Section 1. The Name of this Corporation shall be Colorado Association of Soil Conservation Districts, and is sometimes hereinafter referred to as "t"The Colorado Association."

Section 2. The principal office and place of business shall be located in Denver,

Summer N'ieeting of the Board of Directors Colorado Association of Soil Conservation Districts

BrocWln Palace Hote'l, Denver July 31, 1964

The meeting was called to order at 9:35 a.m., Friday, July 31, by

President RO$5 E. Chambers. Those preseat were: R. E. (Gene Powell, James

L. Johnson, Ralph Kotich, Fred Fassler, Jr., L. A. Waller, Louis Rinaldo, Rodney Pargin, Sherman Hoar, Quincy Cornelius, C, A.' Vlatkins, Ray McDani el,

Bud Hallock, George W·ea ver, Clarence Svedman, Minford Beard, Ross Chambers, Eugene Herrington and James H. White~ Later in the morning Mt. and Mrs.

William Casselman arrived, and Fred A. Mark was present for the afternoon session.

As the first order of business, Director Waller moved that the board dis-pense with the reading of the minutes of the spring meeting, March 31, and April 1, inasmuch as each director had received a mimeographed copy of the minutes. Motion second by Director Johnson and passed.

The secretary then presented a financial report for the period of March 21 ... July 18, 1964, showing receipts of $4,562. 50,disbu.'zsements of $4,032.55, and a balance in the checking account of $3,726.45. A mimeographed copy of the re-port was presented to each person present. The secretary also distributed a mimeographed list of all Colorado SeDs showing the amount of state and·national dues received. The list indicated that a.pproximately 50 percent of the districts had paid both state and national quotas, while a number of others had paid either state o~national dues but not both. A quick count indicated that about 40 districts had. not paid any due s for 1964.

Refer;oing to the $100 annual quota due the NACD :bY the Colorado atate a.ssociation, President Chambers explained that in January 1963 the CAseD had a balance with the NACD of $130. Of this amount $100 was used to pay the 1963 dues. leaving a balance of $30. However, since the NACD does not carryover balances from one year to the next, the $30 credit no longer appears on the books of the NACD. Nevertheless, a letter from the receipting clerk at League City indicated that the $30 credit might be re -entered, via memorandum. if requested. Following a brief discussion Director Rinaldo moved that the secretary be

authorized to send the NACD a check for $70. This amount, plus the $30 balance, would complete payment of the state association's 1964 dues to the NACD. The motion was seconded by Director Cornelius and passed.

Eugene H. Herrington made a report on the conservation workshops held this summer and thanked the board of directors and a number of districts for their support of the program. He said 38 teachers had attended the workshop at Colorado State University; 58 at Colorado Stat e College; 40 at Estes Park; 21 at Western State College; and 2 at the Audubon workshop in Wyoming, making a total of 159 Colorado teachers. Of this number 27 had been assisted by

-2-scholarships presented by Colorado districts. Mr. Herrington also described the "Curriculum Guide in Conservatioil Education", prepared by the state depart .. ment of education and which is being distributed throughout the schools in Colo-.raclo. He ale·o told of other publications having to do with the teaching of con"

servation which have been or will be distributed.

The secretary then distributed a mimeographed report showing how approxi-mately 774 copies of the "Watershed" booklet, published this spring by the CASCO, had been distributed, and' how the remaining 1, 226 copies would be distributed. From this report it was evident there would not be enough copies to send one each of the Junior High and Elementary schools in Colorado. Several persons present told of the popularity of the booklet and the probable future requests for additional copies. Clarence Svedman stated he felt certain the Colorado State Soil Conservation Board would be willing to pay $87. 50 for the first additional 500 copies. George V/eaver said that the Fort Collins SCD had need for a number of extra copie s and his district would be willing to donate $50 towa.rds a second printing of the booldet. In light of this discus sion, Director Johnson moved that the state association order an additional printing of 1, 500 copies to take care of present and future requests. The motion was seconded by Director Be~rdand passed.

Ray McDaniel, assistant state conservationist, Denver, was ac'::.ed to discuss current national legislation and appropriations having to do with the Soil Conservation Service. He explained that the present outlook indicates there will be enough funds appropriated for the 1964-65 fiscal year for most SCS

commitments, in spite of a reduction in total congressional appropriations. There will be adequate money in the first six or eight months for present con-tracts, but additional future contracts may be limited. Watershed funds for the coming year are about the same as for the past year, and at present there is less watershed activity. There has been a reduction in funds for SCS personnel and the staffs are being reduced accordingly. It seems that adjustments can be worked out reasonably satisfactory, provided another cut in personnel is not required in the coming 12 months. McDaniel also told of the new program of the bureau of reclamation having to do with weather modification (cloud seeding) in which it is anticipated the snow pack on the Western Slope might be increased by 25 percent. The SCS will be asked to help in making snow measuremente in more locations than in former years.

Bud I-Iallock told of district consolidations which had been achieved in

recent months, with special reference to combining of the Shavano, Uncompahgre and Cimarron districts into the new Shavano district, a.nd the uniting of the

Upper alld Lower White River districts into one new district. He said additional acres had been added to the Burlington district, and that further additions may be made to districts in Baca county. Hallock reported the new Prairie district is growing and developing nicely, and at present Kiowa is the only county in the state without a soil conservation district.

As the final busines s before lUllCh, President Chambers told of the Public Lands meeting he attended at Alturas, California. Through speeches, panels

-3-and a one-day tour, those attending the meeting discussed range renewal -3-and range improvement methods, the elimination of sagebrush and the planting of wheatgrasses in an effort to increase the carrying capacity of the land. He also told of a county which was being reimbursed when the land was taken off the tax rolls for conversion into a wildlife area. President Chambers said he believed Colorado is doing just as well in its range improvement programs, and related local instances where the number of cattle permitted to graze in certain areas had been increased more than 50 percent. Under the heading of new and other business, Director Johnson told of the increasing menace of the Canada thistle infestation in northern Colorado. This introduced a d.iscussion relative to the source of the infestation, areas affected, control methods and the possible need for legislation designed to assist in the control and eradication of the weed pest. Director Johnson also suggested the state ascociation consider ways and meane of awarding work unit conservationists and other 8C8 personnel who have been of exceptional assistance in various dis-tricts ia Colorado.

The meeting adjourned at 4:20 pm.
