Meeting with Keener and Spencer of Region 2 on the Delta Question. MR Spencer acknowledges that the exchange contract was not in 1953 and there have been negotiations about it. Prospects are that the contract will be renegotiated to cause the salinity requirement and also to liberalize the schedule when the water users must follow. The Fire[illegible] Carol was and one other Carol were the main [illegible]. Milleton water and be asked to help meet the contract. D.M. Carol will be flushed this year to get rid of

accumulated salt. Prospects are for a wet year this year. He had not heard of need for more capacity at Walnut Grove

Talked with Scott Baer about fish in the Sacramento and the American river. The Chinook salmon come up the Sacramento in the spring and fall. Their life cycle is 5 years. The Steelhead (rainbows) comes up Dec to May [illegible]. He thinks these years may have prospered moderately due to construction of Shasta dam. They now spawn in the river. The hatchery trout produces a grey flesh instead of the desired red flesh. In the Columbia the conservation of [illegible] have had fair luck with the Chinook and [illegible] salmon and excellent results with the Blueback salmon.

On the basis of a 16 foot depth to impermeable material, a 10 foot drain depth k = 0.35 in/hr V = 0.0375 we got a 183 foot spacing. Conference in the Region 7 Conference room at Merrit dam seepage and changes in groundwater level. Those present were Mr Burdick, Mr Raitt, Mr McGovern and Mr Mefford of Ainsworth, Mr Honnold and Mr Kramer, Mr Mitchell & Mr McDonald, Mr Merriman, Mr Walker & Mr Glover.

Mr Honnold presented an analysis in decating that only about $50000 of uncertainty in construction carts was involved in a $25000000 project. He recommended that the normal W.S. elev be returned at 2945. Methods of estimating the change in groundwater levels were discussed.

Conference with V. Jenkins. Dean Howe (Univ of California at Berkeley) J. Strobel and R. McNeish on Thermal difference and solar distillation. Dean Howe stated that when they fed their solar still at night with warm water they got ten times the output they obtained during the day. In the report [illegible] talk the figure of $0.29 per ton should be $0.029 per ton. The ton used is the metric ton. The coefficient of heat transmission is in Metric units.

Worked on preparation of the report on demineralization. This will be the third annual report on saline water conversion. Talked to W.F. Wergester of the Dept. OF Justice on the phone to advise him that I was one of the inventors of the “Heated Precipitation Gage Intake Tube” for which a reply to the Patent Examiner is due on Oct 21 and to offer my help if needed. Talked to Doug Seeley, Ken [illegible] and Emil Lindseth to advise of my possible stay in Washington.

Conference with Mr Jenkins, J. Strobel [RE Glover] and R McNeish with Mr Kenneth Hickman and Mr Rosseau of Badger Co.

They state that the results of tests being run under the present program have given results better than were anticipated with heat flow rotes 8 times as high as in the old equipment. The Badger Co is willing to fulfill al of the requirements of the present contract but is desirous of accelerating the program to include the construction of a still to produce 25000 gallons of distilled water per day from sea water. They anticipate that carts of less than $100 per acre foot should be attainable with proper gauge in development. R.E.G.

Tuesday, November 9, 1954 313th Day--52 Days to Follow Preparation of draft of notes to Industrial and Engineering Chemistry.

Meeting with Mr Jenkins, Mr Strobel and Mr Larrecq of the Power Generative Inc [illegible] NJ Mr A.J. Larrecq described the efforts of their company to develop a wing power of compression distillation until for use in the Canary Islands. They would use a DeArnot wind wheel and a turbine driven Comp Distant. They expect 60% eff from the [illegible] not mill. Water will be used for domestic purposes first [illegible] for irrigation later. They are not ready to make a public statement at present.

Conference with Dr Lester of the British Admiralty, Mr Jenkins, Mr Strobel, Mr Love, Mr Berger, Mr Gottley, Mr Glover. Work at Badger, Yale, N.D.A., Heinz, Texas A&M, Ionics and Florida were described for Dr Lester. The possibility of U.S. participation in the United Kingdom [illegible] studies was discussed. Mr Gottley suggested the Dept of Defense might contribute data to the U.K [illegible].

Conference with Mermel. As to expected notice that my job at Denver will be abolished I stated that I had proposed the following line of action to Mr Jenkins of Saline water

(1) That I will finish the hob with saline water regardless of the outcome at Denver. R.I.F. (2) That if I am offered a satisfactory place in Denver I will go there when the present walk is

finished.

(3) If no satisfactory place is offered in Denver I will work for Saline water or find or make some other place

In the afternoon, Dr Vivian of the University of Southern California at Los Angeles was in to inquire about the phase 2 work in the Cali proposal. They have a wide variety of skills, Engineering, chemistry, geology and Biology there. May would like to do the Cox experimentation but have been rebuffed by Cox.

