SUBJECT: Proposed Substitute Bill for S. 2117, amendments to Public
Law 93-320.
We have received this day the enclosed proposed substitute bill for S. 2117. This bill seeks to amend Public Law 93-320, the Colorado River
Basin Salinity Control Act.
Please note that the Commission's concern with respect to a
limita-tion on mitigalimita-tion expenses is taken care of in Section 2 of this proposal. I discussed the matter with Larry Morrill and he informed me that wide
circulation has been made of the enclosed material.
The second communication which is enclosed herewith is ~ew Mexico's
comments with respect to this proposed substitute bill. Mr. Reynolds
author~zed me to circulate his comments for the Coanission's infor,aa,tion.
