Nedan följer en sammanställning av information/länkar kring ordnat mottagande för barn utan vårdnadshavare vid återvändande till Haiti.

Kontroll och drift av barnhem
Institutet för social välfärd och forskning (Institut du Bien Etre Social et de
Recherches - IBESR) inom departementet för sociala frågor ansvarar för
skydd av barn och för övervakning och auktoriserande av Haitis barnhem,
så kallade ”residential care centers”. Enligt den information som hittats
drivs barnhem på Haiti i privat eller kyrklig regi, eller är sponsrade av
frivilligorganisationer.

The IBESR has official responsibility both for child protection and for monitoring and accrediting the country's numerous residential care centers. In partnership with other governmental agencies and international actors operating through the Vulnerable Children's Working Group (created after the 2010 earthquake), the IBESR made significant effort to expand protections for youth. The IBESR deployed numerous frontline workers and inspectors to bring residential child care centers under its control. In 2012 the
institution had identified 724 centers, registered the 16,955 children residing in them, and assessed 468 of the centers.
U.S. Department of Labor (2014):
Government programs to support child protection. IBESR reinforces the Government’s regulatory framework for residential care centers (orphanages), collects information on vulnerable children, and tracks them through the National Child Protection Database.(31) In 2013, IBESR updated its census of children’s shelters, thus
identifying 756 residential care centers housing more than 34,000 vulnerable children.(7) In 2012 and 2013, IBESR closed 40 residential care centers for violations of international standards. In 2013, IBESR identified 754 children in domestic service and either reintegrated them with their families or placed them with foster families.(31)

UNICEF (2013):
With technical, financial and material support from UNICEF, the first ever directory of residential care centres was developed and published by IBERS, and 520 out of 776 centres have currently been evaluated. Of these centres, only 30 percent are compliant with minimum standards and only 15 percent are accredited by the state.

While IBESR and its child protection partners are working hard to deinstitutionalize children and find appropriate care for them, there are still some challenges: the database is having trouble absorbing all information and needs to be repaired; the state does not have a transit centre for children at risk; and the state does not have enough capacity (especially financially) to provide adequate support to vulnerable families to prevent abandonment.

Kontroll av barnhem
När det gäller att skydda alla ensamma barn har regeringen med stöd av UNICEF arbetat hårt för att stärka polisen, gränsbevakning, policys och lagstiftning. Extra fokus har lagts på en översyn av institutionaliseringen av barn. Innan jordbävningen visste inte regeringen hur många barn som bodde på institutioner eller ens vilka institutioner som fanns. Under det senaste året har man gjort en stor översikt och börjat kontrollera alla barnhem och nu finns äntligen ett officiellt register över barnhemmens status. Hittills har över hälften av landets cirka 650 barnhem besiktigats och över 13 400 barn (av de uppskattningsvis 50 000 som lever i institutioner) har registrerats.

Orphanages packed with little ones dot the landscape here, some with brightly colored signs outside their gates, others unmarked on back roads. But many of the children are not actually orphans, and a campaign is under way to close as many of the institutions as possible for good.

To reduce the number of orphanages, the government has also begun inspecting institutions here in the capital and in the far-flung provinces and trying to close those in the worst shape and reunite as many children as possible with their families. A vast majority of the orphanages are unauthorized, and only 112 are accredited. Before this year, the government did not even have a count of the
institutions.

With a team of 160 inspectors, financed in part by Unicef, the government has reviewed 725 orphanages and has found 72 to be of such poor quality that they should close. But actually shuttering them is another matter. Since September 2011, only 26 have been closed.
When one orphanage, Soeurs Rédemptrices de Nazareth, in the hills outside Port-au-Prince, was closed in June, 3 of the 64 children had to be hospitalized because of malnourishment, officials said, and others showed signs of rat bites and scabies. The director, Sister Dona Bélizaire, has been jailed on suspicion of child trafficking. Her backers have started an Internet campaign asserting that she is being held without cause.
The closings, though, have halted, because there are so few authorized orphanages that can take in children while the
government tracks down their families, said Mrs. Villedrouin, the child welfare official.
“I should maybe close 60 or 100, but the other orphanages are already full, and I don’t have the space to relocate the children,” she said. To ease the transition, the government plans to give reunited families several hundred dollars, as well as pay for at least a year of

schooling. But the more challenging issue is persuading families not to turn their children over to orphanages at all.

Haitis skolsystem har stora brister, vilket bidragit till att bara hälften av den vuxna befolkningen är läskunnig. På många håll utanför städerna saknas skolor och där stannar barn ofta hemma när den sexåriga skolplikten börjar vid sex års ålder.
Den förödande jordbävningen 2010 slog sönder en stor del av det redan otillräckliga skolsystemet. Utöver att tusentals elever, lärare och annan skolpersonal omkom raserades över 4 000
skolbyggnader. En stor del av landets skolväsen var stängt i upp till ett år efter katastrofen.
Bara två barn av tre skrevs in i grundskolan i början av 2000-talet, vilket ändå var fler än tio år tidigare. Enligt en rapport som bland annat Världsbanken låg bakom 2014 hade andelen barn som börjar skolan då ökat till 90 procent, vilket skulle innebära en avsevärd förbättring.
Men bara var tredje elev fullföljer enligt tidigare rapporter de sex åren. Många tas ur skolan av föräldrarna av ekonomiska skäl;
formellt är utbildningen avgiftsfri men skoluniformer och läromedel måste betalas.
Omkring vart femte barn i en årskull påbörjar det treåriga
högstadiet, där olika skolavgifter är högre, och ännu färre går i det treåriga gymnasiet. Den högre utbildningen bedrivs vid det statliga Université d'Etat d'Haïti och några privata högskolor och universitet, av vilka de flesta drivs med utländskt stöd.
På grund av den låga standarden i de statliga skolorna går nästan 90 procent av eleverna och studenterna i skolor som drivs av kyrkliga samfund eller andra privata organisationer. Men även dessa har ofta brist på kvalificerade lärare. Från 2006 har Haiti fått omfattande utländskt bistånd för bland annat lärarutbildning och fria
skolmåltider för cirka 45 000 elever som ofta inte får någon riktig måltid under resten av dagen. Reformen har lett till att fler barn väljer att gå till skolan.
