but only if they were

mem-20 bers of his immediate family on such date, as determined by

21 the Secretary of the Interior : Provided, That · grazmg

22 privileges appurtenant to privately owned lands located

23 within Dinosaur National Monument shall not be withdrawn

24 until title to the lands to which such privileges are

appur-25 tenant shall have vested in the United States, except for

1 failw·e to comply with the regulations applicable thereto

2 after reasonable notice of default: P1oovided further, That in

3 the acquisition by purchase or exchange of any privately

4 owned land within Dinosaur National Monument, the

Secre-5 tary of the Interior is authorized to make equitable and

6 reasonable allowances, as determined by him, for the value

7 of any grazing privileges appurtenant to such privately

8 owned land: And provided further, That in the event grazing

9 privileges within the Dinosaur National Monument appur-10 tenant to lands outside the monument are retired, then the

11 Secretary of the Interior is authorized to make equitable and

12 reasonable allowances, as determined by kim, for the value of 13 such grazing privileges.
