Glover and Darren suggested to Mr Barbeck that on a [illegible] coated with a film for suppressing evaporation the coated areas waved at warmer than the uncoated areas [illegible] that the reduction from the coated areas would be corresponding in [illegible]. This might be used as a basis for

photographing the lake surface for determining the extent of coverage. This would be done by interposing a layer of infra-red sensitive phosphor which will glow with green or similar light when struck with infra-red light of wavelength about 10 [micrometers]. The phosphor waves 10 [micrometers] held in close contact with the film during the exposure [illegible] the camera and the exposure made through a suitable Infra-red filter. It was as necessary to [illegible] the camera to prevent fogging of the film.

Thursday April 18 1957

Call from Puls of the Reclamation Bureau in the afternoon. He requested that I call Mr C.V. Davis, President of the Harza Engr Co of Chicago Ill Collect in regard to some consulting work they needed to have done.

Call was made to Mr Davis as requested. Work concerns analysis of an arch structure spanning a

gorge as a part of a spilling structure. A lawsuit is involved. About two weeks work. One week of analysis one week in Washington State including with perhaps two days on the witness stand. An independent analysis by Mr Paine is already available.

Discussed possibility with Mr Harbeck of the U.S.G.S. and he expressed no objection to my doing the work.

Called Dr Chamberlain at Fort Collins to discuss the possibility with him. He says a recent development is that Dr Peterson is going to Logan (Utah) to become Dean [illegible] This will make it necessary for him to give me some of the work he has been doing. He mentioned some new work which has come in. He will call me at The Bureau of Reclamation at about 2:30 pm tomorrow afternoon to advise on to whether they can spare me for two weeks.

Called Mr Parme at Chicago to learn what his connection with the work is. He said he made

computations about two years ago, and described some details of the arch structure which he says is behaving well. He can not accept the work as it is against the policy of the Portland Convent [illegible] to permit their employees to take part in matters under litigation. He had talked to the Harza Company in the afternoon.

As an aside, he was advised that a sponsor had been found for the Arch Dam Symposium volume providing firm order for 250 copies can be obtained. He promised to prepare an order for 50 copies. He was advised that the present thinking about prices is $3.50 per copy in lots of 50.

Call from Mr Lou LaBruzza of the Colorado Surplus property Agency 847 East Colfax-ch-4-6696 about the paperwork for transfer of the Reflex Integraph from the Bureau of Reclamation to the Colorado State University at Ft Collins. He wanted statement from C.S.U to accept the device. Call was made

to Ft Collins and charged on R.E. Glover. Pearl-3-8757 to get this data. Talked to Dr Chamberlain. They had called Mr Kadie yesterday and given the details (but Mr Kadie has apparently gone to Washington) They will call Mr La Brazza and provide the required information. Mr Hummel is working on the

arrangements for the Bureau of Reclamation 6807 or 406. Mr LaBruzza estimates 10 days will be required to compute the details. Mr E.E. Hickman is Assistant Business Manager at C.S.U. (A&M) R.E.G.

Talked with Harbeck & Lyons about work allotment for Bureau of Reclamation. Letter of July 19 1956 to Mr Lyons from Mr McClellan arranges for 3 months of my time for the year beginning Sept 1 1956. Also states payment will be made from funds for fiscal year 1957.

Dudgeon says 414 hours or 51.6 days have been put in for Bureau to include May 1 1957. At 2080 workdays per year Mr Lyone says 500 hr, 4 more, would be allowable.

Conference with Roy Dexter, order Rice, Merlin Cooper, Mr Townsend, Ernie Schultz on studies for Glen Canyon Dam. Vertical displacements in Glen Canyon dam due to restoration of subcooling temperature to be accounted for in the Compler trial loss study of section 19.A.

Separate sample [illegible] study to be made by Western method of conductions with no cooling & No grouting. Top of door is 3715 bottom is at 3010. Water level to 3480 needed for stress control. Some studies in dedication may be needed as they cannot get the level at the time of grouting.

Mr Hilton Cooper came in this morning. Day spent in conferences when H. Cooper Stan Lohman and A. Johnson as the writer on methods of attack on the problem of saltwater intrusion. R. Glover will make analytical studies of transient conditions, erosion, diffusion caused by tidal action. Mr Johnson will make experiments to determine diffusion constants, then patterns and erosion. Mr Johnson will have copy 8 program typed.

WM Evans arranged a conference with Mr Grey on the use of the Mathematical Theory of heat

conduction in solids. He turned me over to Mr Nelson who introduced me to Charles Stalzer. He studied at MIT and his only formal contact with heat conduction was in connection with causes on Aero

Engineering structures. He uses I.A.M. [and] digital procedures. He thanks a course in heat conduction about or arranged doing formal lines.

Talked with Warren K. Watson also. He took her work at Washington state. Studied under Proj Emmett Moore. No formal work in heat conduction. He uses digital computer methods but has considered analogs. He thinks a course in heat conduction [illegible] be arranged along formal lines also. Both he and Stulzer think digital and analog procedures should be mentioned in a course. Watson thinks the demand for heat conducting work will increase. R.E.G.

Conference with Messrs Harbeck and Quinn of the U.S.G.S. to consider the questions dissociated with my resignation. These concern the possibility that a mistake was made by the Government at the time I returned from the Bureau of Reclamation and its possible effects on my case. In particular, that I might have to refund about $1000 of annuity payments.

I took the position that I had done what I could by resigning and that any further action should be taken by the Government of any is needed. I offered what help I could give even though it may cost me a considerable sum of money through no fault of my own. Messrs Harbeck and Quinn talked to the Washington office while I was there.

In the afternoon I drove to Ft Collins and worked 2 hours at the Colorado State University R.E.G
