regarding my part in the program for the 28th annual meeting of NRA in Denver.

I enjoyed the panel discussion and hope those present got something worthwhile from it.

I never hesitate to change positions on a given matten when hard facts show I have been wrong in my previous position.

The Denver convention was one of the best I have ever attended and you are to be commended for the fine program.

P. 0. Box 117 Loveland, Colorado Dear Bob:

It was good of you to write Vaux--I know he will be pleased to know that we got his statement into the record.

Harry Polk commented that the Colorado Committee had per— formed a real service in changing the make—up of the Convention

program. You did some pioneering and I know that it paid off in

favorable reactions from- the participants in the successful meeting. We had a good time too, and are still chortling over the banquet. We know that conventions involve a tremendous amount of work, which goes

on unbeknown to the participants, but you folks carried it off with apparent ease and you can now relax in the success which your efforts

achieved.

The splendid help which you gave us before and during the convention, both in the preparation of the program and in looking after so many details during the convention, is indeed very much appreciated. It is always refreshing to run across someone who, when he accepts a responsibility, is willing to carry through completely and in every detail. You did just exactly that for us throughout the entire con-vention, and I want you to know that I personally very much appreciated your assistance.

The Denver convention has been referred to by more than a few as being one of NRA's best meetings. Your cooperation and assist-ance contributed very greatly to the success of this meeting.

On behalf of the members of our Association, I do want to say "thank you.'

Sincerely,

J. R.Barkley, Secretary Manager

Northern Colorado Water Conservancy District Post Office Box 117

Loveland, Colorado Dear Bob:

LaSelle Coles contacted me before leaving Denver to discuss the pos-sibility of your accepting the chairmanship of the Water Users Committee. He also raised the question as to what we were going to do about Charlie Neill, if such a move were made. I raised the question as to whether there was any reason why two men from one state could not serve on this committee, if one of the men were chairman. We have a problem. I also called his attention to the fact that you had been serving on what I believed to be one of the most important committees of NRA, the Water Policy Committee.

Frankly, Bob, I would like to go along with LaSelle in having you take over the Water Users Committee, if you are willing to take such an assign-ment. If you do take this chairmanship, do you feel that you could take the time to continue serving on the Water Policy Committee:

Do you have any suggestion as to a place on another committee for Charlie Neill? Also, I would like to inquire as to your recommendation for a member for the Water Policy Committee, should you decide that chairmaning the Water Users Committee and membership on the Water Policy Committee would be too great a burden for you to assume.

Sincerely yours, Harold H. Christy HHC/dmf

J. R. Barkley, Secretary Manager

Northern Colorado Water Conservancy District Post Office Box 117

Loveland, Colorado Dear Bob:

I trust you will pardon my delay in writing to you relative to the highly successful NRA convention. The delay was the result of my secretary being on vacation and also due to the fact that I was supposedly out of the of-fice for part of a scheduled vacation.

Bob, I want you to know that I realize the important part you played in the successful organization and carrying out of the activities of the convention committee. Your letter of November 6, with attachments, clearly indicates

the extent of your activities, as you have, in my opinion, very diplomat-ically followed up and closed the assignment of the program chairman. I will forever remember and appreciate your work on this convention, and,

inciden-tally, also that of your very capable secretary.

I note that you have received a letter from Bert Smith and I am happy to advise that I have also had several letters highly complimenting Colorado and the convention committee for a job well done. I have heard very, very little criticism and I believe the compliments were sincere. I even heard some comparisons made between Denver and the convention held in Phoenix which, as you know, was an outstanding meeting and one in which the local people expended some $7,000 or $8,000 of their own funds in an attempt to properly entertain the convention guests. To me this confirms the fact that an outstanding job was accomplished in Denver, even though at times conditions were trying and possibly some tempers got out of hand.

Best personal regards.

Dear Harole:

Many thanks for your very kind lctter of November 17th with the

remarks contained concerning the sum :s of the recent convention.

As you well know, it takes a full team to make an event of that

charac-ter a complete success. Remember, that I was only one member of that

team.

In reference to your second letter of that same date, I also

visited with Le Salle Coles before the close of the convention. And,

I fully appreciate that the committee problem is somewhat difficult.

However, I am perfectly willing to accept whichever responsibility you

and Le Se:

le should choose. Most certainly, I have enjoyed my work with

the Water Policy Committee and, particularly, the opportunity to work

with Hugh ShaMbarger. Relative to your suggestim4 4evr„ in all

fairness to my own District, I do not believr it would appropriate to

attempt to fill]. two committee appointments. I also realize, of course,

that this leaves the ball back in your court. I can, therefore, only
