The reason for this session is that regardless of how idealistic or well-meaning we are, if we cannot translate our goals into effective programs, our prospects of success are no better then chance alone.
Too often, the assumption is made that understanding will develop if people are brought together. This is not neccessarily so.
If Peace Corps is serious about understanding as a major goal, it will stress mutual understanding in all aspects of its programming, for both staff and volunteers: i.e., in:
Selection Training
Inservice Support Post service Support
Project planning and design Evaluation
Public Relations
The understanding goal needs to be defined and redefined if it is to be translated into measures for evaluation or effectively built into programs.
Peace Corps should stress increased genuine ·participation of local people at all levels in all aspects of Peace Corps program planning, design, implementation, and evaluation, in ways that
enhance ownership, commitment, self-assurance, independence, equal status, and mutual respect and understanding.
With respect to the above, Peace Corps should examine other models and existing programs.
The understanding goal is perhaps best achieved through effective development projects, providing meaningful involvement of local people, but other models should be examined.
Community development and human development skills should be taught to all volunteers, particularaly technical specialists. This should be communicataed and reinforced throughout their service as an important part of their role. Promote the community development process and participation of the entire community in the self-help process, as a facilitator/catalyst, using a participative approach.
The aim should be to: tap local creativity release human potential.
Stress evaluation of staff and programs with respect to effectiveness in achieving this goal.
Additional brainstormed recommendateions related to the goal of understanding:
-Look at work camps as a model.
-Give volunteer time to interact with the people.
-Recognize that the volunteer has to get to know the people and trust his ability to develop before anyth ing can be accomplished. Adapt to the local sty le of getting things done. Spend time getting to know the
people before working on a project with them. this into training.
Build -Connect with non-government and indigeneous groups
where possible.
-Bring host country nationals to Washington.
-Connect with other volunteers or exchange programs (Use of foreign students, etc. in host community).
-Better way to respond to volunteer needs - (to develop better understanding of local context). Staff, experienced volunteers, host country national).
-Flexibility in process of relocation if an assignment is not working out.
-Flexibility in time for completion of projects.
-PC needs to make more agreements (colalboration) with other PVOs and non-governmental organizations - (host country as well as international). Allow the PCV a choice of emphasis in his/her work.
-Look at state of the art techniques in assessing volunteer effectiveness and in training and selection. -Screen and brief short term design consultants and
trainers, relative to understanding goal.
-More

community involvement - e.g. the CU SO committee idea, sister cities program.-More effective use and support of RPCVs to promote understanding.
-Increase ways of distancing PC from short te rm political agendas (maintain independence).

-Encourage PC to examine ways of expanding countries within which it works, regardless of political leanings or economic status •
