A meeting of the Irrigation and Drainage Research Associa-tion is to be held at Asilomar, Pacific Grove, California, 2:30 p.m. Thursday, June 30, in connection with the Annual Convention Of the American Society of Agricultural Engineers.

Our Association meeting is to be essentially an informal affair where short discussions and possibly a few brief papers will be offered at this time. It is quite probable that there will ber enough interest in the various subjects discussed to warrant an adjouyeed meeting of our group and should this prove to be true the time and place best suited to all concerned will be decided at the conclusion of our pr,c<fam on the afternoon of the 30th.

If you are planning to be present at this gathering of research workers a brief summary of some phase of your activities will be quite in order. May we have the pleasure in having you with us on this occasion.

A meeting of the Irrigation and Drainage Research Associa-tion is to be held at Asilomar, Pacific Grove, California, 2:30 p.m. Thursday, June 30, in connection with the Annual Convention of the American Society of Agricultural Engineers.

After a long delay I have got around to answering your

letter in regard to a meeting of the Western Irrigation and

Drainage Association.

While Dr. Batchelor will not be able to attend,he

wished me to state that he is interested in the aims and

purposes of the associationend hopes that a meeting can be

arranged.

I expect to attend the American Society of Agricultural

Engineers and will plan to attend the Association meeting

also. It would appear that from a point of view of

convenience and conservation of time it would be advisable to

hold the meeting at Monterey following the A.S.A.E. meeting,

namely on Friday and Saturday, July 1 and 2.

I will be willing to help in any way I can but feel

that my efforts should be confined to a discussion rather

than to an attempt to present a paper.

I hope that you will be successful in arranging a

meeting.

similar letters to others interested in this subject here at the University. I am sure that he has no preference in the matter but will be glad to cooper-ate. I have already told him that some of us had suggested a meeting at Asilonar immediately following the A.S.A.E. Convention.

If you have not written similar letters to the Irrigation Group at Davis, I would be glad to discuss this with them.

I wish to thank 5ou kindly for your letter of February 24th and the invitation to present a paper before the estern Experiment Station workers. I have a very deep interest in this irrigation problem and I hope very much to be able to attend the meeting thich you mention. I am planning on making the trip to the lest Coast to the annual meeting of the American Society of Agricultural Engineers and also for several other purposes.

I do not feel that I should present a paper at this meeting, unless it were merely to briefly present the irri-gation situation in this State. bucn presentation could be made in ten minutes or less.

The vriter is not an experienced irrigation engineer. I am rather an experienced drainage engineer, having had consid-erable experience in drainage work throughout the swamps of Annesota. Of course, as you knot, there is a close relation-ship and right not I would be very much interested in attending this meeting for the valuable information I would secure from it.

Your letter of February 24, addressed to the Director of the Utah Agricultural Experiment Station, is received and has been taken up with our newly appointed director, Dr. R. H. Walker, who will assume his new duties April 1.

Dr. 0. lig Israelsen is giving a paper at the annual meeting of the American Society of Agricultural Engineers to be held in Asilomar at Pacific Grove, California, on June 27-30, so if the research workers'

meeting is called just before or just after these meetings, it will be possible for Dr. Israelsen to attend.

Dr. Walker has tentatively planned to attend soils meetings at San Diego, California, on the 20th and 21st of Tune, and he thinks that it will probably be impossible for him to be in attendance at the Irrigation meetings. However, it occurs to us that perhaps some of the soils people would like to attend the irrigation research meeting, and if so it mould be better if the meeting was set prior to the meetings of American Society of Agricultural Engineers.

Research group be heldaitrix the meeting at

Asilomar. As you know the American Society of

Civil Engineers are meeting in Salt Lake City

two or three weeks later, and I hope to make

the rounds in one trip from here. Therefore,

it will be preferable to have the Research

Association Conference just after the meeting

at Asilomar.

