To all prospective bidders for construction of the IVANHOE,

CUNNINGHAM, AND MORMON TUNNELS AND GRANITE SIPHON, NORTH SIDE COLLECTION SYSTEM, AND HUNTER CREEK FACILITIES, SOUTH SIDE COLLECTION SYSTEM, FRYINGPAN-ARKANSAS PROJECT, COLORADO:

The Western Slope Collection System of the Fryingpan-Arkansas Project consists of two segments, the South Side Collection System and the North Side Collection System. The South Side System consists of approximately 20 miles of tunnels and con

-duits extending from No Name Creek in the Hunter Creek drainage to the inlet of the Divide Tunnel on the Fryingpan River. A contract for construction of two of the South Side System Tun-nels (South Fork and Chapman), the Divide Tunnel, and appurte-nant structures has been awarded. This work is being done under Specifications No. DC-6277. The contract also provides for con-struction of an access road up the Fryingpan River and for im-provements to a reach of the existing co~nty road. These are shown on the attached location map, Drawing No. 382-706-1885.

These roads have been completed. Completion of the remainder of the work under Specifications No. DC-6277 is scheduled for the fall of 1969.

Due to the remoteness and elevation of the area (approximately 10,000 feet) over which the work is to be performed, prospective bidders will probably not be able to inspect the jobsites at bid invitation times due to weather conditions. For the period Sep-tember 16 thtpugh SepSep-tember 27, 1968, the Government will provide guides to most of the sites where work is proposed. The Govern-ment will not provide transportation into any of the areas. Com

-mercial helicopto~, horses and other types of transportation are available in the Aspen, Colorado, area.

Arrangements for visiting the areas should be made with the Con

-struction Engineer, Post Office Box 551, Salida, Colorado 81201.

Telephone 539-6614, Area Code 303. As much advance notice as pos-sible to the Construction Engineer for guides will be appreciated.

Advance geologic inspection of the sites and of the rock cores can be made if desired before September 16 but the Government will not provide any guides for such inspection of the sites.

a. North Side Collection System. - The North Side Collection System ~ill consist of approximately 10 miles of tunnels and

conduits beginning at the inlet to the Divide Tunnel and will include the Granite Siphon, which is tributary to the system. Specifications for construction of the North Side Collection System are scheduled as follows:

Specifications to be issued about April 1969, for Ivanhoe Tunnel and related features, including Granite Creek Diversion, Granite Siphon, Granite Adit, and Fryingpan Conduit.

Specifications to be issued about May 1969, for North Cunningham Creek Diversion, Middle Cunningham Creek

Diversion, Cunningham Conduit, Cunningham Tunnel, Ivanhoe

Siphon, Ivanhoe Diversion, Ivanhoe Access Road and

im-provements to the "Power Line Road" into the Cunningham construction area.

Specifications to be issued about June 1969, for Carter

Creek Diversion, North Fork Fryingpan Diversion, Mormon

Creek Diversion, Mormon Tunnel, Carter Conduit, or

alter-natively, Carter Tunnel, and the North Fork Access Road. Completion of work under the three above specifications is

scheduled for December 1972. Approximate locations are shown

on the attached location map, Drawing No. 382-706-1885 and

preliminary alinement and profile information are shown on

attached Drawing No. 382-706-1886.

The work required by the specifications will consist of the

following items as shown on the drawings. Preliminary

quan-tities shown below are for the principal items of work to be

included in the specifications. The quantities listed will

necessarily be revised as detailed plans and specifications are completed.

(1) The Ivanhoe Tunnel is approximately 3.0 miles long.

The unlined diameter will be 10 feet 3 inches to a horseshoe

shape. Shotcrete will be specified for support and lining

where required. Steel rib supports and formed concrete

lining will be specified only for local areas of the tunnel.

Ivanhoe Tunnel wil l be required to be driven from the South Portal and Granite Adit only.

(2) The Cunningham Tunnel is approximately 2.9 miles long.

The unlined diameter of the tunnel will be 9 feet O inch to

a horseshoe shape. Shotcrete will be specified for support

the tunnel.

(4) Granite Siphon and Adit. - The Granite Siphon will

28-inch-outside-diameter steel pipe or suitable alternative. Granite

Adit which connects Granite Siphon to Ivanhoe Tunnel is

0.2 miles long. The unlined diameter of the adit will be

similar to the other tunnels.

(5) Conduits. - Three conduits will be required. The Fryingpan Conduit will connect the Ivanhoe Tunnel to the

Divide Tunnel. The Cunningham Conduit, between North and

Middle Cunningham Creeks, will connect Mormon and

Cunning-ham Tunnels. The Carter Conduit, or alternative tunnel,

at the head of this segment of the system, will carry water from Carter Creek to the inlet of the Mormon Tunnel and will intercept North Fork. Conduits will probably be

con-crete pressure pipe or pretensioned concon-crete pipe. If

considered feasible, monolithic construction or steel pipe alternates will be permitted.

(6) Diversion works. - Seven diversion dams are required

as shown on the drawings. Each will contain an adequate spillway to pass floodflows, gates to control downstream

fish releases and diversions, and headworks facilities.

(7) Roads. - The North Fork access road will be con-structed under the specifications, and paid for under

items in the schedule. Improvements to the "Power Line

Road" will be required, for which no direct payment will be made under the specifications.

The access road to Ivanhoe Creek Crossing will be required

under the specifications, and paid for under items in the

schedule.

All access roads including those constructed by the con-tractor to facilitate his operations shall have a minimum

width of 12 feet O inch, and a maximum grade of 8 percent

and turnouts 200 feet long, 10 feet wide, and intervisible

or at 1,000-foot intervals.

(8) Information concerning proposed location of aggregate

source can be obtained from the Construction Engineer, Salida, Colorado.

b. South Side Collection System. - The approximate location

of the Hunter Creek facilities are shown on the attached

Draw-ing No. 382-706-2333. The Hunter Creek work is a portion of

the South Side Collection System of the Fryingpan-Arkansas Project and consists of the following:

Construction of 7.7 miles of continuous unlined tunnel extending from No Name Creek to a point near Chapman

diversion works in Chapman Gulch. The unlined diameter

will be 8 feet 9 inches to a horseshoe shape. Shotcrete

will be specified for support and lining where required. Steel rib supports and formed concrete lining will be specified only for local areas of the tunnel.

Construction of diversion facilities at No Name, Midway, and Hunter Creeks.

HUNTER TUNNEL

Hunter Tunnel will be required to be driven from the outlet portal with disposal of waste material in Chapman Gulch. No access or construction roads will be permitted in the Hunter Creek Basin.

Access to diversion sites at Midway, No Name, and Hunter Creeks is possible only by foot, horseback, or helicopter. Access to the outlet portal of Hunter Tunnel is possible by

foot from the Chapman diversion works and may be inspected

from the air by helicopter. Issuance of specifications for

the Hunter Creek work is scheduled for about April 1969 with completion in December of 1973.
