It is the intention to hold the second annual meeting of the Colorado River Water Forecast Committee in Los Angeles on

April 19, 1946.

It is proposed that we spend the day in discussing the vIrious methods of forecasting runoff as based on snow cover, with particular emphasis on the filling of Lake Mead, April to September this year.

Advanced information on snow cover of the Colorado River watershed in Colorado, Wyoming and Utah will be available to you as of about April 8th or 9th. May I have your response by the 5th. These current data will be Air Mailed to all who request this information. The purpose in sending

immediately these data to all those interested in developing the Colorado River forecast for 1946 is to enable the correlation of these records, together with previous data, as a means of formulating your conclusions for presentation at this meeting.

It is not expected that formal papers will be prepared but rather to have round-table discussion. It is suggested that you come prepared to enter actively into the discussion of the water forecast for 1946. Lastly, to round out the activities of the day it would be highly desirable for each of you to describe in writing your methods and principles of forecasting in brief form, together with such necessary tables and dia-grams as required, in order that a perm ment record of the results of the meeting may be made.

This meeting will be called to order at 9:30

on

the morning of the 19th in Room 1006, State of California Building, 217 West First Street, Los Angeles, and will adjourn sometime during the afternoon.

The Veterans' Preference Act of 1944 has brought together provisions of various statutes, Executive Orders and regulations and has added some new employment rights and benefits for Federal employees who have recognized veteran. status. The Personnel Management Division is anxious to assist all veteran employees in establishing their veteran claims. It is known that some individuals have not officially established their preference while others have had a change in type of preference. In order to definitely determine and record for each employee in the region his or her status in this matter,a survey is being made.

Each permanent (Civil Service) and temporary indefinite employee is requested to fill out the attached report form and return it to the Regional Personnel Management Division. Letter of Authorization personnel who are .under appoint-ments of 120 days or less need not reply. -Te are asking for a report from everyone, as that is the only positive means we have of being assured no one is overlooked.

TYPES OF 1T- TERN PREFERENCE

There are four typos of Veteran Preference, each of which is listed and briefly explained below.

A. Five-point preference: This type of preference is allowed only to

veterans (men and women). The veteran must have served on active duty in the armed forces of the United States during a war or in a campaign or

expedition for which a campaign badge has boon authorized, and have boon separated from such active duty under honorable conditions.

B. Ten-point disability preference: This type of preference is allowed only to veterans (men and women). The veteran must (1) have served on active duty in any branch of the armed forces -of the United States at any time, (2) have boon honorably separated, aid (3) have established by official

records the present existence of a service-connected disability or the current receipt of compensation, disability retirement benefits, or pension.

C. Taft proforonco: This typo of preference :is al:lowed only to wives of

disabled veterans. The'wifo mutt bo'qualifiod for appointment, and the husband must be an honorably soparated veteran who has a service-connoctod disability which prevents him from qualifying for any Civil Service

appointment.

D. Widow preference: This type of proferonce is allowed only to unmarried widows of veterans. The doceasod husband must have sorvod on active duty in a branch of the armed forces of the United States during a war or in A. campaign or oxpedition for which a campaign badge - has boon authorized, and have boon separated from such active duty under honorable copditions.

PROOF REQUIRED FR ESTABLISHING PREFERENCE

Five-point preference: A person claiming 5-point proforonce must show that ho performed active duty during a war, or in a campaign or expedition for which a campaign badgo has boon authorized. Ho must also show that he has boon officially separated from active duty under honorable conditions from the latest poriod of service which is recognizable for the typo of • •proferenco sought. In the majority of cases a COrtificate of Honorable Discharge, a Notice of Separation, or official orders for separation or inactive duty if "honorable" is shown, will be sufficient proof when tho period of active duty is during time of war. In addition, tho votoran mutt submit a Form 14, "Veteran Preference Claim" (blue colored form) to the Rogional Personnel Management Division.

B. Ton-point disability preference: A vetoran claiming disability proferonco must show oithor of the following facts: (1) that ho is.rocoiving compen-sation, disability rotiroment benefits, or pension by raason of public laws administered by the Veterans Administration, tho War Department, or the Navy Dopartmont; or (2) that he has boon disabled, that the disability

is service-connected, and that it still exists.

C. Wife preference: A porSon claiming wife-pi•efieronco must show all cf the following facts: (1) that her husband has boon disabled; (2) that the disability is service-connected; (3) that the disability still exists; and (14) that her husband is disqualified by the disability for Civil Service appointment along the general lines of his usual occupation. ,

•D. Widow proforonco: An unmarried Widow claiming preference must show the same proof for her deceased husband as is ToqUired.of.fivo7point veterans. In addition, she Must pi&vo that'hor. veteran.husband, is actually or legally dead.

P.S. I am somewhat concerned about reporting the meeting. As indicated in my previous letter to 11./.. Clyde, Lass Rodgers is not available to take down the discussions at the meeting. I made tentative arrangements with the California Stenotype Company to do this at a cost of $15.00 for appecrance and 60-cents a page, which is the standard rate for stenotype and court reporters. However, Mr. Clyde thought this rate was too much to pay and suggested that Miss Dredge take down pertinent discussions at the meeting. I informed Iii'. Clyde yesterday that Miss Dredge would be unable to do this for several reasons. However, she is willing to attend the meeting and - give what help she can.

Perhaps you can prevail upon those Present to present their discussions in writing after the meeting.

I have a form letter dated April 6, 1946, from Mr. a. L. Parehall„ calling attention to the April 19 meeting in Los Angeles of the Colorado liver 'later Forecast Committee. This letter suggests that I attend and come prepared to enter actively into discussions of a water forecast for 1946.

I do not have any detailed information on this Committee nor on the Survey's official representative on it, if any. I do not believe that either ninelf or a representative should attend, as considerable study should be given, to the matter for effective results or suggestions. There is not now time for such study and in any case I will be in qashington on that date.

This office is inter sted in such forecast work and would like to see it promoted and( unified. I have a very practical reason for feelint: that the proposal should be given support in that this office does use to advantage snow cover reports of both the 2oil Conservation Service and the ;eather Bureau in preparing for run-off past its Lees Ferry and Grand Canyon gaging stations. For instance, such reports as released are studied each year. nven at this time of the year we cannot determine the highwater period as this is dependent upon subsequent weather conditions but this always comes within certain months. We do determine, and this is extremely useful in preparation for personnel and equipment, that there will be either 2 small peaks or ono high peak in run-off. Obviously if those appear to be 2 of 50,000 feet or one of 90,000 second-feet A* are not as concerned as when these figures approach 150,000. :41 anti-cipate only moderate run-off for 1946 and our estimates on run-off, based on the reports mentioned, are close.