It is doubtful if there is any subject that I dhould suggest,

on which I might present a paper at this meeting. I gave a paper

at the Chicago meeting of the American Society of Agricultural Engineers

last December on "Sprinkler Irrigation in the Humid Sections of Oregon,"

in which I reviewed the rapid expansion of this method of irrigation,

attempting to give Some of the reasons for its development and expansion

in this area. I could go into this matter somewhat at your meeting

if it would be appropriate for the occasion.

I wond,./- if it would not be well to include the State Engineer or corresponding official for Texas since we are including others from the sub-humid area. I do not have his name so that I am not sending one to him.

I note that in your list of addresses you have the spelling of Tucson, wrong. It should be Tucson rather than Tuscon.

I assume that you intend to send a second notice to these men later when the time of the meeting is definitely fixed and I presume that at that time notices will be sent to the staff of the Division of Irrigation.

Your letter of February 24 arrived just as Mr.

Adams was leaving the State for perhaps a rather

ex-tended absence. I was able to reach him by telephone,

however, and get his reaction to your suggestion of a

meeting of the 1::estern Irrigation and Drainage

Assoc-iation either prior to or following the June meeting

of the A.S.A.E.

Mr. Adams agrees with Mr. W. W. Weir that it is a

very good idea to have another meeting of the

associa-tion and that the most satisfactory time for it would

be Thursday afternoon, possibly carried through

Thurs-day evening, June 30, since the A.S.A.E. meeting ends

at noon Thursday and most of the members will be

stay-inF over until Friday. To get the group together

be-fore Monday, June 27, or after Thursday, June 30, would

be difficult, Mr. Adams thinks. The obvious place for

a meeting on this date, of course, would be Monterey

(Asilomar).

Response is made to your circular letter of February 24 relative to the proposed California meeting of the Western Irrigation and Drainage Association.

In view of the fact that the Engineering Society meetings are the first four days in the week, it seems to me appropriate

that the Irrigation and Drainage Association should meet on July 1. Let the California Irrigation and Drainage workers arrange the place of meeting in harmony with their own wishes. I have been requested to prepare for the Engineering Society, a paper concerning Water Application Efficiencies in Irrigation. Possibly the members of the Irrigation and Drinage Association might be interested in an amplification and discussion of this paper.

Most of the research funds of our Station last year were used in irrigation surveys - Utah Lake and Jordan River System. It would be a pleasure to report these surveys and invite criticism as to our objectives and procedure, if you feel that the members of the Association would be interested.

Your letter under date of February 24th, 1938, addressed

to Mr. Edwin T. Stewart, former State Water Commissioner,

State of

Arizona, was duly received, and I read with interest the history

of

your association from 1925 down to date and note your intentions

to

renew its activities with a meeting to be held either at Monterey

or

Berkeley, California sometime during the month of June of this year.

I will make an extreme effort to attend this meeting.

The time and place will make very little difference to me, either

the city of Monterey- or Berkeley will be satisfactory and

any date

in June would also be satisfactory.

The subjects outlined in your letter that you contemplate

presenting to the association for discussion, appear to be very live

topics, and all but the last one interest this State very much. If

I ammlected as one to assist in the various discussions I would

suggest that the third one, namely "Water Supply and its Physical

Control" be assigned to me, and that a general outline be sent me

as to the nature and extent of the discussion or paper. Being

new

to this kind of work I would not desire to take the lead

and be

responsible for the discussion of the subject in its entirety,

and

would suggest a discussion or a paper that would not require

more

Your letter of February 24th, requesting an expression of my interests in the next meeting of the Western Irrigation and Drainage Association, was received during my absence from the office attending the illness of my father in the East.

I have reed your letter with a great deal of interest and, if possible, would like to attend this conference because T believe a great many questions will be discussed, from which T might gain valuable information concerning the orderly de-velopment of the resources of Wyoming.

