Mr. SAYLOR introduced the following bill; which was referred to the Com-mittee on Interior and Insular Affairs

A BILL

To preserve permanently as· a national park, an a~ea of national significance in Colorado and Utah, such park to be known as the Dinosaur National Park, which shall supersede the . Dinosaur National Monument, and for other purposes.

1 Be it enacted by the Senate and House of Representa- 1 2 tives of the United States of America. in Congress assembled, ... 3 That, in order to preserve in a natural condition· as a national 4 park for the benefit and inspiration of present and future 5 generations, the nationally important scenic grandeur, geo-6 logic phenomena, and scientific features of those portions of · .. 7 the canyons of the Yampa and Green Rivers that are now 8 contained in the Dinosaur National Monument, Colorado and :

1 Utah, there is hereby established, as described in section 2 2 of this Act, the Dinosaur National Park.

3 Such national park shall be preserved, protected, and 4 administered by the Secretary of the Interior for the benefit 5 of present and future generations in accordance with the 6 basic policies established by the Congress for the

preserva-7 tion of the national parks, pursuant to the Act of August 25, 8 1916 ( 39 Stat. 535; 16 U.S.C., 1946 edition, sees. 1-3), 9 as amended and supplemented. Any reservations or with-10 drawals of any kind that otherwise would have been ap

-11 plicable to the lands now or hereafter included in the park 12 shall be void with respect to such lands upon their inclusion 13 in the park.

14 SEc. 2. The Dinosaur National Park, as established pur-15 suant to this Act shall include, subject to ·valid _existing 16 rights, those lands in the States of Colorado and Utah, de-17 scribed as follows:

SEC. 3. For the purpose of developing a suitable

park-2 way approach or approaches to Dinosaur National Park

3 from United States Route 40, the Secretary of the Interior

4 is hereby authorized, in his discretion, to accept donations of

5 land or interests therein within such area or areas to be

6 determined by him, but not to exceed an average of one

7 hundred acres per mile: Provided That in the selection of

8 lands under this authority the Secretary shall include an

9 area or areas sufficient to facilitate the development ofbranch

10 parkway entrances to Harpers Corner, Round Top, and other

11 comparable points of interest in the park.

12 The Secretary of the Interior is hereby authorized, upon

13 acceptance by him of title to lands or interests therein under

14· this section, to construct, reconstruct, improve, and maintain

15 upon the land so accepted an entrance road or roads of park

16 standard, inclusive of necessary bridges, and there are hereby

17 author~zed to be appropriated such sums as are necessary

18 to accomplish the purposes of this section. The Secretary is

19 authorized further to promulgate and enforce such rules and

20 regulations for the administration of the said park approach

21 or approaches as in his discretion may be necessary or he

22 may, by appropriate order or orders, revise the boundaries of

23 Dinosaur National Park to include the parkway lands, such

24 order or orders to be effective upon publication in the Federal

1 SEC. 4. vVhere any Federal lands included within

Dino-2 saur National Park by this Act wete legally occupied or

3 utilized on the date of approval of this Act for grazing pur-4 poses pursuant to a lease, permit, or license issued or

au-5 thorized by any department, establishment or agency of the

6 United States, the person so occupying or utilizing such lands, 7 and the heirs, successors or assigns of such person, shall

8 upon the termination of such lease, permit or license be

9 entitled to have the privilege so possessed or enjoyed by him

10 renewed from time to time, subject to such terms and

con-11 ditions as the Secretary of the Interior shall prescribe, for

12 a period of twenty-five years from the date of approval of

13 this Act, and thereafter during the lifetime of such person

14 and the lifetime of his heirs, successors or assigns, but only

15 if they were members of his immediate family on such date,

16 as determined by the Secretary of the Interior: Provided, 17 That grazing privileges appurtenant to privately owned lands

18 located within Dinosaur National Park established by this

19 Act shall not be withdrawn until title to the lands to which

20 such privileges are appurtenant shall have vested in the

21 United States, except for failure to comply with the

regula-22 tions applicable thereto after reasonable notice of default. 23 Nothing contained in this Act shall be construed as creating.

24 any vested right, title, interest, or estate in or to any

1 SEc. 5. The Presidential proclamations of October 4,

2 1915, and July 14, 1938, establishing and enlarging the

3 Dinosaur National Monument are hereby superseded and

4 any remaining unexpended balances of funds appropriated

5 for the Dinosaur National Monument shall hereafter be

available for expenditure in connection with the administra ;-7 tion of the Dinosaur National Park.
