Invitation No. DS-6245 Supplemental Notice No. 1

Denver, Colorado, March 23, 1965

To all prospective bidders under Invitation No. DS-6245, for SUPERVISORY CONTROL AND DIGITAL TELEMETERING WITH AUTOMATIC DATA LOG-GING FOR MONTROSE POWER OPERATIONS CENTER AND UPPER AND LOWER MOLINA POWERPLANTS, COLORADO RIVER STORAGE AND COLLBRAN PROJECTS, COLORADO, for which bids were to have been received at the office of the Bureau of Reclamation, Building 53, Denver Federal Center, Denver, Colorado 80225, until 2 p. m., Mountain Standard Time, April 6, 1965.

1. The date for opening bids is hereby changed from April 6, 1965, to 2 p. m. , Mountain Standard Time, April 20, 1965.

2. The following changes are hereby made in the above-described invitation: a. The word "shall" is changed to "will" in the following instances:

(1) In Subparagraph B-3~_. (2), page 6, sixteenth line of the page. (2) In Subparagraph B-3b. (3), page 6, eleventh line from the bottom

of the page.

l. In Paragraph D-7, page 53, thirteenth line of the page, immediately following the words ",:, ,:, ,:, where it let off. " the following new paragraph is inserted:

"When a telemetering function is selected and initiated, trans-mission of the quantity shall be continuous, exclusive of interruptions by supervisory control or alarm operations, until can -celled. The indication of the measured quantity on the visual readout device shall follow changes in the quantity occuring during the telemetering operation. "

m. In Paragraph D-8, page 53, last two lines of the page, the words "and for transmission of the 3, 145-cycle signal for ,:, ,:, ,:, Molina Powerplant: ", inclusive, is deleted and the following substituted therefor: "for trans-r.:1ission of two continuous telemeter quantities from Lower Molina to Montrose, and for transmission and reception of equalizing reservoir water level from Upper to Lower Molina Powerplants: ".

n. Subparagraph D-8d., pages 54 and 55, which reads "As part of the supervisory control equipment being furnished under Items 1, 2, and 3 of the schedule, ,:, ,:, '~ as part of a party-line signalling circuit. ", inclu-sive, is deleted in its entirety and also the last three lines of Para-graph D-8 which read "All equipment for the above functions, ,:, ,:, '~ by the Government. ", inclusive, are deleted and the material contained on the attached pages, numbered 54A through 54C, is substituted therefor.

o. Drawings No. 3 (482-D-631), 4 (482-D-632) and 6 (864-D-675) are deleted and the attached same-numbered drawings, all revised 3-10-65, are substituted therefor, respectively.

4. Bids submitted must be in accordance with this notice. Sign this notice,

return it with your bid, and acknowledge receipt thereof by listing the number

and date in the space provided therefor in your bid. If bid has been mailed,

acknowledge receipt of this notice by signing and mailing or by telegram to

be received at bid opening office prior to the time set for opening of bids.

All attachments should be returned with the signed supplemental notice.

Failure to acknowledge or return this notice may result in rejection of your bid.

(SUPPLEMENT AL NOTICE NO. 1)

d. As part of the supervisory control equipment being furnished under Items 1, 2, and 3 of the schedule, the contractor will furnish and install in the appropriate supervisory control cabinets, the following audio fre-quency tone equipment for transmission and reception of the quantities or functions described below via the voice bandwidth circuits described above:

( 1) For Montrose Power Operations Center master station supervisory control and telemetering auxiliary cubicle:

(a) One audiofrequency tone transmitter for operation on

Fre-quency fl· to transmit supervisory control signals on a party-line

basis to matching tone receivers at Lower and Upper Molina Power-plants.

(b) One audiofrequency tone receiver for operation on Frequency f2 to receive supervisory signals from Upper Molina Powerplant. (c) One audiofrequency tone receiver for operation on Frequency f3 to receive supervisory signals from Lower Molina Powerplant. (d) One audiofrequency tone receiver for operation on Frequency f4 to receive megawatt total generation from Lower Molina Powerplant. (e) One audiofrequency tone receiver for operation on Frequency f5 to receive mvar total generation from Lower Molina Powerplant.

