The reservoir le hosted as an umasmed tribmtary te Malmo Creek. The reservoir will be filled by water diverted from the Delores liver through existing canals of the Meateems Valley Irrigation Company.

GAGE ROD

A permanent gage rod marked in feet and tenths of feet shall be installed on the upstream face of the dam near the out-let conduit. The zero of the gage shall be placed at the ex-act elevation of the bottom of the outlet conduit at the upper end thereof.

SUPERVISION

All construction shall be under the supervision of a qual—

ified engineer employed by the Soil Conservation Service. The State Engineer or his representative shall have access to the job at all times for inspection purposes. Pursuant to the provisions of the law, the dam is not considered as having been completed until finally accepted in writing by the State Engineer.

CHANGES IN SPECIFICATIONS

These specifications and the accompanying plans shall not be changed in any particular without the prior written con-sent of the State Engineer.

QUALITY OF WORK

All work shall be completed in a workmanlike manner to the lines and grades shown on the plans. Adjacent areas and borrow pits shall be left neat and orderly.

Unless otherwise provided, no charge for extra work or mat-erials will be allowed unless approved by the engineer and ordered in writing by the owner, with the price stated in such order. •

INTENT OF PLANS AND SPECIFICATIONS

Anything mentioned in the specifications and not shown on the plans or shown on the plans and not mentioned in the specifications shall be of like effect as if shown or men-tioned in both. The contractor shall not take advantage of any errors, discrepancies or omissions which may exist in the plans and specifications but shall immediately call them to the attention of the engineer whose interpretation or oorrection thereof shall be conclusive.

COFFERDAMSi UNWATERING & PROTECTION CF WORKS AGA:D,ST FLOODS It shall be the responsibility of the Contractor to take such steps as he considers necessary to protect the project work during construction from runoff after rains or continuous stream flow if such occurs. The size of the drainage area above the project is given on the plans.

The Contractor shall keep the foundation free of water, silt, debris, or other deleterious matter. He shall furnish all material and furnish and operate all equipment required to provide protection. After having served their purpose, all protective works shall be removed. Cmnstruction of the protective works required to protect the work during construction shall be at the expense of the Contractor, as shall be the expense of furnishing and operating the equipment required.

The contractor shall excavate for the base of the inlet and outlet structures and anti-seep collars in accordanse with the lines and deviatians shown on the plane and established by the Engineer. Tb• excavations for the portion of the anti-seep collars below the flow line of the pipe shall be made sufficiently wide to permit mechanical tamping of baSkfill material.

After the lower portions of the anti-seep collars have been installed the unoccupied space shall be beskfillod in accordance with paragraph 229$ -TRENCH BACKEILL - of these specifications.

The Contractor will net be paid for the structural excavation required for the anti-seep collars and the pipe as such, as the cost of this work shall be included in the bid price per linear foot of pipe.

For welded steel pipe, the embankment shall be shaped to fit the attar circumference of the pipe in such a manner that at least the lower one-quarter (V4) or ninety (90)) degrees of the outside circumference of the pipe shall

boar against solid undisturbed ground or compacted material for its entire length permitting no tipping or rocking.

Cci.re shall be taken not to excavate below grades indicated on the plans unless directed by the Engineer. Such excavation below grade not directed by the Engineer shall be corrected at the expenso of the Contractor by placing firmly compacted 'dyers of earth umpiring with the specification for backfill.

haunches of the pipe conduit. The backfill under the Mynahs* may be hand tamped if suitable mechanisal impactors are not ennoble. The balsas* of the fill from two (2) feet above the top of the pipe te the ground surface after remowal of top soil will be made in aeserdanoe with the compacted earth fill opecificatisms for the adjacent embankment.

The Contractor will net be paid for the compacted trot& baskfill from the bottom of the pipe to the earth surface after removal of top soil as the cost of this work shall be included in the unit contract price per linear foot of pipe.

At sections of the outlet pipe where the trench dome net extend to a hoight of two (2) fest above the top of the pips, this embankment adjacent to thy pip. shall be compasied in a libe manner to the "Trench Backfill",

Paragraph 2294. The layers en leash side of the pipe shall be placed and tamed concurrently so as to prevent displacement of the pipe by unequal side thrusts. Mechanical compaction shall be serried to a height of two (2) feet above the top of the pipe and laterally in accordance with the diagram shown on the plans or as far as may be required to blend with the body of the fill which is compacted by tellers.

