Relating to the Psychopathic Hospital and Laboratory of the University of Colorado.

Be it Enacted by the General Assembly of the State of

Colorado!--Section 1. The words "The Hospital", ttsaid Hospital" and "Psychopathic H:ospi tal" used in this Act shall be u.nderstood to .. ean and to refer to the Psychopathic Hosp1 tal and (,aboratory of the University of Colorado,fi t2)establishe0 under and

pursuant to Chapter 169 of the Session Laws of 1919, of the GeneralAssembly of Colorado.

Section 2. The conduct and control of said Hospital shall be vested in the Board of Regents of the Univer•si ty of Colorado, as provided in said Chapter &69 of the Session Laws

opinion of the Board of Regents, I\ promote the welfare of the patients committed to its care, and assist in the application of science to the prevention and cure of mental diseases.

Persons eligible to admission to said Hospital as patients shall belong to one of the following classes: First, Voluntary Public Patients; Second, Committed Pubiic Patients; Third, Voluntary Private Patients; Fourth, Committed Private P�tients; Fifth, Part Pay Patients, either voluntary or com­ mitted.

A Voluntary Public Patient is one who is admitted to tne Hospital at his own request, or at the request of the person who has lawful custody ci!llllill control over him. A Committed Patient is one who is ordered by the court to sub�it to. observa­ tion, care and treatment at the Hospital. A Private Patient is one whe1:1e entire expenses at the Hospital are paid by

himself, or out of his estate, or by those responsible for his support, or by some person who voluntarily assumes the expense-f.

A Public Patient is one whose entire expense,- at t!:1e Hospital

� paid out of tho Psychopathic Hospital Fund, hereinafter

mentioned. 114

A Part Pay Patient is one IThose expensel �paid in part out of said Psychopathic Hospital Fund, and the remainder fiilliPe paid by himself, or ou·t of his estate, or by those legally responsible for his support, or by someone .1ho 'foluntarily assumes the expense.

be remedied by observation, treatment and hospital care, and

if the information filed us provided in Section 4 hereof shall allege that said person for whom treatment is sought is unable financially, either of himself or of others, to provide himself with such treatment, then it shall be the duty of said County Judge to cause thorough investigation to be made, 1f such has not already been done, of the financial condition of said person

as provided for such investigation under Section I of this Act.

If the report of said Commission shall state that said person 1.s afflicted with a mental disease or disorder or abnormal mental condition which can probably be remedied by observation, treatment and hospital care, and if said County Judge shall be satisfied that said person is unable financially either of himself or of others, to provide himself with such observation, treatment and hospital care, then said County Judge shall enter an order cornmi tting said person to sid.d Hospital as a Committed Public Patient.

If it shall appear to said ,Judge that said person

is able financi.ally, either of himself or of others, to provide

himself with such observation, treatment and hospital care, then said County Judge shall enter an oz•der cornmi tting said person as a Committed Private Patient.

If the Court shall find that said person for whom treatment is sought, or_those legally.responsible for his support, u.re able to payApart, but not in full, the expenses

Whenever any physician in any county

in the State shall report to the Director of said Hospital that there is in his county a person afflicted with a mental diser,.se or disorder or an abnormal mental condition which can

the p;,--•ocedure hereinabOve prov�ded would jeopardize said person(s life or recovery, said Director may, in his dis­ cretion, authorize the prompt admission of said person to

said Hospital without awaiting the order of Court as herein­ above provided, except that no person shall be brought to said H()Spita.l agatnst his will if he be sui juris, or against the will of the person having his lawful custody and control, except 1..1pon a;1 order of the Court, entered as hereinabove provided.
