COLORADO CATTLE FEEDERS ASSOCIATION BOARD OF DIRECTORS MEETING THURSDAY, FEBRUARY 7, 1974

PRESIDENT ROBBE'S REMARKS: President Rabbe explained that this meeting of the Board was closed to a I I but members of the Board because 9t some "faml ly

affa irs" that were to be discussed. He Introduced two newly elected directors, Les Kuhlman and Biii Broyles and the CCFA's first president Martin Domke.

RESOLUTIONS COr-'MITTEE REPORT: Chairman Jim Henry read the resolutions and, fol !owing a discussion during wh ich time some amendments were made, the report of the Resolutions Co!Mllttee was adopted by the vote of the Board .

PUBLIC RELATIONS COMMITTEE REPORT: Cha.lrman Jim Reeman announced that four people would be named as winners of the CCFA "Top Choice" award. They are Cecil Hel lbusch of Safeway Stores, Pete Peterson of the United Banks of Den-ver, Chuck Mui ler of KOA and Joe Tennessen of KFKA, Greeley. Plaques were to be awarded to these people at the Banquet.

BY-LAWS COMiillTTEE REPORT: Chairman Wm. R. Farr stated that the Committee had worked long to up-date and modernize the CCFA By-Laws and he went over each and every change carefully , leaving that sect ion dealing with the dues struc-ture for Pres . Robbe and 1st V. P. Webster to handle. Pres. Robbe said that the Committee had recommended raising minimum dues to $50.00 and 10¢ per head, one-time capacity. Of this, $30.00 would go to ANCA, making each CCFA member a member of ANCA. Considerable resistance to the minimum dues, ANCA membership, and the per head assessment arose and fol I owing a lengthy and searching dis-cussion during which time many members of the Board participated, It was moved and seconded that the mini mum dues be set at $25.00 and the assessment at 8¢ pe r head of cattle marketed. The motion passed with 27 "for" and 10 "against". The matter of membership in the ANCA was left to the Individua l member but, it was agreed that CCFA would encourage membership in the ANCA. President Rabbe thanked the By-laws Committee for the ir efforts. The By-Laws were signed by the Board members present.

PRES'! DENT'S REMARKS: Pres I dent Webster introduced the members of the Board who were In attendance and noted that the CCFA was off to a good start as new

The West Slope ls now ·represented by a Director. He also reported on his participation on an ANCA team that visited New York retal lers to encour-age greater beef promotional efforts. Other teams visited retal lers all over the U. S.

CONSUMER GROUP MEETING: Frank Sewald reported that the Secretary and he had attended a meeting Involving several consumer groups who wanted to see "lower

food pr! ces for the poor". . He was I mp ressed how I i tt I e these peep I e knew of

what went Into the cost of production of a pound of beef, or other food, for that matter. He felt some little benefit had been derived from the meeting. PUBLIC RELATIONS COMMITTEE: Don Thompson, Chairman of the Committee noted that only a couple of feeders' cars had Colorado Beef stickers on them. His committee

propo~ed that I) the Industry explore the cost of TV advertising and giving beef

away as prizes at the Bronco home games, 2) Feeders should encourage home ec classes to visit their feedlots and maybe have someone put on a cutting demon-stratt.on for the class, 3) make greater use of the CCFA speakers bureau and attempt to get greater numbers of requests for appearance by feeders on local "talk shows". President Webster noted that getting on talk shows was not diffi-cult. The Secretary Is to notify the radio stations of the State that CCFA will provide people to take part In these shows.

NUTRITION AND RESEARCH COMMITTEE: President Webster said the Nutrition and Research Cormlittee had met and were looking into new ideas and he reported that a Research Foundation fund was to be established In the CCFA, more to C'Ome of this later.

ENVIRONMENTAL COMMITTEE: Cormllttee Chairman Dick Dixon reported that the EPA was noted Interested In feedlots Cat the present) with capacities of more than

1,000 head but that the National Resources Defense Councl I had flied suit against EPA demanding that they control ALL lots regardless of size. It was moved and seconded that the CCFA register as a "friend of the court" In this matter and support the EPA In the suit with NRDC. Motion carried.

TAX AND LEGISLATIVE COMMITTEE: President Webster cal led on Conrnlttee Chair-man Martin Allard and thanked the members of this committee for their weekly attendance at the meetings of this "most active convnittee"". Martin corrvnented on the great Joint effort of the Colorado Cattlemen's Assn. and the cbLORADO CATTLE FEEDERS ASSOCIATION and the sol Id front they have maintained at the

Mike Loustalet,· Weld County Treas4rer. Hansen said that the Assessor simply ·

carries ~ltthe lqw and that now cattle are Inventory and taxable at 13% of

actual value Instead of 30% of actual value. Most Weld County feeders have been on an inventory basis. He ·bel leves that the Inventory method ls most fair. Mike Loustalet said that In the past out-of-state owners of cattle fed

In Colorado avoided taxes and the county was forced to sue for Its taxes. Now, a reciprocal agreement between counties makes a suit unnecessary and taxes are co I I ected or the. county c.an go aga l nst the catt I e for the taxes owed.

President Webster thanked the guest speakers and the .members of the two Districts as wel I as the off leers and Directors who attended the meeting. Meeting adjourned.
