Utan en europeisk identitet och utrikes- och säkerhetspolitiken hade EU inte fått så många medlemmar år 1995. Den samhörigheten som GUSP medförde år 1995 är ytterst viktigt att ha för att fortsätta vara befintlig i framtiden.
Världen är i behov för att ha en policy som GUSP. För att bringa fram fred behövs en normativ makt som motiverar medlemsstaterna till att stödja och dela samma värderingar som europeiska rådet. Det som framhävs är att det krävs ett stort samarbete för att en förändring ska ske. Europeiska rådet hade en bra tanke och bra resultat med Maastrichtfördragets början år 1995. Det kunde visa påtagliga resultat. Europeiska Unionen medförde en samhörighet och ett starkt band med medlemsstaterna.
Europeiska identiteten eskalerade fort och växte sig stark. Förändringarna med de senare fördragen har gjort det svårare att upprätthålla GUSP i spel som syns år 2010. Flera motstånd och utmaningar försvårade arbetet. Det som ses är att inflytandet på GUSP har förminskat drastisk. Detta kan ses som en nackdel då det direkt påverkar medlemsstaterna. Dock fortsätter arbetet för att vi behöver en policy som GUSP på grund av att det sker förändringar i den internationella politiska spelbanan. Politiken är inte alltid förutsägbar och därför behövs GUSP och dess identitet.