The Contractor will be paid far the embankment adjacent to the pipe above the ground lines after removal of topsoil, at the sentract price per cubic yard for the class of the adjacent compacted fill.

SPECIAL SPECIFICATIONS L-230 CONSTRUCTION OF CUTOFF IN BASE OF DAM

230.1 SCOPE

The work covered by this specification includes the furnishing of all material, equipment and labor and performing all operations in connection with the excavation of a cutoff trench in the dam as shown on the plans or as directed by the Engineer and the backfilling of this trench.

230.2 EXCAVATION OF CUTOFF TRENCH

A cutoff trench of the bottom width and side slopes shown on the plans shall be excavated in the foundation along the main axis of the dam, and shall extend the full length of the dam.

The depth of the cutoff trench shall be as indicated on the plans unless chanced by the Encineer during excavation. The excavated material will be used in the embankment of the dam if deemed suitable by the Engineer.

If the cutoff trench excavation is used directly for embankment in the dam, the Contractor will not be paid for excavating the cutoff trench as such, but will receive payment for the material placed in the embankment at his unit contract price per cubic yard for the class of earth fill in the embankment.

If the excavated cutoff trench material is unsuitable for use in the embankment and is wasted as directed by the Engineer, the Contractor will be paid for excavating and wasting such material at his unit contract price for common excavation. If si>h excavated material is later determined by the Engineer to be suitable and it is used in the earth fill, the Contractor will be paid both for common excavation and compacted earth fill. Measurement of the quantities for payment will be made by the Engineer by cross sectioning

before and after excavation of the material to be ,Jasted. The volume of common excavation will be determined by the average end area method from cross sections.

230.3 CUTOFF TREWCH BACKFILL

The cutoff trench backfill shall be selected impervious material

approved by the Engineer. The backfill shall be deposited in accordance with the technical specifications for the class of compacted earth fill indicated on the plans and in the bid schedule.

The Contractor will be paid for placing and compacting the cutoff trench backfill at his unit contract price per cubic yard for the class of

compacted earth fill specified.

SPECIAL SPECIFICATION L-232 STRUCTURAL EXCAVATION 232.1 SCOPE

The work covered by this specification consists of furnishing all labor, equipment and materials necessary to perform the structural excavation required to construct the structures shown on the plans. For these specifications

structural excavation shall an all excavation necessary to build the structure or structures in accordance with the plans and these specifications.

232.2 GENERAL - STRUCTURAL EXCAVAT/ON

All excavation shall be made in accordance with the lines and elevations shown on the plans and established by the Engineer. Care shall be taken not to excavate below the elevations indicated on the plans unless directed by the Engineer. Such excavations below grade not directed by the Engineer shall be corrected by placing either firmly compacted layers of earth near optimum moisture content or by placing a sub-floor of mass concrete, as required, to provide a gcod foundation. The Engineer will determine the method to be used. Special care shall be taken not to disturb the bottom of the excavation after excavation to final grade has been made.

The Contractor may make the width and length of the excavation for the structure any reasonable distance to enable him to proceed with his construction plan, unless indicated otherwise on the plans.

Where unstable material is found during construction beneath the bottom of the structure, the unstable material shall be excavated as directed by the Engineer and the Contractor will be paid forihis work as extra negotiated work in accordance with the contract. The space occupied by this unstable

material shall be backfilled by placing firmly compacted layers of selected earth in accordance with the specifications for the class of earth embankment specified for the embankment.

The Contractor will be paid for this backfill at his unit contract price for the class of earth fill specified for the embankment.

232.3 PAYMENT FOR STRUCTURAL EXCAVATION

The Contractor will not be paid for structural excavation as such. All structural excavation, including the cost of labor, equirment and material

required for it, shall be considered as a subsidiary obligation of the Contractor and the cost of this work shall be included in the contract unit prices for

concrete, reinforcing steel, dOncrete or steel pipe lines of the principal spillway through the dam, as the case may be.

SPECIAL SPECIFICATION L-234 COMON EXCAVATION 1. GENERAL

Common excavation shall be performed, measured and paid for in accordance with Construction Specification 4-58 - EXCAVATION except that excavated

material from any of the required excavation deemed suitable by the Engineer, which is hauled and placed in the fill or embankment in one operation will not be paid for as common excavation but will be paid for at the contract unit price for the class of fill or embankment in which the material is placed. When the excavated material is too wet to obtain proper density in the fill using methods outlined in Construction Specification 5-58 - EARTH FILL, the Engineer may request the Contractor to stock-pile the material to dry out, if the material is later used in the fill, the Contractor will be paid both for common excavtion and for fill or embankment.