Left Washington D.C. for Boston Mass via American Airlines at 8:20 A.M. in company of Mr Jenkins. We arrived at Boston at 11:19 A.M. and met [illegible] at the Ambassador hotel. After having lunch we went to the Ionics offices and met Dr Juda and Mr Katz. With Dr Juda we went to the trailer and saw [illegible] in operation. After viewing the must and taking 35 mm pictures we returned to the office with Engineer Powell and met Mr Rosenberg. Details of the tests to be completed before the tracks is to be taken to Arizona were discussed. A 100 hour continuous run was agreed upon with the units in series to produce 350 ppm water. Test operation in Arizona is to be worked up by Powell for approval by Saline water.

The Badger office was next visited. Dr [illegible], [illegible] and Slegried were there. The unit was in operation with red ink in the feed. The distillate was clear. With 116[degrees Fahrenheit] temp, 3 in water pressure differential 27.6 in mercury of vacuum and 1250 R.P.M. The [illegible] was showing a heat freeze rate of 4770 AA/[illegible] according to Hackman figures. Hickman insists that the experiential unit should be used as a [illegible] and not for experiments purpose. On a [illegible]

question he stated that he feels sure that water can be produced with huge machines for $125 per acre foot or less. On the 300 hour run with copper discs there was not corrosion or scale but only blackening. R.E.G

Met J.J. Strobel in lobby of the Taft hotel at about 7:15 A.M. After breakfast we went to the Yale University campus to see Dr B.F. Dodge and Dr Harding Bliss. After discussing report preparation (J. Strobel & H Bliss) we went with Dr Walker to see the experimental apparatus in the chemistry

laboratory. After viewing this and concluding the discussions we went back to the NYNH & H RR station and took the train for Stanford at 11:42 A.M. (J.J. Stobel went on to Brooklyn.) I arrived at Stanford at 12:29 P.M. There I was met by Mr Gregory L. Laserson, one of the investigators on the Nuclear Development Associates contract and he took me to their plant at White Plain N.Y. by auto. After looking [illegible] samples and the corrosion test specimen and we went to their shop to see the experiments setup. This was not operating at the time so we were able to get behind the shield to see the autoclave and the corrosion test unit. The controls were also seen. (Manel metal is used in the present test apparatus). Some samples obtained for testing were also seen. They were colored green by copper or nickel salts. Back at the office we met J.R. Menke President and W.A. Leeb Division leader. In response to question they said they needed contract renewal to go ahead. They are ready to go now. Report of Sheppard Powell and Wilson reviewed today those present in addition to Powell and Wilson were Mr Jenkins, Mr Strobel, Mr NcNeish and RE Glover. Certain amendments of wording were asked. Also an extension of the contract was discussed as a possibility. Some preliminary copies of the report were left here. This is a report on means of collection data on the needs and asks for demineralized water.

Discussed with Mr D.S. Jenkins the possibility which I suggested, to cheaper the cost of thermal

difference installation by using an air lift to bring the cold water up from below without installing a pipe. An air tube or hose with a porous disc or other device on the end, to break up the air into small bubbles, would be lowered to the ocean floor. Compressed air would then be forced through it to lift the cold water to the surface in the manner of an air lift pump. The cold water could then be recovered from the [illegible] free by some means. Visited the “Univac” unit at the Center Bureau Federal Office Building No3 at Suitland Maryland. Met Mullendorf, Heiser, Bell and Flick. A new unit is being installed (Remington Road) The old unit is air cooled using 30000 C.F.M. The next unit will be water cooled. Instructions are placed on metal tape of bronze .001 inch thick with a magnetic coating. 100 items of information per inch may be entered on a total of 8 lines. The old machine runs three shifts per day on their work and outside work. At this time

they were doing some outside work and also preceding the labor market report data. Final results are typed out by automatic typewriter. Data can be read in by cards or by a special device which reads data from a 16 mm film negative of sheets which have been marked by a pen. The ink mark makes a clear spot on the negative so that the image of a spot scanning a cathode ray tube can go through and strike a photocell to mark the metal tape. (5 hr leave).

Dr Kemmler of the University of Minnesota was in this morning to talk to D.J. Jenkins, J.J. Strobel, R. McNeish and RE Glover about the extraction of freshwater from ocean water by freezing. He finds that he can obtain water of [illegible] 1000. Ppm [illegible] 3500 ppm (saline chloride) by freezing a slush and then putting it under from 1500 to 2000 lb/min for about 4 minutes. Other possible means of repeating the [illegible] from the ice crystals were decreased. The experiments on freezing made at Denver were described. REG