(f) One power supply for transmitter and receivers.

(g) One mounting rack for installation of above equipment in the supervisory auxiliary cubicle.

Note: Each of the above receivers shall be equipped with a tone channel monitor relay having SPDT contacts. On receivers for Tones f2 and f3, these relays shall be wired to interrupt all transmission of Tone fl upon loss of channel. A third set of normally closed contacts shall be connected in series with the aforementioned contacts, which will open and remain open upon receipt of the plant lockout signal from Lower Molina Powerplant; this is a point on the supervisory. Upon manual reset of the plant lockout switch at Lower Molina Powerplant, a signal from the supervisory will reclose these contacts to permit restoration of the tone channel. A momentary, single-pole, normally open

push-button shall be furnished, wired across the monitor relay contacts to

operate as a channel reset switch for circuit restoration following a

channel failure. Contacts of the channel monitor relays for Tones f4

and f5 shall be for future connection by the Government.

(2) For Lower Molina Powerplant remote station supervisory control

and telemetering cubicle:

(c) One audiofrequency tone transmitter for operation on Fre-quency f5 to transmit mvar total generation to Montrose Power Operations Center.

(d) One audiofrequency tone receiver for operation on Frequency fl

to receive supervisory control signals from Montrose Power Opera-tions CentBr.

(e) One audiofrequency tone receiver for operation on Frequency f6 to receive equalizing reservoir water-level signals from Upper Molina Powerplant.

(f) One power supply for transmitters and receivers.

(g) One mounting rack for installation of above equipment in super-visory cubicle.

Note: Each of the above receivers shall be equipped with a tone

chan-nel monitor relay having SPDT contacts. On the receiver for Tone fl,

the relay contacts shall be wired to operate in series with a set of nor-mally closed Government relay contacts, to the starting circuit of a delay timer which the contractor shall also furnish and install in the

supervisory control and telemetering cubicle. Upon loss of Tone fl,

the timer will begin to operate and time out. Timer delay shall be

adjustable from O to 30 minutes, and timer shall automatically reset upon loss of power to timer. When time out is completed, timer shall operate two circuits, one of which will select a point on the supervisory to transmit an alarm to Montrose Power Operations Center indicating loss of channel. The second circuit will consist of SPDT contacts which

shall be connected to a terminal block that is to be furnished as an

in-ternal part of the supervisory control and telemetering cubicle.

Con-nections will be made by the Government to these contacts to cause plant shutdown.

Contacts of the channel monitor relay for Tone f6 shall be wired to

select a point on the supervisory for transmission of an alarm to Montrose Power Operations Center upon loss of channel.

(3) For Upper Molina Powerplant remote station supervisory control

cubicle:

Note: The above tone receiver shall be equipped with a tone channel monitor relay having SPDT contacts and shall be wired to a delay timer which the contractor shall -also furnish and install in the supervisory

control cubicle. Upon loss of Tone fl, the timer will begin to operate

and time out. Timer delay shall be adjustable from O to 30 minutes, and timer shall automatically reset upon loss of power to timer. When time out is completed, timer shall operate two circuits, one of which will select a point on the supervisory to transmit an alarm to Montrose

Power Operations Center indicating loss of signal. The second circuit

will consist of SPDT contacts which shall be connected to a terminal block that is to be furnished as an internal part of the supervisory con-trol cubicle. Connections will be made by the Government to these contacts to cause plant shut down.

(4) The tone equipment shall be Radio Frequency Laboratories Type 2056, Quindar Electronics Type QT-30, or equal, for three -state, frequency shift operation. Speed of operation of the equipment shall be as follows:

The contractor shall furnish proposed tone operating frequencies for approval which will fall within the frequency spectrum of 300 to 3, 400

cycles. Frequencies s'hould be selected so as to conserve spectrum

consistent with possible intermodulation.

Inputs and outputs of all audio tone transmitters and receivers shall

be brought out to an appropriate terminal block internal to each

super-visory control cubicle on a 4-wire basis, 2-wire send, 2-wire receive.

Connections to these points will be made by the Government to the

com-munication channels described in Subparagraphs D-8~_. , b., and c.

above.