No doubt, you have written a letter of like nature to several of the other State Engineers of the West, requesting their reaction toward taking part on the program by submitting papers on the subjects mentioned in your letter, or any other question that would be of interest to the members of this Con-ference. With this thought in mind, I would gladly relinquish the task of preparing a paper to any of the State Engineers, es I believe that most of us would probably choose the third subject mentioned - "Water supply and its physical control". This is about the only subject mentioned in your letter with which I am very familiar and on which I would be at all cap-able of preparing a paper.

I am not at all anxious for the task of writing a paper on any of these subjects but if you are unable to fill your program otherwise, T can promise you my full cooperation. of at least making an attempt to do so.

Not being a member of your association, T do not feel that I have any voice in commenting upon the time and place of the meeting as mentioned in the seventh paragraph of your letter.

So far as presenting a paper is concerned, however, I doubt very much that we have anything here which would be of in-terest down at this meeting. Our work al:fnsisted of some

I note that you have sent copies to McLaughlin. It is not cuite clear whether you expect to wait for a reply from him before going ahead with your prono7,a1 to write the Directors of the different Experi-ment Stations. I had gathered from the copy of your letter to TIrcLaughlin on this subject SOMB time ago that he had trld you to go ahead. In crder to save any unecessary delay in communicating with me again I am returning the proposed letther and suggest that you send it out.

I looked up the report of the first meeting held at Berkeley and so far as I can see there were no Extension Division men there. It was my recol-lection that we purposely confined the orlmnization to research workers. For this reason I have questioned the inclusion of extension people both in the text of the letter (And in the mailing list.

I have made a few suggestions for changes in the text which it seems to me add slightly to its clarity.

I have indicated questions in the mailing list in connection with hedds of agronomy and chemistry departments and some others who were not par-ticularly interested in irrigation problems. Other suggested changes are for obvious reasons.

I have a feeling that it was the sense of our rroup when we did meet that the particular merit of the group was that it was small and compact and that we were all primarily interested in irrigation and drainage research. If I do nroperly interpret the feeling of the group it would seem best not to invite the attendance of men primarily interested in other fields.

I will make no objection at all if I am overruled on any of these points.

I was very much interested in your letter of February 24th

relative to the past and present activities of the Western Irrigation and Drainage Association. You are probably aware of some of the irrigation developments that are being made in North Dakota.

Undoubtedly investigational work will be initiated in this state and the U. S. Department of Agriculture will be cooperating. A letter is being sent our experiment station director, asking that the aid of the Bureau of Agricultural Engineering, Division of Irrigation, be solicited.

We feel that the following are important problems in irrigation: 1. Increase in yields with irrigation over dry land agriculture. 2. Response of varieties of crops to irrigation, i.e., common

strains of alfalfa will respond more favorably to irrigation than the more drought resistant Grimm.

3. Rate and time of water application best suited to North Dakota conditions.

4. Cost of irrigation for different kinds of crops with different kinds of pumping plants.

5. Critical concentrations of harmful salts in soil and water for important North Dakota crops.

6. Rate of penetration of muddy Missouri River water into different types of soil ("sealing up" effect produced).

We have a full time extension man in irrigation, but we know that experimental results and facts are needed as a basis for the work.

It is not certain whether I will get to the annual A.S.A.E.

meeting this year or not. Since we do not have any irrigation research at present, I believe we would be in rather poor position to present a paper on your program. However, we would be very interested in receiving any of the results of the conference, in case no one attends from this institution.

It may be that there are a number a developments in recent years which together wiyald make a topic along this line worth while.

It seems to me that the best time to hold this meeting would be immediately after that of the A.S.A.E. meetings in California.

As to offering a paper--I must decline as I feel that the available time should be allotted to men who can make a worthwhile contribution. Our attention is now dir-ected primarily to the problems that come with the expansion of pump irrigation, and those that are coming to many of our farmers who will have water available from the canals of our power and irrigation projects now under construction. Prob-ably there are very few problems of a distinctly unique char-acter involved.

I appreciate your thoughtfulness in calling my at-tention to the tentative plans you have under way, End I hope I may be able to attend.
