N~tice of Hearing on Prr,portionate Shares for 1972-Crop Domestic Beet Sugar Producing Area (Docket No. SH-297)
Notice is hereby given that the Secretary of Agriculture, acting pursuant to the Sugar Act of 1948, as amended, will conduct a hearing to receive the views and recommendations of interested persons on the need for establishing proportionate shares (farm acreage allotments) for the 1972 crop of sugarbeets in the Domestic Beet Sugar Area. Also, for use by the' Secretary if he determines that proportionate shares are needed, views ·and recommendations are desired on all phases of the proportionate share prograir., including the level of the National Sugarbeet Acreage Requirement. The nearing will be conducted at San Francisco, California, on August 10, 1971, in Room 13450, Federal Building, 450 Golden Gate Avenue, beginning at 10:00 a.m. local time.

.In accordance with the provisions of paragraph (1), subsection (b) of section 302 of the Sugar Act of 1948, as amended (7 U.S.C. 1132 (b)), the Secretary must determine for each crop year whether the production of sugar from any crop of sugarbeets will, in the absence of proportionate
shares, be greater than the quantity needed to enable the area to meet its quota and provide a normal carryov·er inventory, as estimated by the Secretary for such area for the calendar year during which the larger part of the sugar from such crop normally would be marketed. Such determination may be made only after due notice and opportunity for an informal public hearing.

Proportionate shares were not in effect for either the 1967, 1968, 1969, ·or 1971 crcips of sugarbeets. Acreage restrictions on 1970-crop piantings were established in October 1969 but were removed in April 1970 because of deficiencies in the 1969 crop. Latest estimates indicate that approximately 3,325,000 short tons, raw value, of sugar was produced from 1970-crop plantings and that 1971-crop acreage planted or to be planted will total about 1,425,000 acres.
Views and recommendations on the need for establishing proportionate sha·res and the details of the program may be presented orally at the hearing, preferably supported in _writing by an original and two copies of the oral statement. Views and recommendations may also be submitted in writing (original and two copies) at the hearing without an oral presentation or they may be mailed to_ the Director, Sugar Division, Agricultural Stabilization and Conservation Service, _U.

C. 20250, postmarked not later than August 31, 1971.Oral and written proposals that proportionate shares be established for the 1972 crop in addition to the rationale should include recommen-dations as to the level of the National Sugarbeet Acreage Requirement and as to the detai\s of a program. These would include such items as methods (formulae) of establishing State allocations, area allotments and farm bases, and the level of set-asides for new producers, appeals and adjustments.