2. EXCAVATION OF EMERGENCY SPILLWAY AND USE OF TOPSOIL

When excavating the emergency spillway, all topsoil shall be salvaged and stock-piled for use on the emergency spillway, dam or dikes. The spillway shall be over excavated and backfilled with topsoil if called for on the plans.

SPECIAL SPECIFICATION L-260 CONCRETE

(All States in Unit except Nebraska) 260.1 Genera/

-The concrete shall be of the class indicated on the plan and in the bid schedule and shall meet all the requirements of Construction Specification 8A-58 - CONCRETE except for the following modifications:

(1) In paragraph 8A.10 "Placiate change the sentence starting on the third line of sub-paragraph 8A-10.1 "General" (which reads "Concrete shall be placed within 1 1/2 hours after the introduction of the water to the cement and aggregates") to read as follows: "Concrete shall be placed within 1 1/2 hours after the introduction of mixing water to the cement and aggregates. In hot weather or under conditions contributing to quick stiffening of the concrete, a time less than 1 1/2 hours may be specified by the Engineer."

260.2 Expansion and Contraction Joints (1) General

Expansion or contraction joints shall be in accordance with paragraph 8A.12 of Construction Specification 8A-58 - CONCRETE. When called for oa the plans, smooth steel shear dowel bars will extc-n:1 through the expansion joint. (D-260)

An expansion sleeve shall be provided on end of each dowel bar. The sleeve shall be metal of an approved type, crimped or capped on one end, and provide a minimum of three (3) inch length of covering of the dowel bar with a minimum qf three-quarters,

(3/4) of an inch expansion chamber beyond the end of the dowel bar. The portion of the dowel bar on the expansion sleeve side of the joint . shall be coated to prevent bond,between the bar and. the concrete. The dowel bars shall be securely held in place by use of metal dowel chairs at each intersection of a dowel bar and spacer bar, The dowel bars shall be installed on proper

horizontal and longitudinal alignment to assure a workable expansion device.. Me premolded joint filler at these expansion joints shall be held in a true vertical plane by means of a header board., The header board shall remain in place for a minimum of thirty(30)minutes after the concrete has been placed on one side or until the concrete has set sufficiently to prevent sloughing, before the header is removed and the work of placing concrete continued.

At all expansion joints shown on the plans, a premolded joint filler of the thickness specified, shall be. provided to prevent bond between, and alloy for the expansion and contraction of adjacent parts. The filler material shall be of sufficient length and, width, and Shall be accurately cut, matched and placed to prevent contact of the concrete in the parts of the structure to be separated. Premolded joint material shall be of the type specified on the plans. If a

Additional Special Specifications

1. METAL SLIDE GATE. GUEJATTING MECHANISM, AND AIR VENT PIP& The Contractor

'lean furnish and install in the inlet structure of the outlet oonduit one

metal slide gate with type back and frame shown on the plans. The slide gate shall be initialed in accordance with Construction Specification 18-58 - GATES AND VALVE INSTALLATION.

The Contractor shall paint the exposed surfaces of each gate and frame in accordance with paragraph 14.7 - PAINTING of Construction Specification 14-58 - METAL FABRICATION AND INSTALLATION.

The gate shall be inst-lled in such manner as will prevent leakage about the frame.

All anchor bolts shall be inserted into holes provided in gate. The completely assembled gate shall be set into position in the forms and forms shall be true and in line with the travel of the gate. Anchor bolts and other metal work to be embedded in concrete shall be supported firmly and accurately in final position before placing the ooncrete.

The elide shall be in the fully closed position so as to prevent warping of the seat when the concrete is poured. After the forms are removed any voids between the back of the gate and the concrete shall be filled with grout or sealing ocmpound. Warping of the gate to conform to the ooncrete will not be allowed.

Payment will be made for furnishing, installing and painting gate and frame at the lump sum contract price in accordance with Method 1, of para-graph 18.4 of Construction Specification 18-58.

The Contractor shall furnish and install the air vent pipe and gate

lifting mechanism oonsisting of gate stem with stem couplings and stem aleeves as indioated on the plans, galvanized standard steel pipe for gate stem

housing per plans, and steel straps and bolts for fastening pipe to ooncrete posts, one oil retainer similar to the details shown on the plans, one
